
Effective operation of two-level government
According to comrade Do Van Tan, Party Secretary and Chairman of the People's Council of Ta Van commune, from the beginning, the Party Committee of Ta Van commune issued and seriously implemented the Working Regulations, the Work Program for the entire term and 2025 of the Party Executive Committee of the commune, ensuring the principle of democratic centralism, assigning specific tasks to each comrade in the Party Executive Committee and the Standing Committee of the Party Committee of the commune.
From July 1, 2025 to present, the Party Committee has issued a total of 527 leadership and direction documents including: 4 Resolutions, 1 Directive, 5 Regulations, 9 Rules, 135 Decisions, 9 Conclusions, 2 Projects, 1 Instruction, 15 Plans, 8 Programs; 36 Notices, 27 Reports, 15 Submissions, 91 Official Dispatches and a number of other documents . The documents focus on leading and directing the tasks of socio-economic development, national defense and security, Party building and consolidating a strong political system.
The People's Council and People's Committee of Ta Van commune also had many active activities such as: The People's Council of the commune held 2 meetings to discuss 20 reports and voted to pass 20 Resolutions and resolutions on important contents on socio -economic development tasks, ensuring national defense and security in the last 6 months of 2025; Questioning and answering activities were carried out seriously, focusing on issues of concern to the people and public opinion such as land management, basic construction, and social security.
The People's Committee of the commune has issued leadership and direction documents, including 241 Decisions, 72 Plans; 18 notices and a number of other documents clearly assigning tasks between the Chairman, Vice Chairmen of the People's Committee, leaders of specialized departments; and issued regulations on the functions and tasks of affiliated specialized agencies.
Coordination between the People's Committee, the People's Council, the Fatherland Front and commune organizations is maintained regularly, contributing to the good implementation of the commune's common goals.
In particular, after more than 3 months of operating the Public Administration Service Center, handling administrative procedures and implementing digital transformation, there have been many remarkable results.

Regarding the implementation of online public services, the center has focused on implementing solutions to improve the quality and efficiency of operations to best meet the needs of organizations and individuals in handling administrative procedures. Reviewing the staff to meet the conditions, standards, and quality of staff according to the general requirements of the province, especially meeting the requirements for qualified staff with the authority to directly appraise and approve administrative procedures at the center.
Reviewing the files that are due for results, urging agencies and units to coordinate to resolve them on time, and digitizing them according to regulations. Received and resolved 2,245 files; of which: 2,187 were received online, 58 files were received directly; 842 were processed in full, 1,403 were partially processed; 2,077 files were resolved, 168 files are being processed ...
However, after three months of operating the two-level government in Ta Van, many difficulties of a typical mountainous commune were also revealed, such as: The number of cadres and civil servants after the arrangement was large, but there was a lack of high-quality human resources to meet the requirements of State management in the digital transformation and administrative reform period, especially cadres with information technology qualifications.
Currently, when operating the 2-level local government model, many tasks of the district level are transferred to the commune level for direct implementation. Therefore, a specialized department is responsible for 5-6 areas, so it faces many difficulties in consulting and organizing implementation according to its tasks and powers.
In addition, difficulties in office headquarters and working equipment are also problems for Ta Van, such as: placing the headquarters of the blocks in many different locations causes great difficulties in directing, operating, organizing meetings and coordinating the handling of common work, reducing efficiency, timeliness and consistency in performing tasks; working equipment is lacking in many areas such as display screens, announcement speakers, and people's satisfaction assessment systems at the Public Administration Center.
Mountainous areas with harsh weather conditions sometimes cause unstable internet connections and specialized networks; degraded and unsynchronized IT equipment makes it difficult to meet work requirements when strongly applying IT. There is no centralized security solution, the risk of information security loss is still latent; there is a lack of funding to invest in professional network security solutions...
To promptly overcome the above-mentioned subjective and objective difficulties, the Party Committee and the government of Ta Van commune propose to promptly issue specific guidance documents on the functions, tasks, powers, and operating mechanisms of the Fatherland Front Committee and socio-political organizations at the commune level in the context of implementing the 2-level government model. The guidance needs to clarify the roles and responsibilities of the heads and the coordination mechanism in direction and administration, ensuring unity and avoiding overlap. The proposal has specific regulations on financial regimes and policies, staffing, and operating conditions for the Fatherland Front and socio-political organizations at the commune level, in accordance with the current practical situation...
Towards "green, identity, happiness"
Discussing the direction of activities in the coming time, Secretary of the Party Committee of Ta Van Commune Do Van Tan said: In the Resolution of the 1st Congress of the Party Committee of Ta Van Commune, term 2025-2030, it was agreed to select, focus on directing and effectively organizing the implementation of 1 key task and 2 following breakthroughs:
Accordingly, the key task is to successfully build new rural areas. By 2030, Ta Van commune strives to meet new rural standards, with model criteria on landscape, traffic, and environment; becoming a typical community tourism destination, developing in the direction of "green, identity, and happiness".

At the same time, implement 2 breakthroughs, including: Breakthrough in administrative reform, building a government serving the people associated with the application of science, technology, and digital transformation. Focus on reforming administrative procedures in a simple, transparent, and public direction; building an honest, creative, and active government and building a team of communal officials and civil servants with strong political will, good moral qualities, basic digital skills, and a spirit of serving the people. Raise awareness and responsibility of officials, party members, and people about the role, significance, and benefits of digital transformation associated with administrative reform.
Breakthrough in sustainable community tourism development associated with poverty reduction: Develop the quantity and standardize the quality of typical community tourism products, associated with the potential effectiveness of developing types of homestay resort tourism products; trekking, experiential tourism, combined agricultural and forestry tourism; cultural tourism... Improve the quality of human resources and organize professional tourism communities. Connect, promote and link regions to create products and connect tourism markets. Link tourism development with job creation and resolution, poverty reduction, environmental protection, investment in new rural infrastructure and application of science and technology, digital transformation.
