More than half way through the implementation of Resolution 09-NQ/TU dated October 15, 2021 of the Provincial Party Committee for the 2020-2025 term on digital transformation (DT) in Nam Dinh province by 2025, with a vision to 2030, despite many difficulties, the province has made an important mark, which is to be among the top in the country in terms of DT results. That success is an important driving force and creates momentum for the Provincial Party Committee and the Provincial People's Committee to resolutely direct sectors and localities to accelerate DT, striving to fully complete the DT goals by 2030 and have many targets exceeding the targets set in the Resolution.

The "sweet fruit" of digital transformation

At the Center for Public Administration Services, Investment Promotion and Enterprise Support of the province, we met Ms. Tran Hai Giang, in Loc Hoa ward (Nam Dinh city) who came to do the procedure to change her driver's license. She happily said: "Before coming here, I looked up information about the process of handling this administrative procedure on the Online Public Service Portal (DVCTT) and prepared all the documents. When I arrived here, the staff of the Department of Transport gave me very detailed instructions, so I quickly completed it. I also chose to use the postal service delivered to my home for convenience, without having to go back and forth again. In addition, I have performed many online procedures at home, receiving online results in electronic and paper versions via postal services. In daily life, in addition to buying and paying online, many transactions to pay bills for telecommunications, electricity, water, and vaccination services of family members are quickly done through apps, which is very convenient. I highly appreciate the conveniences that digital transformation brings, especially the communication and interaction between people and the government and service providers that I only heard about two or three years ago." The benefits that people like Ms. Giang enjoy in resolving administrative procedures are the result of the efforts of authorities at all levels, departments, branches, localities and people to build a digital government; people and businesses interact with the government in the online environment through the Public Service Portal, which is a measure of the success of digital transformation and is also the most successful area in digital transformation in the province.

Since 2018, the province has merged the one-stop department with the Public Service Portal; by 2020, Nam Dinh is one of the first 7 provinces in the country to complete the target of providing 40% of the entire online public services and is 1 of 3 provinces along with Binh Phuoc and Tay Ninh to complete the provision of 100% of the entire online public services on the National Public Service Portal. To date, 1,186 full and partial online public services have been publicly listed. On average, about 900,000 administrative procedure records of people and businesses are received and processed on the system each year.

Along with public services, the province's digital transformation has achieved many encouraging results, quickly and strongly impacting all aspects of social life. The synchronous and modern information infrastructure system; comprehensive digital transformation in all three pillars of digital government, digital economy, digital society (CQS, KTS, XHS) brings high efficiency and practical benefits to each citizen and business. For three consecutive years, 8/10 targets and tasks on building e-government and digital transformation have met and exceeded the requirements of Resolution No. 17/NQ-CP dated March 7, 2019 of the Government and Resolution 09-NQ/TU dated October 15, 2021 of the Provincial Party Committee. In particular, the province's digital transformation index (DTI Index) in 2022 was ranked 10th out of 63 provinces and cities by the Ministry of Information and Communications; increased by 1 rank compared to 2020 and 2021 (10 ranks higher and 3 years earlier than the target set by Resolution 09-NQ/TU); The component indicator on e-government construction and public administration reform in the 2023 administrative reform index (PAR Index) was ranked 6th out of 63 provinces and cities by the Ministry of Home Affairs ; increased by 1 rank compared to 2021 and 2020. The satisfaction assessment index of people and businesses on the National Public Service Portal in 2022 and 2023 of Nam Dinh were all in the top 10 leading provinces nationwide. In the first months of 2024, the province issued a list of shared database systems and open database systems; gradually digitizing organizational and personal data, aiming to build a civilized society, publicize and make databases transparent in the online environment.

In particular, the province has successfully completed three key digital transformation tasks assigned by the National Committee on Digital Transformation, which are organizing the digitalization of records and results of administrative procedure settlement, completing targets related to public services; building a digital transformation model at Tran Nhan Tong Primary School (Nam Dinh city) and replicating the model in a number of schools in the area; deploying a digital working platform that allows users to "log in once, experience throughout", synchronizing email functions, electronic documents, work schedules, online meetings, urging, reminders, file sharing and other functions supporting public services.

At the first National Forum on Digital Transformation and Socialization held in Nam Dinh, a representative of the National Digital Transformation Department (Ministry of Information and Communications) assessed: The results achieved in the digital transformation of the province are due to the fact that the Provincial Party Committee, People's Council, and Provincial People's Committee have correctly identified the advantages and difficulties of the province to choose the right direction, roadmap and appropriate, effective, economical solutions and mobilize the participation of the entire political system. In particular, the basic advantage of the province is to have the close attention and direction of the Government and central ministries and branches; have a solid foundation, full awareness, vision of leaders at all levels and high determination in digital transformation implementation. In addition, the province has soon determined the roadmap for implementing digital transformation in a practical and effective manner with drastic, flexible, creative, focused and key management. The work of inspecting, urging, and evaluating the implementation results is regular, serious, and responsible. The role of the leader in implementing digital transformation is emphasized by proactively directing the development and implementation of digital transformation programs and plans. Other provinces and cities across the country should refer to and learn from Nam Dinh.

