Following Typhoon No. 3, due to heavy rain and flooding, the river water level rose, causing seepage and seepage through dikes in many locations along the province's dikes, and culvert failures. The high river water level also caused many sections of dikes to be submerged for days, saturating the soil. When hydroelectric reservoirs closed their sluice gates, the water receded rapidly, causing dike slope erosion, embankment erosion, bank erosion, and riverbank breaches in many places.

The Provincial Steering Committee for Disaster Prevention and Search and Rescue (PCTT&TKCN) and local authorities have quickly taken action to implement immediate solutions, but in the long term, it is essential to focus on investing in, strengthening, and improving flood control capabilities to ensure the safety of dikes and irrigation works.

The problem of soil erosion on the right bank of the Lo River (near the Tien Du sluice gate), Tien Du commune, Phu Ninh district, caused by rain and floods following typhoon No. 3, has been promptly rectified.

According to data from the Provincial Steering Committee for Flood and Storm Prevention and Control, the floods caused 19.3km of dikes to overflow, 0.62km of dike slopes to collapse, nearly 23,500m of riverbanks to break, 1.4km of embankments to be damaged, 13 culverts through dikes to be damaged, 12 irrigation reservoirs and dams to be damaged or eroded, 54 pumping stations to be damaged, and 177 spillways to be washed away or broken... concentrated in the districts of: Doan Hung, Phu Ninh, Cam Khe, and Viet Tri city...

The entire province has over 500km of dikes of all types, including more than 421km of river and canal dikes from level I to level V, 55km of inland flood control dikes, and over 32km of embankment dikes. Before typhoon No. 3 hit the area, the dikes and irrigation works were inspected, reviewed, and repaired in vulnerable areas by functional agencies and units of the province and local authorities, and plans were developed to ensure safety. During the floods, when incidents occurred, the leaders of the Provincial Steering Committee for Flood and Storm Prevention and Control and the Department of Agriculture and Rural Development went to the scene to direct localities to mobilize forces for temporary repairs, announce and post traffic warning signs, cordon off areas to restrict people, livestock, and vehicles from entering landslide areas, evacuate households in landslide areas to safe places; prepare personnel, materials, and equipment to be ready to handle when incidents arise; and regularly inspect and monitor the developments of incidents...

Comrade Tran Van Quynh - Deputy Head of the Irrigation Sub-Department, said: “The unit has carried out and coordinated the inspection and overall assessment of the entire dike system in the province. Based on the extent of damage, the unit advises the Provincial Steering Committee for Flood and Storm Prevention and Control and the Provincial People's Committee on remedial plans in accordance with regulations. We request that localities, based on their functions, tasks, and management authority, proactively allocate funds from the budget and other mobilized sources to remedy minor damage; and strengthen the protection of flood drainage spaces in river basins and riverbeds according to regulations. For dike locations with serious and dangerous incidents, the unit has advised the province to handle them urgently to ensure technical requirements, maintain the stability of dike structures, meet flood prevention requirements, protect the safety of people's lives and property, and ensure smooth traffic in the area.”

Phu Tho province has reported and proposed to the Government, the Prime Minister, and central ministries and agencies to invest 400 billion VND to urgently address incidents of dike and embankment damage, riverbank erosion, and the repair and upgrading of severely damaged irrigation works; and 250 billion VND to reinforce and upgrade vulnerable dike sections lacking design elevation and landslide points on the left and right banks of the Thao River to ensure flood control elevation and protect the lives and property of the State and the people...
