Nam Dinh builds advanced, exemplary new rural areas: Comprehensive achievements - Foundation for a new province

The 2021-2025 period marks a strong shift in Nam Dinh province in implementing Resolution 06-NQ/TU dated June 18, 2021 of the Provincial Party Committee on building advanced, exemplary new rural areas. With a strategic vision, methodical, creative, drastic and persistent approach, Nam Dinh province has not only created a breakthrough in comprehensive rural restructuring but also shaped its leading role in building exemplary new rural areas in the Red River Delta region.

Innovation in leadership thinking – Mobilizing the entire political system and people's strength

Immediately after Resolution 06-NQ/TU was issued, the entire provincial political system took action synchronously, resolutely and in-depth. The Provincial Party Committee, People's Council and People's Committee promptly concretized it with a series of directive documents, from resolutions, plans to executive decisions, creating a complete, unified and transparent legal corridor for program implementation. The Party Committee of the Provincial People's Committee directly directed and organized working groups to closely follow the grassroots, removing difficulties for localities, especially difficult criteria such as environment, health , security and order, and digital transformation. 100% of districts, communes and towns issued specialized resolutions and launched the movement "Joining hands to build advanced and exemplary new rural areas". The Fatherland Front and socio-political organizations actively propagated, supervised, and created a widespread ripple effect among the people. Party committees and authorities at all levels identified this as a key and regular political task, associated with criteria for evaluating cadres. The steering apparatus has been consolidated and synchronized; management boards, community supervision boards, and village/hamlet development boards operate effectively. The New Rural Area Coordination Office at all levels plays a central role, providing consistent and seamless advice for the program.

With the viewpoint of "planning comes first, infrastructure is the foundation", Nam Dinh has completed the Provincial Planning for the period 2021-2030, with a vision to 2050, while accelerating the progress of establishing and adjusting the planning of districts, communes, towns, zoning plans and detailed plans, ensuring synchronization, inter-sectoral, inter-regional connectivity, in line with the orientation of economic development, urbanization and rural industrialization. On that basis, the entire infrastructure system has been upgraded and invested heavily: 100% of communes have car roads to the center, inter-commune - inter-district - inter-provincial traffic has been expanded. Irrigation, electricity, healthcare, education and cultural systems have been modernized and smartened, basically meeting the criteria of advanced NTM. Rural trade, clean water supply, environment, industrial clusters and housing have been invested synchronously; The rate of solid houses reached 99.99%, aiming to completely eliminate temporary and dilapidated houses before July 1, 2025. Digital transformation is promoted throughout the system: 100% of communes have software for managing electronic documents and online meetings; online public services have a file resolution rate of over 97%. 18 communes have achieved outstanding model NTM standards in digital transformation, leading the country.

The special point is that the investment process to build advanced and model new rural areas in the province does not rely entirely on the State budget, but mobilizes the people's strength comprehensively and creatively. From June 2021 to March 2025, nearly 40 trillion VND of investment capital was mobilized directly for the program; in addition, there were 220 trillion VND of commercial credit capital for production investment, nearly 390 thousand working days, and 543 thousand square meters of land donated by the people. The emulation movement "Nam Dinh joins hands to build advanced and model new rural areas" is not only a slogan but has become a spreading force, concretizing the motto "People need, people know, people discuss, people do, people supervise, people benefit" into practical actions.

Comprehensive Achievements – Vision for the Development of the Newly Merged Province

Inheriting the results achieved from the previous period, in which Nam Dinh was one of the first two provinces in the country to be recognized for completing the task of building a new rural area in 2019, the 2021-2025 period continues to witness a strong breakthrough with GRDP increasing by an average of 7.5%/year, many years exceeding the 9% mark, along with the formation of 5 strategic economic - technical - urban - rural development corridors, creating favorable conditions for the effective implementation of the National Target Program.

