On the afternoon of December 16, Vice Chairman of the Provincial People's Committee Phan The Tuan chaired a working session to deploy the Implementation Plan for the Project on investment in construction and business of infrastructure of Hoa Yen Industrial Park (IP), Bac Giang Province, invested by Fecon Hoa Yen Joint Stock Company.
Attending the meeting were representatives of the Provincial People's Committee Office; a number of relevant departments, branches and sectors; People's Committee of Hiep Hoa district, Viet Yen town; representatives of Fecon Hoa Yen Joint Stock Company.
At the meeting, delegates discussed and contributed ideas to the draft Plan for implementing the Hoa Yen Industrial Park Infrastructure Investment and Business Project. The plan aims to seriously and fully implement the contents of Decision No. 1462/QD-TTg dated November 25, 2024 of the Prime Minister approving the investment policy for the Hoa Yen Industrial Park Infrastructure Investment and Business Project, Bac Giang Province and legal regulations. Monitor, urge and control the implementation progress to soon put Hoa Yen Industrial Park into operation, contributing to promoting the socio -economic development of the locality and neighboring areas.
The plan clearly defines each work item, implementation roadmap and clearly identifies the presiding unit and coordinating unit, associated with the completion deadline related to the steps of registering for the Investment Registration Certificate; detailed construction planning at a scale of 1/500; site clearance; preparing documents for application for land use purpose change, land lease; environmental impact assessment report; feasibility study report; construction permit;...
At the meeting, delegates basically agreed with the draft Project Implementation Plan. Representatives of Fecon Hoa Yen Joint Stock Company committed to take the fastest steps possible, ensuring compliance with legal regulations and other relevant regulations, and soon putting Hoa Yen Industrial Park into operation.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Phan The Tuan said that Bac Giang province has approved 11 industrial parks with over 2,700 hectares of land. In 2024, the province will approve 3 new industrial parks and 2 expanded industrial parks, demonstrating the province's efforts, the interest of investors; an environment that attracts investment from businesses and secondary investors, etc.
He emphasized that the land fund in the industrial parks is not much left, the demand for land fund to attract investors is high, so the current land fund has not met the demand. Therefore, local units need to deploy quickly, actively, drastically, and synchronously to create clean land fund. With the adjusted land price list issued with increasing agricultural land prices, the Land Law has come into practice, these are favorable conditions for implementing the Hoa Yen Industrial Park project.
The Vice Chairman of the Provincial People's Committee requested the investor to closely follow the plan, carry out the work in parallel; proactively coordinate with departments, branches, sectors, and localities in site clearance and related administrative procedures. Ensure resources, focus on infrastructure investment when the site is available. Proactively coordinate with the Provincial Police to grasp and remove difficulties and problems related to security and order, fire prevention and fighting, etc.
The People's Committee of Hiep Hoa district and Viet Yen town closely followed the plan, implemented site clearance, and continued to establish working groups to implement the project. Implemented the plan, assigned tasks methodically, avoided errors, and created consensus among the people. Coordinated with departments, branches, and sectors to advise on removing difficulties and obstacles for investors, especially in site clearance.
The Department of Industry and Trade, the Provincial Electricity Company and the investor coordinate and soon reach an agreement on the electricity plan. The Provincial Industrial Park Management Board continues to promote its role as the focal agency, advising the Provincial People's Committee on project implementation. Relevant departments, branches and sectors proactively support investors and localities in project implementation to ensure the effectiveness and progress of the project./.
