Quickly complete the dossier of the National Target Program on Drug Prevention and Control until 2030 to submit to the Prime Minister before June 20.

On the afternoon of May 21, 2024, in Hanoi, Senior Lieutenant General Nguyen Duy Ngoc, member of the Party Central Committee, Deputy Minister of Public Security , Deputy Head of the Standing Committee of the Steering Committee for the development of the National Target Program on Drug Prevention and Control to 2030, chaired a meeting of the Steering Committee.

Attending the meeting were comrades: Nguyen Van Hoi, Deputy Minister of Labor - Invalids and Social Affairs ; Nguyen Thi Bich Ngoc, Deputy Minister of Planning and Investment; Nguyen Thanh Lam, Deputy Minister of Information and Communications.

Also attending were representatives of central ministries and branches; members of the Steering Committee, the Working Group to assist in building the National Target Program on Drug Prevention and Control to 2030...

Implementing the Prime Minister's direction on assigning the Ministry of Public Security to preside over and coordinate with the Ministry of Labor, War Invalids and Social Affairs and relevant ministries and branches to develop the National Target Program on Drug Prevention and Control until 2030, the Ministry of Public Security has recently coordinated with relevant ministries and branches to carry out the program urgently, methodically, scientifically and closely.

Major General Hoang Anh Tuyen, Deputy Chief of Office of the Ministry of Public Security, presented a report on the progress of the Program development at the meeting.

After the first Steering Committee meeting (April 3, 2024), the Ministry of Public Security organized a workshop to collect comments on the draft Program dossier; organized over 20 meetings and technical work with units under relevant ministries and branches, especially units under the Ministry of Planning and Investment and the Ministry of Finance; conducted direct surveys at the grassroots level in 07 localities to serve the development of the Program; collected comments from ministries, branches and People's Committees of 63 provinces and centrally-run cities on the draft Program dossier. On that basis, the Ministry of Public Security organized a grassroots-level appraisal and was approved by members of the Grassroots-level Appraisal Council (May 10, 2024).

Up to now, the Ministry of Public Security has completed the draft Submission to the Prime Minister and the Report proposing the investment policy of the Program along with the accompanying documents in the dossier for building the National Target Program, including 09 component projects of 08 ministries and branches to propose for inclusion in the Program.

At the meeting, delegates discussed and agreed on the Report and the basic contents of the Program; at the same time, they frankly discussed the difficulties and problems of each project to complete and ensure the correct criteria for determining the National Target Program...

Speaking at the meeting, Deputy Minister Nguyen Duy Ngoc respectfully thanked the very responsible comments at the meeting, the close coordination of the ministries and branches; requested the Working Group to synthesize and absorb the opinions and suggestions of the delegates to edit, supplement and complete the Program dossier to ensure quality and compliance with regulations to submit to the Prime Minister before June 20, 2024.

The Deputy Minister also requested relevant ministries and branches to direct competent agencies to continue to closely coordinate with the Standing Agency of the Ministry of Public Security in preparing the Program dossier for State appraisal, ensuring that the dossier is complete, of good quality, meets the requirements and is submitted to the National Assembly according to the Plan.
