The Department of Finance organized a training conference to foster investment capital management skills in 2025.

In order to promptly update, systematize and equip basic knowledge on professional expertise in investment capital management for cadres and civil servants in the province, in order to build and contribute to improving the capacity of cadres and civil servants participating in investment capital management, the Department of Finance coordinated with the Academy of Strategy and Training of Construction Cadres - Ministry of Construction to organize a training conference on investment capital management in 2025, from November 6, 2025 to November 8, 2025.

At the training conference, trainees studied and listened to the related contents including: Training on the Law amending and supplementing a number of articles of the Law on Bidding; Law on Investment under the public-private partnership model; Customs Law; Law on Value Added Tax; Law on Export Tax and Import Tax; Investment Law; Law on Public Investment; Law on Management and Use of Public Assets (referred to as the Law amending 8 Laws), Decree No. 175/2024/ND-CP detailing a number of articles and measures to implement the Law on Construction on the management of construction activities. Decree No. 105/2025/ND-CP dated May 15, 2025 of the Government amending a number of articles of Decree No. 175/2024/ND-CP detailing a number of articles and measures to implement the Law on Construction on the management of construction activities; Decree No. 254/2025/ND-CP dated September 26, 2025 of the Government regulating the management, payment and settlement of projects using public investment capital; Circular No. 91/2025/TT-BTC dated September 26, 2025 of the Minister of Finance regulating the system of forms used in settlement work.

Under the guidance and instruction of highly qualified and experienced lecturers, the course has been equipped and updated with new knowledge on financial and budget management mechanisms, current regulations in the field of public investment, and at the same time, practical experiences have been exchanged during the implementation process in the locality. Thereby, helping staff at all levels to improve their capacity and meet the requirements of the current period. Thereby, contributing to the full and timely implementation of investment cost management; management, payment and settlement of projects using public investment capital from the state budget according to new regulations of the Government, the Ministry of Finance and the locality. At the same time, enhancing the effectiveness and efficiency of investment finance management in Lang Son province.
