Chairman of the Provincial People's Committee Le Van Han chaired the online meeting at the Provincial People's Committee Office.

The meeting was held directly at the Government Headquarters, online with 63 provinces and centrally-run cities.

In his opening speech, Prime Minister Pham Minh Chinh said that the work of eliminating temporary and dilapidated houses nationwide for the people is a very humane and meaningful work, actively implemented with the spirit and motto of "whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has a lot helps a lot, whoever has a little helps a little". Prime Minister Pham Minh Chinh highly appreciated the role of the Ministry of National Defense and the Ministry of Public Security in actively helping localities to eliminate temporary and dilapidated houses. As of May 7, the whole country has eliminated nearly 209,000 temporary and dilapidated houses (111,000 have been inaugurated; 98,000 have started and are under construction); of which, 15/63 provinces and cities have completed the elimination of temporary and dilapidated houses and 3/63 localities (Hanoi, Hai Phong, Vinh Phuc) have no more temporary and dilapidated houses.

In addition to using resources from the 5% savings on regular state budget expenditures in 2024 and funds mobilized from central agencies; localities nationwide mobilized over 1,807 billion VND from social sources; contributed by households over 1,074 billion VND and mobilized 244,246 working days...

* Tra Vinh province alone, before the Prime Minister launched the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025", Tra Vinh province had implemented support for building new and improving houses for 6,142 poor households, near-poor households, newly escaped poverty households, and disadvantaged households whose houses did not meet the 3 requirements, with a total implementation cost of over 492 billion VND. By the end of 2024, Tra Vinh province will basically solve the housing problem for households with housing difficulties. Pursuant to Official Dispatch No. 102/CD-TTg dated October 6, 2024 of the Prime Minister on promoting the elimination of temporary and dilapidated houses nationwide; the province continues to eliminate temporary and dilapidated houses for 1,027 poor and near-poor households. In April 2025, Tra Vinh completed the housing support plan for poor and near-poor households in the Program to eliminate temporary and dilapidated houses in the area.

At the meeting, Prime Minister Pham Minh Chinh directed that the implementation must be drastic, not leaving people homeless or living in dilapidated houses. In the coming time, localities must basically complete the elimination of temporary and dilapidated houses before October 31, 2025. Complete the implementation of housing construction for policy families: including relatives and families of martyrs before July 27 and people with revolutionary contributions before September 2.

Demonstrate the viewpoint of taking the people as the root, leaving no one behind; promote the strength of national solidarity; call for the unanimous participation of the people and all levels and sectors... In implementation, it is necessary to promote responsibility and proactiveness of all levels and sectors; decentralize, delegate power and allocate resources, combined with inspection and supervision.
