Amendments to the Regulations on National Science and Technology Research Competition for High School Students

The Ministry of Education and Training has just issued Circular No. 24/2025/TT-BGDDT amending and supplementing a number of articles of the Regulations on the National Science and Technology Research Competition for Junior High School and High School Students issued together with Circular No. 06/2024/TT-BGDDT, dated April 10, 2024 of the Minister of Education and Training.

The amendment and supplement to Circular 06 focuses on three main contents, including: methods of selecting projects to compete in national competitions; issues related to organizing competitions and issues related to organizing competitions at the level of participating units.

Accordingly, the amendment of regulations on organizing competitions at the unit level requires that the participating units must select their competition projects through the competition organization form, applying the promulgated regulations. This helps the competition projects when selected to participate at the national level not to be surprised when participating in the competition. Units are also required to improve the honesty in scientific research through specifying requirements such as publicly announcing the competition projects selected to participate at the national level, further clarifying the responsibilities of the scientific research instructor.

Although this has been stipulated before, in the Circular amending and supplementing Circular 06, this content is emphasized more and included in specific subjects to enhance scientific integrity in scientific and technical research. Competition projects are selected to participate at the national level when publicly announced, ensuring social supervision and ensuring honesty in research.

The Circular also amends and supplements a number of contents to improve the organization of the competition, ensuring publicity, transparency and fairness, in order to further promote the making of scientific and technical research a regular activity in schools, promote teaching and learning in the direction of developing STEM science and technology, meeting the requirements of preparing human resources for national development in accordance with the orientation of the Party and State.

The Circular stipulates the method of calculating the number of projects participating in the national competition based on the ratio of the number of projects participating in the Department of Education and Training competition compared to the total number of projects participating in the competition of the Department of Education and Training nationwide. This regulation aims to make the competition more fair.

Accordingly, Departments of Education and Training with good scale and competition movement will be assigned a proportionate number of projects to compete at the national level, avoiding leveling and not really encouraging the movement. Departments of Education and Training that do not have a widespread movement, if they want to increase the number of projects to compete at the national level, will have to consider encouraging and promoting the movement to have more representatives at the national level.

Small-scale competing units are allowed to submit a maximum of 3 projects to the national competition. Larger-scale units, with a proportion of projects participating in the competition at the unit level greater than 1% and less than or equal to 5%, will be allowed to submit a maximum of 6 projects; a proportion of projects participating in the competition greater than 5% and less than or equal to 10% will be allowed to submit a maximum of 9 projects; a proportion of projects participating in the competition greater than 10% will be allowed to submit a maximum of 12 projects.

For the participating units being high schools under the Ministry and ministerial-level agencies, universities, colleges, institutes and academies, each unit can register a maximum of 3 competition projects, an increase of 1 project compared to the previous regulations in Circular 06.

In order to encourage the movement of localities, the Circular stipulates that the participating unit is allowed to send one more project to the competition for each project that won the fourth prize or higher at the international competition in the previous year.

To ensure stability, the Circular amending and supplementing Circular 06 has transitional conditions for the 2025-2026 school year competition on the number of competition projects of the Departments of Education and Training after the merger of provinces and cities, the maximum number of competition projects is the total number of competition projects of the competition units before the merger.
