At the conference, the leaders of the Ministry of Construction assigned relevant units and agencies to research, develop a project, and establish the Ministry of Construction's Innovation Center as a focal point to collect research results and connect with businesses to apply them in practice. Institutes, schools, businesses, etc. immediately form an Innovation Center and move towards establishing a Trade Exchange for the construction industry.
Removing institutional "bottlenecks"
Speaking at the Conference, Minister of Construction Tran Hong Minh said that science and technology development is an inevitable trend, in line with the laws of human development, and an indispensable requirement to ensure the rapid and sustainable development of each country. The Politburo issued Resolution No. 57-NQ/TW "On breakthroughs in science and technology development, innovation and national digital transformation". This is an important Resolution, marking a strong shift in the science and technology development strategy to remove bottlenecks and create momentum to promote the comprehensive development of the country.

To implement the Resolution, the Government issued Resolution No. 71/NQ-CP: Amending, supplementing and updating the Government's Action Program to implement Resolution No. 57-NQ/TW, aiming to institutionalize and fully implement the viewpoints, goals, tasks and solutions set out in the Resolution; realizing the goal of making science, technology, innovation and national digital transformation the top important breakthrough, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the socio-economy , prevent the risk of falling behind, and bring the country to breakthrough development and prosperity in the new era.
For the construction industry, the Resolution is even more significant when the country is facing increasing demands for modern technical infrastructure, rapid urbanization, and increasingly urgent requirements for green-smart-sustainable development. Traditional management models and manual methods are no longer suitable; to improve productivity, quality, efficiency and deep integration, it is necessary to take science and technology and digital transformation as the foundation.

“Industrialization is the shortest path to create sustainable economic growth and prosperity. Industrialization in the construction sector will help promote rapid urbanization; solve the needs of housing, industrial zones, technical infrastructure, society, education, etc. Industrialization in the transport sector will help promote the development of transport infrastructure (roads, seaports, airports, railways, etc.) to circulate raw materials and goods,” Minister Tran Hong Minh emphasized.
The head of the Ministry of Construction also assigned relevant units to participate in adjusting and supplementing regulations on science and technology to ensure synchronization, transparency, and ease of implementation; building superior and specific mechanisms for key areas of the industry; expanding the mechanism of spending on final products; focusing on science and technology resources to "decode technology" and "Vietnamize" specialized technologies to quickly put them into practical application in Vietnam.

“Scientific and technological units, organizations, and enterprises in the industry need to plan and implement research topics, apply science, and digital transformation to solve a number of major problems in smart urban development; smart transportation; research and promulgate mechanisms and policies for developing human resources for science and technology in the construction industry, have policies to attract experts and scientists to work at research units; apply BIM models and artificial intelligence (AI) to survey, design, construct, accept, and operate civil, industrial, and traffic construction works,” Minister Tran Hong Minh requested.
Industrialization is the shortest path to sustainable economic growth and prosperity. Industrialization in the construction sector helps promote rapid urbanization; in the transportation sector helps promote the development of transport infrastructure to circulate raw materials and goods.
In addition, the leaders of the Ministry of Construction also assigned functional units to preside over and coordinate with the Military Industry-Telecoms Group (Viettel) and the Vietnam Posts and Telecommunications Group to research and develop a plan to apply artificial intelligence (AI) in construction support; answer questions on legal documents in the field of Construction; develop a master plan and overall architecture to apply the smart traffic management system nationwide; to be completed in the first quarter of 2026.
Substantive change
According to Mr. Le Trung Thanh, Director of the Department of Science, Technology, Environment and Construction Materials (Ministry of Construction), implementing 7 groups of tasks and solutions in the Resolution, up to now, science and technology activities and digital transformation have had substantial changes in the whole industry. The Ministry has focused on raising awareness, making breakthroughs in innovation of thinking, determining strong political determination, creating new impulses and new momentum in the whole society in developing science and technology, national digital transformation, etc. At the same time, promoting digital transformation, applying science and technology in the activities of agencies in the political system; improving the effectiveness of national governance, the effectiveness of state management in all fields, ensuring national defense and security.

For example: Building a real estate trading floor; identifying ships and boats; collecting non-stop fees at bus stations and parking lots in urban areas, improving traffic management, promoting urban civilization; Investment project for the National Intelligent Transport System Management Center, etc. On the other hand, the industry also strongly promotes innovation and digital transformation in enterprises; international cooperation in science and technology development, innovation and digital transformation.
Mr. Le Thanh Tung, Director of the Information Technology Center (Ministry of Construction), said that the National Digital Transformation Program has identified the construction industry as one of the eight priority areas for digital transformation. Regarding the provision of online public services, the Ministry of Construction is always in the group of three leading ministries and sectors, especially rising to the top position in 2023 and 2024. The Ministry also aims to complete four common database platforms on transport infrastructure, vehicles, vehicle operators and businesses operating in the transport sector, in order to create a foundation for management and operation based on digital data.
Up to now, the Ministry has formed a comprehensive data warehouse of the industry and annually shares about 50 million data of the industry with ministries, branches and localities. 12 out of 18 databases have been completed and are expected to be completed by 2025. In addition to the above two key tasks, the Ministry also strongly applies information technology in many specialized management fields, from registration, maritime, road, planning to housing management, notably the electronic ticketing system of railways, non-stop toll collection and smart traffic on roads, national single window system and maritime vessel monitoring.

The Ministry is developing a digital transformation strategy and data strategy for the 2026-2030 period, with a vision to 2045, with four key tasks to be implemented in the coming period. First of all, strive to bring all activities of agencies and units into the digital environment. Based on the formation and standardization of 29 data sets serving state management, the Ministry will restructure the administrative procedure settlement process, reduce paperwork and file components that must be submitted, and replace them with existing data.
Along with that, deploying online public services throughout the process, improving the business processes of all 448 administrative procedures, building an online public service system to serve units under the ministry; 34 provinces, cities and 3,321 communes. The goal is that by 2026, half of the construction industry's services will no longer require direct contact with people and businesses; increasing to 90% by 2027.
Second, forming a construction industry data infrastructure, aiming for a unified and shared system nationwide for both construction and transportation sectors. Third, promoting digital transformation in construction management activities with the goal of promoting digital transformation in all three stages: design, construction, operation and maintenance of works.
Fourth, strong digital transformation in specialized activities, towards forming a digital ecosystem in the construction and transportation sectors.
On that foundation, the construction industry will gradually form a digital transformation ecosystem, connecting government-businesses-people, encouraging innovation and creating many value-added services.
