Resilience from the Agricultural Restructuring Project in Dak Doa

Dak Doa district has 9,762 hectares of short-term crops and more than 36,440 hectares of long-term industrial crops. To exploit the potential and advantages of agricultural development, in 2022, the district developed the Project "Restructuring the agricultural sector for the period 2021-2025, with a vision to 2030". In particular, the district focuses on reviewing and assessing the current status of agriculture, defining solutions to develop key agricultural products with competitive advantages; accessing domestic consumption markets and exporting according to the value chain; investing in production according to export standards, packaging, labels associated with traceability, local brands... In particular, the district integrates resources from national target programs to restructure the agricultural sector associated with new rural construction towards increasing added value; promoting the application of science and technology in the context of climate change, forming concentrated production areas of coffee, pepper, bananas, rice...

Accordingly, on rice, the district focuses on converting old, low-yield rice varieties to new high-quality varieties such as: TH3-3, DT100, HN6, N25, J02, OM5451... The average yield of these rice varieties is 5-7 tons/ha. In particular, the district has built a model of a high-quality single-variety rice field and a model of socialized agricultural extension, helping people access new rice varieties such as: TBR39, TBR97, Huong Binh... to put into production, bringing high economic efficiency.

Regarding coffee trees, the district guides farmers to cooperate with production enterprises according to 4C, UTZ, VietGAP standards...; propagates and mobilizes people to use high-yield, high-quality coffee varieties to replant old, low-yield coffee gardens.

Mr. Le Huu Anh - Director of Lam Anh Agricultural and Service Cooperative (Glar commune) said: Since 2020, the Cooperative has been propagating, mobilizing, and providing technical guidance to people, especially ethnic minority households in Glar commune, to produce clean coffee to improve product quality. Up to now, nearly 300 hectares of coffee from ethnic minorities in the area are produced according to 4C standards, purchased by businesses at prices higher than the market, bringing a stable source of income. The Cooperative alone purchases, pre-processes, and processes more than 15 tons of high-quality coffee each year to supply markets in and outside the province.

Linking production with processing and consumption of agricultural products

After more than 2 years of implementing the agricultural restructuring project, Dak Doa district has achieved encouraging results. To date, the district has 26 cooperatives operating in the agricultural sector, an increase of 11 cooperatives compared to 2021; 37 products have been recognized as 3-4 star OCOP products; 3 products have been recognized as typical rural industrial products at the provincial level in 2022. The district has implemented many models of applying science and technology in agricultural production, building production chains associated with product consumption, bringing higher economic efficiency than before.

However, during the implementation process, the professional agency of Dak Doa district also encountered many difficulties when it was not allocated enough funds to implement the project. In addition, the district has only conducted surveys on a number of key crops suitable for the cultivation level of the people, and has not attracted many businesses to cooperate. In addition, the production area is still fragmented, small, not concentrated on a large scale, with export certification; there is a lack of connection between production, processing, and consumption, so most of the products are mainly exported raw, without a brand.

Mr. Nguyen Tien Dung - Vice Chairman of the District People's Committee, Head of the Steering Committee for restructuring the district's agricultural sector - informed: Implementing the Project "Restructuring the agricultural sector in the period of 2021-2025, with a vision to 2030", the district's levels and sectors have deployed many related activities, gradually improving the quality and value of local agricultural products, helping people have stable income.

In the coming time, the district will continue to direct communes and towns to effectively implement the Project on restructuring the agricultural sector; develop OCOP products and build brands for typical local products; maintain safe agricultural markets to help people in communes and towns introduce and promote clean, high-quality products to consumers in and outside the province.

In addition, the district will organize training for cooperatives and build 1-2 effective cooperatives for replication; increase investment calls, implement projects linking production with processing and consumption of key agricultural products such as coffee, pepper, fruits; build crop material areas associated with traceability, intensive production, diversify agricultural products to increase farmers' income.
