Ensure traffic safety
The heavy rains that have lasted for many days have not only caused flooding in the plains and low-lying areas but also seriously damaged the traffic system in the city. From national highways, provincial roads to mountainous communes to the plains, many sections have been eroded, traffic is cut off, the road surface is peeled off, potholes appear densely, greatly affecting the travel of people and the transportation of goods.
In recent days, on the National Highway 1A from Km 840+400 - Km 848+875 through the city's communes and wards, many spots of road surface peeling have appeared, creating small holes. With extremely high traffic density and heavy rain and floods, the peeling spots, potholes and potholes have continuously spread, causing "traps" on the road, threatening the safety of people and vehicles participating in traffic.
With the operation and repair at the same time, the maintenance unit of this national highway section, Trung Phuong Company Limited, is facing many difficulties due to the unfavorable weather. It is noted that at the La Son intersection at the intersection of National Highway 1A with La Son - Nam Dong Road in Hung Loc Commune, the road surface has many potholes, concave and convex holes, and puddles of water. Vehicles continuously stop at red lights and brake suddenly because of the bad road surface, making the traffic situation very complicated.
Mr. Ho Ngoc Kiet, maintenance technician of Trung Phuong Company Limited, said that in recent days, the unit has continuously surveyed and arranged human resources and materials to patch the road at 4 major damage points and many minor damage points on National Highway 1A from Km 840+400 - Km 848+875. The maintenance unit will treat the surface, patch the concrete asphalt to ensure smooth traffic on the road temporarily. In the long term, when the weather is dry, the asphalt will be scraped and re-paved to ensure traffic safety.
Similarly, at Km 50+70, Km 50+700 on National Highway 49, the road maintenance unit is also handling emergency operations to prevent landslides from eating into half the road and focusing on clearing the left side of the route, cutting off water to the longitudinal ditch, preventing water from flowing across the road.
Efforts to clear the route
The historic rains that lasted for many days in the old mountainous area of A Luoi caused landslides and severe flooding in hundreds of places on the Ho Chi Minh Highway West branch through the city. Up to now, after the efforts of the transport sector and road management units, there are only 11 points in the A Luoi area that have suffered from landslides, causing traffic disruption and making the route unpassable. These points are expected to be cleared from November 6 to serve the transportation of materials and machinery to continue repairing landslides and inspecting damage to road and bridge infrastructure in remote areas on the Ho Chi Minh Highway.
According to Thua Thien Hue Road Construction and Management Joint Stock Company, the landslide on the Ho Chi Minh Highway, West branch, through the city is very serious with 355,000m3/140 locations; the landslide on the negative slope with a total length of 259m/12 locations, up to now there are 11 locations that are blocked and have not been cleared. In which, there are locations such as Km 366+150 that have been blocked since October 28th until now, the route has been cleared 4 times but is still blocked. Currently, the forces are making efforts to clear the road again on this section. Traffic jams (11 locations) include Km 385+900, Km 386+040, Km 386+300, Km 386+780, Km 389+150, Km 391+700, Km 392+500, Km 407+460, Km 407+950, Km 408+040, Km 408+350 on the West branch of Ho Chi Minh Highway, expected to open to traffic on November 6.
Thua Thien Hue Road Construction and Management Joint Stock Company said that all key locations were flooded and had landslides causing traffic jams. The company has arranged staff, traffic diversion and a traffic warning barrier system. However, there are still some difficulties such as landslides causing traffic disruption, making it impossible for motor vehicles to access the scene. The terrain of the area is divided by weak soil, posing a risk of further landslides, causing insecurity for people and equipment involved in troubleshooting. Large water flow and strong currents cause erosion, washing away rocks and soil, causing landslides at many locations, hindering reinforcement and temporary repair.
In the old Nam Dong mountain area, heavy rain also damaged and collapsed 3 large bridges in the area. In addition, many bridges and culverts were eroded to varying degrees. After the inspection by Deputy Secretary of the City Party Committee and Chairman of the City People's Committee Phan Thien Dinh, Khe Tre commune coordinated with the Ho Chi Minh Road Project Management Board to temporarily open a road to the highway for people to travel when the Phu Mau bridge collapsed.
Mr. Duong Thanh Phuoc, Chairman of Khe Tre Commune People's Committee, said that Provincial Road 14B is a vital traffic route connecting Khe Tre with the center of Hue City. The collapse of Phu Mau Bridge on the provincial road has caused difficulties for people in the old Nam Dong area to travel. Currently, the Ho Chi Minh Road Project Management Board has opened a temporary road and poured gravel for people to travel temporarily. The authorities are also assessing the extent of the damage to come up with a long-term solution.
Road Management Area II said that it has been coordinating with local maintenance units to carry out work to overcome the consequences of natural disasters. The work of clearing the route is being carried out synchronously at landslide points on the Ho Chi Minh Highway West branch. Immediately after the landslide incidents occurred, causing traffic jams, Road Management Area II directed maintenance management units to regularly arrange signs, barriers, warnings, and organize traffic control... At the same time, it directed management units to mobilize machinery, equipment, and human resources to promptly clear soil, collapsed rocks, and mud spilled onto the road surface to ensure smooth traffic and coordinate with traffic police and local authorities to remotely control traffic to help vehicles participating in traffic on the route to circulate safely and conveniently.
