The working delegation led by Mr. Nguyen Hoang Hiep - Deputy Director of the Department of Culture, Sports and Tourism of Dien Bien , conducted a working trip to learn from experience in three provinces: Lai Chau, Lao Cai and Tuyen Quang from December 1-8, 2025.
In Lai Chau , comrade Tran Van Cong - Deputy Director of the Department of Culture, Sports and Tourism chaired the meeting and worked with the delegation. Speaking at the meeting, he emphasized that information poverty reduction is an important task, contributing to raising people's knowledge, changing awareness and improving the quality of life of ethnic minorities. He affirmed that sharing experiences between the two Departments will open up many new and practical ways of doing things; at the same time, he suggested that specialized departments exchange openly, share effective models and strengthen coordination to effectively implement the goals of the National Target Program on Sustainable Poverty Reduction in each locality.
During the meeting, the two departments had in-depth discussions on many key issues related to poverty reduction communication and building information access models for people in remote areas. The contents focused on: methods for building annual communication plans; measuring information effectiveness; editing and translating into ethnic languages; visual communication models; coordination with border guards; application of information technology in news preparation and grassroots broadcasting. These are all key factors that help increase people's access to essential information.
The two sides also shared experiences in consulting and implementing Project 6, including grouping priority areas, coordination mechanisms between levels, methods of monitoring and evaluating progress, handling difficulties in disbursement and experience in working with relevant ministries and branches. These exchanges are important in the process of state management of poverty reduction in mountainous provinces.
In the field of management and operation of the Source Information System, the parties discussed the arrangement of operational staff when the locality switches to a two-level government model, as well as solutions for synchronous data connection from the province to the commune and ward. In the field of press management and media cooperation, Lai Chau shared experiences in evaluating the effectiveness of media products, the mechanism for ordering reports and articles to serve poverty reduction, methods for integrating poverty reduction - foreign affairs - digital transformation content in propaganda, and how to coordinate with press agencies to produce quality content.
The meeting took place in an open and frank atmosphere, contributing to strengthening the coordination between the two localities. The shared experiences are an important basis for Lai Chau and Dien Bien to continue to improve their methods and improve the effectiveness of implementing Sub-project 1 - Reducing information poverty in the coming time.
