Sharing good practices in implementing national target programs

This is the direction of Prime Minister Pham Minh Chinh at the online conference to review the implementation of two national target programs on new rural construction, sustainable poverty reduction and two movements "The whole country joins hands to build new rural areas", "For the poor - No one is left behind" in the period 2021-2025, held on the afternoon of June 22.

Attending and co-chairing the Conference at the Hanoi bridge point were Politburo member, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Deputy Prime Ministers: Tran Hong Ha, Mai Van Chinh; Vice Chairman of the National Assembly Le Minh Hoan.

Attending at Thai Nguyen bridge point were comrade Pham Hoang Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; leaders of departments, branches, districts and cities in the province.

According to the assessment at the Conference, after 5 years of implementation, the 2 national target programs (NTPs) have achieved many positive results. By the end of May 2025, the total mobilized resources for new rural construction (NTM) nationwide in the 2021-2025 period reached about 3.7 million billion VND. Up to now, the whole country has had 6,055/7,669 communes meeting NTM standards; 326/646 district-level units in 60 provinces and centrally run cities have been recognized by the Prime Minister for completing their tasks and meeting NTM standards; 23 provinces and centrally run cities have 100% of their communes meeting NTM standards; 10 provinces have been recognized by the Prime Minister for completing the task of building NTM.

Nationwide, there are 16,543 OCOP products with 3 stars or more, an increase of 12,056 products compared to 2020. It is expected that by the end of 2025, there will be 16,000 OCOP products, exceeding the set target by 1.6 times.

The National Target Program on New Rural Development continues to affirm its role as a key driving force to promote comprehensive development of rural areas, contributing to creating a clear change in the appearance of rural areas and significantly improving the material and spiritual life of the people.

For the National Target Program on Sustainable Poverty Reduction, period 2021-2025, the total allocated central budget capital is over 44,607 billion VND, local budget is nearly 2,883 billion VND. After nearly 5 years of implementation, it is expected that by the end of 2025, the number of poor and near-poor households will be reduced to 1,256,000 households, reaching 52.49%, exceeding 2.49% compared to the target of reducing by half the number of poor and near-poor households assigned by the National Assembly and the Government.

The movements "The whole country joins hands to build new rural areas", "For the poor - No one is left behind", the campaign "The whole people build new rural areas, civilized urban areas"... have a strong and widespread influence in the entire political system and all classes of people, strongly promoting the role of the people in building new rural areas and sustainable poverty reduction. Of which, millions of households have voluntarily donated more than 98.2 million m² of land, contributing tens of thousands of billions of VND and working days to participate in building new rural areas.

For Thai Nguyen province, the National Target Program on New Rural Development has been completed and exceeded the set targets. Currently, the province has 97% of communes meeting the new rural standards; 42.7% of communes meeting the advanced new rural standards; 10.3% of communes meeting the model new rural standards; 7/9 districts and cities have completed the new rural development target, of which 02 districts have met the advanced new rural standards (Phu Binh, Dai Tu).

The movement "Thai Nguyen joins hands to build new rural areas" has become a movement with strong and widespread influence throughout the province, mobilizing the participation of the entire political system at all levels and the whole society, especially the unanimous response, promoting democracy, the role of the people, attracting and mobilizing resources of the whole society to participate in building new rural areas. In the period of 2021-2025, people and the community contributed over 1,700 billion VND, donated over 220 hectares of land and assets on land to build new rural infrastructure...

The National Target Program on Sustainable Poverty Reduction has been implemented quite effectively by the province, with the multidimensional poverty rate decreasing by an average of 1.15% per year (the plan is 1%); the ethnic minority poverty rate decreasing by 2% per year; 9/15 extremely disadvantaged communes decreasing (according to the plan, 8 communes will be reduced). The movement "For the poor - No one is left behind" in the period of 2021-2025 has also been actively responded to by the entire political system and people of Thai Nguyen. Accordingly, the province has completed the program to eliminate temporary and dilapidated houses 8 months ahead of schedule...

Speaking at the Conference, Prime Minister Pham Minh Chinh acknowledged and commended the achievements of the two above-mentioned national target programs. The Prime Minister affirmed that this is an important Conference, in the context that the whole country is actively competing to celebrate and commemorate major holidays; urgently completing tasks according to resolutions and conclusions of the Party and the National Assembly, especially the revolution in reorganizing the apparatus, administrative units at all levels and operating the 2-level local government model, abolishing the district level from July 1, 2025 (the whole country still has 34 provincial-level administrative units and 3,321 commune-level administrative units).

The Prime Minister requested all levels, sectors and localities to continue sharing good, creative and typical practices and models in the implementation of national target programs; honor and reward organizations and individuals with outstanding achievements; and effectively implement the One Commune One Product (OCOP) program. The Prime Minister also said that ensuring the rural environment (such as ensuring clean water and hygienic toilets) in conjunction with eliminating backward customs are very important issues that need to be better implemented in the coming time...
