This move was made after the Can Tho City Police Investigation Agency announced the conclusion of suspending the investigation into a criminal case of violating bidding regulations causing serious consequences. The case occurred from 2020-2021 related to the purchase of test kits from Viet A Company, at Can Tho City General Hospital and Can Tho Center for Disease Control (CDC).
In this conclusion, the investigation agency determined that Mr. Huynh Minh Truc and Mr. Tran Quoc Luan (former director of Can Tho General Hospital) did not profit from the case of purchasing test kits during the COVID-19 epidemic.
The police determined that the City General Hospital and Can Tho CDC borrowed COVID-19 test kits from Viet A for urgent epidemic prevention purposes, following the direction of city leaders and the epidemic prevention steering committee; then legalized the documents for payment. This was wrong in principle, violated bidding... but there was no profit.
In conclusion, Can Tho City Police issued a decision to suspend based on Point a, Clause 1, Article 230 of the 2015 Criminal Procedure Code, which stipulates the suspension of investigation; Point a, Clause 2, Article 29 of the Penal Code stipulates the basis for exemption from criminal liability.
In the case at Can Tho General Hospital, the director and members of the contractor selection team borrowed COVID-19 test kits from Viet A Company for prior use (for testing purposes for officials serving the election of National Assembly and People's Council deputies at all levels for the 2021-2026 term; for urgent epidemic prevention), then legalized the purchasing documents for later payment. This was determined to have been done in the context of Can Tho and the whole country implementing Directive 15 and Directive 16 on epidemic prevention.
At CDC Can Tho, leaders (including Mr. Huynh Minh Truc) and functional departments borrowed Viet A Company's test kit from Hop Nhat Company to use in advance for the purpose of preventing the spread of the epidemic.
Can Tho CDC is the unit assigned by the leaders of Can Tho City (old) to directly organize community testing to quickly isolate people infected with COVID-19, in order to reduce the spread of the disease. In urgent circumstances, without funding, the amount of biological products provided was not enough, so it had to borrow and advance from Viet A Company, then legalize the bidding documents to return them.
Through the investigation results, the police agency determined that the individuals involved at the two units of Can Tho General Hospital and Can Tho CDC (formerly) did not have any personal gain in the case of violating bidding regulations causing serious consequences, so a decision was made to suspend the investigation according to the provisions of law.

The investigation police agency of Can Tho City Police recommended that the units: Can Tho General Hospital and Can Tho Center for Disease Control handle the responsibility of individuals for violations related to the above case.
