Accordingly, Deputy Prime Minister Tran Luu Quang has just signed and issued Official Dispatch No. 1034/CD-TTg dated October 31, 2023 of the Prime Minister requesting ministries, branches and localities to proactively respond to floods and ensure safety for people in the Central and Central Highlands regions, stating: From the night of October 28, 2023 until now, in the Central and Central Highlands regions, there has been prolonged heavy rain, especially in Ha Tinh , with total rainfall in some places exceeding 500 mm; in many places, there have been deep floods, landslides, traffic disruptions, and dam failures, greatly affecting people's production and daily life, and there have been a number of cases of loss of life.

The Prime Minister sent his condolences to the families of the victims and shared the difficulties and losses of the Party Committee, government and people in the flood-affected areas.

The National Center for Hydro-Meteorological Forecasting predicts that in the coming days, the Central and Central Highlands regions will continue to have moderate to heavy rain, and in some places very heavy rain, while the soil in some areas is saturated or nearly saturated with water, with a high risk of landslides on steep slopes and deep flooding in low-lying areas, along rivers and streams, and in urban areas.

The Prime Minister requested the National Steering Committee for Natural Disaster Prevention and Control, the National Committee for Incident and Disaster Response and Search and Rescue, Ministers, and Chairmen of People's Committees of provinces and cities to continue to focus on directing and implementing flood response work, ensuring people's safety.

In particular, the Prime Minister requested the Chairmen of the People's Committees of provinces and cities to: Organize the review and evacuation of households in dangerous areas, especially households in areas where landslides, flash floods, and deep flooding have occurred or are at high risk of occurring, to safe places; have plans to support temporary accommodation, food, and necessities for people who have to evacuate, ensuring a stable life for the people.

Arrange forces to guard and control people and vehicles passing through culverts, spillways, deeply flooded areas, areas with strong currents, landslides or areas at risk of landslides; resolutely not allow people and vehicles to pass through if safety is not ensured; proactively direct work to ensure safety for students in flooded areas.

Proactively deploy work to ensure the safety of dikes and dams according to alarm levels, especially key works under construction, to minimize damage.

Propagate and guide people to proactively implement measures to ensure their own safety when floods and inundations occur; stock up on food and necessities to proactively prevent floods and landslides that cause isolation.

Along with that, proactively arrange forces and vehicles in key areas to promptly organize support for people to evacuate and rescue when situations arise.

The Prime Minister requested the ministries : Ministry of Natural Resources and Environment to closely monitor and supervise the flood situation, forecast, and provide full and timely information to competent authorities to serve the direction and response to natural disasters according to regulations.

The Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade, according to their assigned state management functions, are assigned to coordinate with localities to direct the work of ensuring safety for agricultural and industrial production, safety of irrigation and hydroelectric dams, especially for small hydroelectric reservoirs and important irrigation reservoirs.

The Ministry of Education and Training coordinates with localities to direct the work of ensuring safety for teachers, students, facilities, equipment, tools and learning materials in areas affected by floods.

The Ministry of Transport coordinates with localities to direct, guide traffic and ensure traffic safety in flood-affected areas, promptly handle incidents, and ensure smooth traffic, especially on the North-South railway and main traffic routes.

For the National Committee for Incident Response, Disaster Response and Search and Rescue and the Ministries : National Defense and Public Security proactively direct and coordinate with localities to deploy response, search and rescue work, ensuring timeliness and effectiveness.

The Prime Minister also assigned Vietnam Television, Voice of Vietnam, Vietnam News Agency, Nhan Dan Newspaper and other media agencies to: Increase news coverage, proactively guide people on skills to prevent, respond to, and reduce damage caused by natural disasters.

Along with that, the National Steering Committee for Natural Disaster Prevention and Control closely monitors the situation of floods and natural disasters, proactively directs and urges localities to deploy prevention, control, overcome consequences, and limit damage caused by floods.
