Lieu De town was established on the basis of the entire natural land area and population of Nghia Hiep commune, Nghia Hung district according to Decision No. 26-QD/HDBT dated February 13, 1987 of the Council of Ministers of the Socialist Republic of Vietnam (now the Government of the Socialist Republic of Vietnam). Receiving the policies and guidelines of the Party and State; implementing the Prime Minister's Decision on the National Target Program on New Rural Construction (NTM); The Party Committee, People's Council, and People's Committee of Lieu De town have had resolutions and plans to lead and direct the implementation of the NTM construction movement in Lieu De town in many stages with the high solidarity of cadres and party members, the participation of the political system, especially the consensus and joint efforts of all classes of people. In 2017, the town was recognized as having completed the construction of NTM; in 2021, the town was recognized as having completed the construction of advanced NTM.
Determining that building an advanced, model new rural area is an important task, with only a starting point and no end point, the town has come up with appropriate ways of doing it. The starting point of building an advanced, model new rural area starts from the residential group; therefore, the town's steering committee has agreed to take the Dong residential group as a point to expand to residential groups throughout the town. From the right policy and doing a good job of propaganda and mobilization, from the first day of implementation, households in the Dong residential group voluntarily removed fences and trees, donated land to expand roads, contributed money and materials to build public works, and effectively implemented the contents of the campaign "All people unite to build a new rural area, civilized urban area". In 2021, the Dong residential group was recognized by the People's Committee of Nghia Hung district for completing the construction of a model new rural area. Mr. Mai Van Tuc, a resident of Dong residential group, excitedly confided: We, the people, always trust, join hands and wholeheartedly implement the Party's policies and the State's laws; actively contribute working days and materials to help the locality complete the criteria for building a model residential group... Comrade Pham Quang Thai, Secretary of the Dong residential group Party Cell, said: Dong residential group currently has 224 households, over 800 people. When it was selected to be deployed as a model new-style rural residential group, the locality organized meetings and deployed to organizations and people; visited and studied in a number of localities; mobilize contributions and contributions and immediately implement criteria on traffic, build drainage systems, classify domestic waste at source, and clean the environment, thereby creating a landscape from inside the house to the alleys, all spacious and clean, flower roads, lighting systems, security cameras are covered throughout the streets and alleys, contributing to ensuring security, order, social safety, creating a bright - green - clean - beautiful landscape, creating urban landscapes in the countryside. In the process of implementing the construction of model new rural areas, the residential group continues to thoroughly implement the motto "people know, people discuss, people do, people check, people supervise and people benefit"; thanks to that, the quality of the works is guaranteed to be technical and aesthetic, the people agree to contribute and implement according to the general policy. Through the results of building a model new rural area, the relationship between people in the streets is strengthened, everyone's responsibility is promoted, the relationship between officials and people is better understood and trusts each other.

Implementing Resolution No. 06-NQ/TU dated June 18, 2021 of the Nam Dinh Provincial Party Committee on building advanced and model new rural areas in the period of 2021-2025. The key goal of the Resolution is to build advanced and model new rural areas so that the material and spiritual life of the people is rich and prosperous, approaching urban areas. Continue to build a synchronous, modern socio -economic infrastructure and closely connect with urbanization. Develop the rural economy strongly, with advanced production, professional farmers, focusing on clean and high-tech agriculture associated with processing industry, trade, services, tourism and response to climate change; bright - green - clean - beautiful environment and landscape; strengthened political system; maintained national defense, security, social order and safety; democratic, united, civilized society, rich in cultural identity. Based on the Resolution, with the specific characteristics of the administrative unit being a town, the Party Committee and People's Committee of Lieu De town promptly developed a project and implemented it; utilized and promoted internal resources, mobilized the entire population to participate in implementing the criteria for building a civilized urban area. In more than 2 years, from 2022 to present, the locality has mobilized and invested in basic construction of over 29.54 billion VND to upgrade and renovate schools, build sidewalks, drainage ditches, upgrade inner-city roads to renew some routes of residential groups, build a lighting system for main traffic routes throughout the town; decorative lighting system, install smart speaker systems, security camera systems, improve fields and continue to prepare conditions to implement the project to build a new town Health Station worth over 7 billion VND from funding sources from enterprises, the town budget and other legal sources. Along with the investment capital from the town budget and all levels, there are contributions from the people and philanthropists with money, materials, labor days of about 2 billion VND and thousands of square meters of rice fields and residential land to expand traffic lanes, build drainage systems...
Up to now, 100% of main streets and alleys are lit, 100% of households have smart audio-visual equipment, over 80% of households use the internet. The town's public address system applies information technology, telecommunications, also known as smart public address on the basis of artificial intelligence. Over 80% of households have solidly built houses that are suitable for the general architecture of the town. The town's People's Committee headquarters, cultural houses, and schools have been newly built and upgraded to ensure standards and regulations. The buildings all have harmonious architecture, the campus is reasonably arranged, trees and flowers are planted in abundance on the streets, playgrounds, school campuses and households, and urban environmental sanitation is ensured. As a result, 100% of the town's residential groups have achieved the title of cultural residential groups, 97% of households meet the standards of cultural families.
The highlight in the construction of a civilized urban area of the town is that in early 2024, phase I of naming roads and streets associated with house numbers on roads and streets throughout the town was completed and phase II will be completed in 2024. With synchronous investment in urban infrastructure, Lieu De town today is wearing a new look, full of vitality, with the stature of a civilized and modern town. Currently, the socio-economic situation of the town continues to be maintained and developed; the growth rate of economic production value reached 14%; economic restructuring in a positive direction, increasing the proportion of small-scale industries, construction and trade services. The average income per capita in the year is estimated at 95 million VND; there are no more poor households; the rate of near-poor households is 2.64%; the rate of participation in health insurance reached 95.26%. All cultural and social fields have achieved and exceeded targets; social security policies have been given attention and ensured; national defense and security have been maintained, social order and safety have been maintained, consolidated and enhanced; people's lives have been improved and enhanced both materially and spiritually. The work of building the Party and the political system has continued to receive attention and achieved many positive results. The work of propagating and educating political and ideological for cadres, party members, union members, association members and the people has been well implemented. The town has creatively applied favorable conditions, anticipated difficulties, proposed appropriate solutions, done a good job of propaganda and mobilization; strictly implemented the Law on "Grassroots Democracy Regulations" with the motto "People know, people discuss, people do, people inspect, people supervise, people benefit"; promoted the supervisory role of the Vietnam Fatherland Front and mass organizations; created consensus among the people to contribute to improving the quality, ensuring sustainability and effectiveness in building a civilized urban area. Based on the actual results, on June 26, 2024, the People's Committee of Nghia Hung district issued Decision No. 3005/QD-UBND recognizing Lieu De town as meeting civilized urban standards in 2024.
