Complete the "3 best" airport

On December 10, in Gia Binh district ( Bac Ninh province), Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of the Gia Binh airport construction project - an airport serving the training and combat readiness missions of the Vietnam People's Public Security Air Force.

Gia Binh Airport Project is a specialized airport, a national key project, playing a particularly important role in the system of national defense and security projects. With the goal of developing into a level 4E dual-use airport, Gia Binh Airport is identified as a project aiming to achieve achievements to welcome the 14th National Party Congress. The project is invested by the Mobile Police Command, constructed by Sun Group - a private enterprise investing in Van Don International Airport.

General Luong Tam Quang, Politburo member and Minister of Public Security chaired the groundbreaking ceremony. Also attending were members of the Party Central Committee: Minister of Planning and Investment Nguyen Chi Dung, Minister of Finance Nguyen Van Thang, Major General Nguyen Ngoc Lam, Deputy Minister of Public Security; Mr. Nguyen Duy Lam, Deputy Minister of Transport; Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan, along with leaders of ministries, departments, branches, central and local agencies and people of Gia Binh (Bac Ninh).

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh stated that we are promoting the implementation of 3 strategic breakthroughs in institutions, infrastructure and human resources, including transport infrastructure with 5 modes, including air transport. The development of aviation economy, exploitation of outer space (along with exploitation of underground space, sea space) is one of the new development drivers, contributing to promoting new productive forces, serving the development of the country in the new period, in the context of our country "narrow land, crowded population".

Currently, the whole country is building an airport system in all three regions of the North, Central and South, which, in addition to economic significance, also contributes to ensuring national defense and security, with dual-use airports (both for civil use and serving national defense and security).

Prime Minister Pham Minh Chinh requested the Ministry of Public Security to implement the project with the "3 best" requirements: fastest time, best quality and cheapest price, thereby replicating the implementation method with other works and projects.

According to the Prime Minister, implementing these "3 best" will contribute to preventing negativity and waste, quickly putting the project into operation and use, and affirming the spirit of "saying is doing, doing what needs to be done, and finishing what needs to be done".

Regarding the contractor Sun Group, which has experience in building Van Don airport, the Prime Minister requested to "conquer new records", implement on schedule, ensure quality, not exceed budget, not allow corruption or negativity, and ensure environmental safety and hygiene according to the standards of a level 4E international airport.

Receiving the task assigned by the Prime Minister, Mr. Tran Minh Son - Permanent Vice Chairman of the Board of Directors of Sun Group committed: "If everything goes smoothly, we will complete the construction of the airport in both phases within 12 months. We consider this a milestone to welcome the 14th National Party Congress and contribute to the country's breakthrough development in the new era".

There will be a connecting road from Hanoi to Gia Binh Airport, 80-100m wide.

In recent times, the completion of legal procedures and site clearance for the Gia Binh airport project has been carried out "quickly, at lightning speed, at a record pace".

The construction of Gia Binh airport is part of the roadmap to implement the Politburo's policy stated in Resolution No. 12-NQ/TW, dated March 16, 2022 on the orientation to build a clean, strong, disciplined, elite, and modern People's Public Security force to meet the requirements and tasks in the new situation. Accordingly, the police force will be invested in modern facilities, vehicles, and equipment.

Reporting on the “lightning-fast” progress of site clearance, a representative of the Gia Binh District Construction Project Management Board in Bac Ninh Province said that within just 1.5 months, 697 households had volunteered to donate land to build an airport, relocate 982 graves, 4 martyr cemeteries as well as the entire infrastructure of electricity, water, and schools. It is expected that the resettlement arrangement will be completed quickly in the next 6 months.

Thus, investment procedures for the airport as well as site clearance were carried out urgently and quickly, completed within 3 months, instead of the usual 2-3 years.

In the coming time, the Prime Minister requested the Ministry of Public Security and relevant agencies to quickly deploy phase 1 of the Gia Binh airport project, and immediately complete documents and procedures to implement phase 2.

The Prime Minister also requested Bac Ninh province and the Ministry of Transport to study and deploy the connecting road between Gia Binh airport and Hanoi capital with the "3 best" requirements: Shortest, most modern, most beautiful and 80-100 m wide; the part in Hanoi will be assigned to Hanoi. The Prime Minister requested Bac Ninh to discuss and agree with the Ministry of Transport to deploy quickly, no later than June 2025, there must be a plan for this route.

Gia Binh Airport is a specialized airport, with an expected scale of 245 hectares, a runway length of 3,050m, and a total expected investment of approximately 9,000 billion VND.

The airport will serve the training and combat readiness missions of the People's Public Security Air Force, reserve for flight operations of the Air Defense - Air Force Service (Ministry of National Defense), reserve for airports and airfields in the region in case of emergency; orient to ensure the operation of special flights serving Party and State leaders, international politicians on large fixed-wing aircraft; and transport goods and passengers when required and qualified.

Le Thanh
