Temporarily stop purchasing and renting new assets and equipment in the province.

On April 14, 2025, the Standing Committee of the National Assembly issued Resolution No. 76/2025/NQ-UBTVQH15 on administrative unit arrangement in 2025. Implementing Official Dispatch No. 13749/BTC-NSNN dated December 14, 2024 of the Ministry of Finance guiding ministries and branches on the principles of handling assets, finance, and state budget in the process of reorganizing the apparatus, accordingly: "Temporarily suspend the purchase and lease of new assets from January 1, 2025 until the completion of the arrangement and streamlining of the apparatus, except in cases where the selection of contractors has been organized and other truly necessary cases decided by the competent authority deciding on the purchase and lease of assets".

Currently, the province is implementing the arrangement of administrative units according to Resolution No. 76/2025/UBTVQIII5 dated April 15, 2025 of the National Assembly Standing Committee. Therefore, in order to facilitate the process of organization and apparatus arrangement and to ensure that public assets are not lost or wasted, the Provincial People's Committee requests agencies, units, organizations, and localities to temporarily suspend the purchase and lease of new assets and equipment in the province until the arrangement of administrative units at all levels is completed.

As for public service units that are not affected by the arrangement or merger, depending on each specific case, the necessity and the budget assigned at the beginning of the year will be decided by the agency or person with authority to decide on the purchase or lease of assets.