Multiple acceleration solutions
Complete digital transformation goals

Although many achievements have been made in the digital transformation process, the province still has many digital transformation tasks. That is, there are still 2 targets that have not been achieved regarding the added value of digital technology and 50% of inspection activities of state management agencies are carried out through the digital environment and information systems of management agencies. Accordingly, by 2030, the proportion of digital economic value will account for 30% of GRDP; 70% of inspection activities will be on the network environment; Nam Dinh will basically complete digital transformation associated with smart urban services, synchronously connecting with the Central Government and the system of smart cities nationwide.
The road ahead is still long, arduous and full of challenges because the digital transformation task is still numerous in the context of the province's limited potential, technology is always changing and it must be taken into account that services will no longer be free of charge... Therefore, in 2024, the province continues to set the goal of striving to build a digital economy on the basis of developing digital infrastructure, digital platform systems, applications, databases, and digital services of the province. Promote the digital economy with a focus on developing digital technology enterprises; digital transformation in all business activities in the province to improve labor productivity and business competitiveness. Promote social transformation, focus on improving knowledge and skills in digital technology and digital transformation for people, forming digital citizens, ensuring that no one is left behind in the digital transformation journey.

To achieve the set goals, the province requires authorities at all levels and functional sectors to continue promoting the role and responsibility of leaders in leading, directing, and improving the effectiveness of digital transformation implementation. Perfecting mechanisms and policies to promote digital transformation; developing human resources to serve the digital transformation process; prioritizing resources from the budget, mobilizing socialized resources and other legal resources for digital transformation. At the same time, the province determines to invest in digital infrastructure, digital platform systems, applications, databases, and digital services of the province with 11 key tasks as a basis for synchronous development of the three pillars of CQS, KTS, and XHS. On that basis, the province focuses on upgrading and expanding the province's level II specialized data transmission network; converting the province's internet network to the new generation internet protocol (Ipv6); Build, upgrade and complete the provincial data integration center, the information security monitoring center and the ecosystem platform serving the province's digital transformation. Update provincial data to national digital data platforms to serve the development of CQS, KTS, XHS, and smart cities. Focus on restructuring administrative procedures to build, complete, integrate and provide online public services on the National Public Service Portal. Prioritize resources for developing infrastructure, digital platforms and shared data, applications, services, and information technology equipment. Invest in equipment, software, and monitoring systems to ensure information security; information systems and databases of state management agencies. Apply digital technology solutions to direction and operation, further improve the effectiveness of state management in all fields, improve the quality of providing public services to serve people and businesses, meeting the requirements of convenience, transparency and reliability. Improve the effectiveness of digital transformation in the province's priority areas of health, education, natural resources and environment, agriculture, transportation and logistics. Exploit and effectively use digital platforms in social management, provide digital services in essential areas of people's livelihood; build the image, culture and people of Nam Dinh on cyberspace associated with ensuring national defense, security and social order and safety. Promote digital transformation in industrial production enterprises, increase the application of modern technology solutions; build the province's e-commerce trading floor. Direct telecommunications enterprises to upgrade 4G mobile networks and develop 5G mobile network infrastructure.
In addition, the Provincial People's Committee has also proposed a set of basic solutions for all levels, sectors and localities to base on to develop implementation plans and roadmaps to overcome and improve weak and unsatisfactory component indicators; determined to maintain and upgrade the digital transformation ranking to maintain its position in the "top" 10 leading provinces and cities nationwide. In particular, continue to thoroughly grasp and effectively implement Resolution No. 09-NQ/TU of the Provincial Party Committee; strengthen the leadership and direction of Party committees, authorities and Steering Committees on digital transformation at all levels, closely linking digital transformation with administrative reform. Promote communication work, raise awareness, digital skills, enhance interaction with people and businesses, apply diverse communication channels to raise awareness, form a digital culture for people, and facilitate access to digital services. Focus on mobilizing investment resources for the development of digital infrastructure, digital platforms and digital services, improving the investment and business environment to attract domestic and international digital technology enterprises to invest, creating the basis for the formation of high-quality information technology industrial parks, promoting the development of the digital economy. Continue to improve the digital transformation policy mechanism, promote people to use online public services, digital payments, develop digital citizens and digital society. Prioritize financial resources for investment in infrastructure, digital platforms and digital applications. Urge to accelerate and improve the effectiveness of digital transformation in the priority sectors and fields of digital transformation set out in the Resolution, especially the construction of e-government, smart urban construction, digital transformation in the fields of health, education, natural resources and environment. Building and forming a digital culture, protecting basic ethical values ​​and ensuring network safety and security, protecting personal data to create trust for people in the digital transformation process when operating in the digital environment. Strengthening international cooperation, learning, sharing experiences in digital transformation and ensuring network information security; promoting and creating markets for digital products and services of digital enterprises in the province.

In the context of digital technology developing every day, every hour, influencing all aspects of social life, digital transformation is an urgent and practical task for all levels, all sectors, each organization and individual so that the country, locality and unit can integrate proactively and firmly. Accelerating digital transformation by implementing specific goals through practical and synchronous solutions is the basis for sectors and localities to successfully implement the digital transformation goals and tasks of the province, contributing to promoting socio-economic development in the coming time.
