This week, public school teachers (including principals and vice principals) at all levels in Ho Chi Minh City will take an English proficiency test according to the plan previously issued by the Department of Education and Training. Teachers will take an online English proficiency test in the form of an objective multiple-choice test lasting 90 minutes at: https://englishsurvey.hcm.edu.vn.

However, when conducting the survey, some teachers were unable to access the link. The Ho Chi Minh City Department of Education and Training sent a notice and said that the system was temporarily suspended to fix the error. The Department said that due to tightening network security, many simultaneous logins and hidden login information, there was a problem with the industry data. The Department has coordinated with the technology department to try to resolve the issue, after which teachers can take the survey normally on the system.

Another problem is that some teachers say that the survey is difficult and is conducted online, so they ask for help from relatives for fear of low scores, leading to the survey results not being objective.

Regarding this issue, a representative of the Department of Education and Training stated: “Every teacher has self-respect and dignity in their profession. If a teacher does not feel confident enough, he/she should not participate in the English survey because this is the teacher’s own dignity.”

Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training, said that the Department conducted the survey because it wanted to see the reality that Ho Chi Minh City is capable of implementing the project of making English the second language in schools or not. Therefore, it is necessary to evaluate the effectiveness of the city's implementation; when starting to implement, what level of teachers are achieved. For example, how many English lessons need to be built in schools, what activities should be organized in English, it is also necessary to have an overall perspective, calculating data based on scientific analysis.

The survey results are important and necessary input data for the city and the Department of Education and Training to have a realistic and scientific view of the current situation. The collected data is the basis for developing the Project "Gradually bringing English to become the second language in schools" - to improve the qualityof education and international integration.

From the overall results, the Department of Education and Training will calculate, develop a plan and roadmap to train and support the improvement of foreign language skills for the team in an appropriate, effective and feasible manner, meeting the requirements of educational innovation according to Conclusion 91-KL/TW.

Before conducting the survey, the Department of Education and Training made a public announcement: This is not an exam to evaluate or classify the capacity or expertise of each teacher. The survey results will absolutely not be used for any other purposes such as competition assessment, salary consideration, discipline or other personal purposes. The results of each individual will be kept confidential and only the teachers themselves and the support team of the project development steering committee (a specialized department assigned to synthesize and analyze data to serve the development of the general plan) will have access.

The teachers’ participation in the survey is an opportunity for each teacher to objectively assess their current level of English proficiency. From there, teachers can proactively build a learning path, improve themselves, better prepare for the trend of international integration in education, and open up new opportunities in professional work and teaching.