Up to now, the whole province has 143/146 (97.9%) communes meeting advanced NTM standards, exceeding 47.9% of the Resolution's target; of which 54/146 (37%) communes meeting model NTM standards, exceeding 12% of the target, and 9/15 (60%) towns meeting civilized urban standards. 3 districts meeting advanced NTM standards (Giao Thuy district meeting advanced NTM standards in 2023, Truc Ninh and Xuan Truong districts meeting advanced NTM standards in 2024). Localities such as Hai Hau aim to become a comprehensive model NTM district; Giao Thuy deploys a model model of education and digital transformation. The four key groups of targets of the resolution have all been achieved and exceeded, affirming the feasibility, sustainability and methodical nature of the organization method. Besides the economy, cultural and social fields receive synchronous attention. Mass culture and sports are vibrant, thousands of outdoor sports equipment are installed in residential areas. Education and training are systematically invested; 20 communes have achieved model NTM in education. Basic health care is upgraded, health insurance reaches 93.55%; 4 communes are outstanding in health care. Sustainable poverty reduction: the rate of poor households is 0.95%, near-poor households is 2.34% by 2024. Grassroots government is strongly consolidated, comprehensive digital transformation. National defense and security are solid, with 152 "security camera" models, handling nearly 1,000 cases; 2 communes are recognized as outstanding model NTM in security and order.

In particular, people have proactively restructured production, applied science and technology to agriculture: more than 3,390 workers have been trained; 220 trillion VND of credit capital from people and businesses has been invested in production. In the field of cultivation, people have voluntarily transformed farming models, applied new varieties, advanced techniques such as mechanization, precision agriculture, and organic agriculture. More than 400 "large field" models, thousands of hectares of land have been converted to effective use purposes, and more than 4,000 hectares of production have been granted growing area codes, which are the results of the farmers' will to innovate and adaptability. In livestock and aquaculture, people have proactively invested in farms in the direction of biosafety, applied modern technology, and linked in chains. Output and quality have both increased, many products are eligible for export, contributing significantly to the overall growth of the province's agricultural sector. With 390 agricultural cooperatives in operation (330 cooperatives operating effectively), people are not only members but also co-creators and managers in agricultural value chains. The movement to develop local products according to OCOP standards, applying high technology, and linking with businesses has been quickly responded to. Thanks to that, up to now, the province has 534 OCOP products with 3 stars or more (including 1 5-star product; 3 potential 5-star products, 65 4-star products, 465 3-star products). A system of 115 stores introducing and selling safe agricultural products has been established, expanding modern distribution channels, helping local agricultural products gradually "conquer" domestic and international markets.

Not only doing business, people also work together to protect and build a green - clean - beautiful living environment. The whole province has 2,731km of flower roads; 82% of solid waste is classified at source; 98% of household waste is treated according to regulations. Landscape improvement in rural villages and environmental protection in craft villages have been paid attention to by sectors and localities, thereby connecting, establishing and developing eco-tours, experiential tourism, learning about craft village culture to promote sustainable development of the "smokeless" industry, bringing stable income to people and contributing to preserving indigenous culture, building a friendly and harmonious lifestyle with nature. Nam Dinh has 142 craft villages and villages with crafts, of which 80 have been recognized. Currently, rural tourism activities with community tourism products and rural agricultural experiences have been formed and developed mainly in Giao Thuy district (community tourism model at Giao Xuan community eco-tourism cooperative, Khang Tuong tourism cooperative, Dong Que Museum experience tourism), Hai Hau (Ecohost Hai Hau community tourism model) and Vu Ban (community experience tourism model at Ngam mountain eco-tourism area). Besides, there are also some tourist attractions with the participation of local people such as some craft villages: Vi Khe flower and ornamental plant village, Hong Quang water puppetry (Nam Truc), Co Chat silk reeling (Truc Ninh), Pham Phao brass trumpet village (Hai Hau), Bach Long salt making village (Giao Thuy). These addresses all have their own websites, using social networks such as Facebook, Zalo, TikTok... to update information, promote images or advertise and promote tourism... Community tourism destinations have initially linked with travel companies inside and outside the province to expand the market, research and develop local products to attract tourists to visit and experience.
