In his opening speech, Mr. Tran Van Cong - Deputy Director of the Department of Culture, Sports and Tourism emphasized: In recent years, the province's information and propaganda work and foreign information have achieved many positive results, gradually affirming its role in maintaining political stability, promoting socio-economic development, promoting the image of Lai Chau, strengthening friendly relations and cooperation with other provinces.
In addition to the achieved results, he said that foreign information activities still have some limitations such as: the content of propaganda is not really flexible; the connection and coordination between forces are not deep; the skills of information processing, digital technology application and the ability to forecast and orient public opinion of a number of cadres are still limited. In the context of increasingly demanding new tasks, improving capacity, updating knowledge, and equipping professional skills for the force doing foreign information work is an urgent requirement.

Immediately after the opening session, students were exposed to the following topics: Basic knowledge of land border areas; protecting territorial sovereignty and national border security in the new situation; foreign information activities in border areas; skills in deploying information and propaganda, skills in applying digital technology in communication; interview answering skills and handling information crises.
The training course will take place over 03 days (from November 24 - 26, 2025).
