"Rebound" from specialized resolutions at the grassroots level

In the 2020-2025 term, under the direction of the superior Party Committee, grassroots Party organizations have focused on developing and issuing specialized resolutions suitable to the local practical situation. The resolutions have been effectively implemented, creating breakthroughs, removing "bottlenecks", meeting people's aspirations, contributing to promoting socio-economic development, and building a strong Party from the grassroots level.

Resolution to “open the road” - the countryside “changes its clothes”

In early 2021, Tan Tien village (formerly Trieu De commune), now part of Tay Son commune, was selected by Lap Thach district as the first village in the district to build a model new rural village (NTM). As soon as the Party Committee of the commune provided guidance and direction, the Tan Tien village Party Cell met to discuss, develop and issue a thematic Resolution "Focusing on leading and directing the construction of a model NTM village in 2021" to seek support from budgets at all levels, mobilize contributions and support from cadres, party members, people and businesses in the area to successfully implement the Resolution of the Party Congress for the 2020-2022 term, effectively deploy the criteria for building a model NTM village and reach the finish line by the end of 2021.

Comrade Nguyen Duc Tai, Party cell secretary, said: At that time, the biggest difficulty for Tan Tien village was that most people did not have a correct understanding of their role as the main subject in building advanced and exemplary new rural areas. Resources for building new rural areas were still low, while some criteria, especially environmental issues and waste treatment, still had many shortcomings.

Through assessment and analysis of existing problems and limitations, the Party cell pointed out the causes and determined that there needs to be more drastic leadership and direction; the villagers are determined and proactive, flexible in implementing the criteria instead of waiting or relying on support from superiors.

The Party cell regularly meets and deploys thematic resolutions to cadres, party members and people. Perfects and reorganizes the activities of the Village Model Rural Development Board. Assigns tasks to comrades in the Party cell committee and party members in charge of Party cells to strengthen their grasp of the area, disseminate information to people about the roadmap for building a model rural area; mobilizes people to participate in contributing and supporting.

The Front Committee, mass organizations such as farmers, women, youth union, veterans, etc., promote propaganda and launch emulation movements such as "All people unite to build new rural areas and civilized urban areas", "Electricity to light up rural roads", "Protecting a bright, green, clean and beautiful environment".

From 2019 to present, Tan Tien village people have contributed nearly 600 million VND to build new and renovate roads and drainage ditches; install 0.2 km of alley electricity lines; build toilets at the village cultural house and welcome gate...

Along with that, people donated dozens of meters of land to expand roads; planted thousands of trees and flowers; painted dozens of square meters of murals and voluntarily contributed thousands of working days to clean village roads and alleys, and to beautify and improve the landscape.

Comrade Phan Tien Phuong, Standing Deputy Secretary of the Party Committee of Tay Son commune, said: The thematic resolution has paved the way for Tan Tien village to put on the appearance of a model residential area, bright, green, clean, beautiful, prosperous, and civilized.

Up to now, 100% of village roads, inter-village roads, alleys and hamlets have been concreted, have drainage systems and lighting systems; 100% of residential houses meet the prescribed standards, ensuring 3 clean; the proportion of household gardens has been renovated, creating green, clean and beautiful landscapes; the village has no more poor households.

The criteria for culture - education, health, environmental sanitation and political system, social security and order are all met according to regulations. At the end of 2021, Tan Tien village was recognized by Lap Thach District People's Committee as a model new rural village. The criteria for model new rural villages continue to be effective.

"Solve" the problem from the root

The project "Road from Ca Tam Quan Temple to Mau Sinh Temple, Dai Dinh Town, Tay Thien Historical and Scenic Relic Site, Dai Dinh Town, Tam Dao District" is a key project to complete the traffic infrastructure according to the general urban planning of Dai Dinh approved by the Provincial People's Committee, creating a premise to attract economic sectors to participate, creating a driving force for socio-economic development for Dai Dinh Town in particular and Tam Dao District in general.

In 2023, during the final stage of project implementation, at the meetings of the 3 Party cells: Trai Moi, Dong Lo, Ap Don (Dai Dinh town) - where the project passes through, there are always enthusiastic and active contributions and discussions from cadres and Party members.

Party members are all aware of the importance of the project to expand space and create conditions for people to develop. To ensure the progress of the project, Party cells have developed specialized resolutions to lead the implementation of compensation and site clearance to implement projects serving socio-economic development in the area.

Comrade Diep Van Nam, Secretary of the Party Cell of Trai Moi village, shared: The project is of great significance and the task of clearing the land must be quick. In order for more than 40 households involved in the project to agree to hand over more than 2,000 square meters of land to the contractor, the Party Cell determined that it was necessary to do a good job of propaganda and mobilization. At the same time, it is necessary to promote the pioneering and exemplary spirit of Party members so that people can trust and agree to follow.

Accordingly, the Party cell Secretary volunteered to hand over more than 300 square meters of land to the project; 4 Party members with large land areas also volunteered to hand over land areas belonging to the project. With the spirit of "whatever is beneficial to the people must be done with all our might" and the motto "slow and steady wins the race", the Party cell united, determined, led organizations and unions to persevere and make efforts to "go to every alley, knock on every door, check every household" to propagate, mobilize, persuade, motivate, explain reasonably and emotionally, and gain the trust of the people.

As a result, 43 households with land areas in the project all agreed to hand over the site with an area of ​​over 2,000m2 so that the contractor can implement on schedule.

In 2024, implementing the Traffic Infrastructure Project connecting the Capital Region in Vinh Phuc province, Dai Dinh town will continue to have to clear and hand over over 42,600m2 of land for the project. The difficulty in this project is that the site clearance involves many types of land, not only agricultural land but also residential land, including many solid housing projects.

Following closely the thematic resolution and applying the previous project's approach, the Trai Moi village Party Cell continued to include the content of site clearance for the project in monthly meetings. At first, there were conflicting opinions and disagreements, but the Party Cell led Party cells and Party members to be responsible for propaganda and mobilization.

In the meetings of the Party cell and Party activities, the Party cell always comments, evaluates, and summarizes what has been done and what has not been done to discuss and find solutions. With the determination of the Party cell, the perseverance and exemplary leadership of Party members, up to now, 100% of households have agreed to inventory the land, hand over the site, and are ready for the project to be implemented on schedule.
