On December 21, the Provincial People's Committee issued Official Dispatch No. 11288/UBND–NC on implementing measures to prevent and combat homemade firecrackers among students in schools.
Accordingly, in recent times, the situation of students (mainly in secondary schools) making their own fireworks in the province has remained extremely complicated, directly causing damage to people's lives, health, and property, complicating the security and order situation, including cases of death or lifelong disability.
The reason comes from the curious, exploratory psychology of teenagers, making fireworks for their own use or selling for profit. Chemicals for making fireworks can be easily bought and sold on websites, and there are many videos and clips with specific instructions on how to make fireworks on the Internet.

In order to promptly rectify and handle the situation of homemade firecrackers among students in schools, prevent and stop accidents caused by firecrackers, protect the lives and health of students, security and safety in schools, the Provincial People's Committee requests agencies, units and localities to continue to thoroughly grasp and strictly implement Directive No. 23/CT-UBND, dated December 7, 2023 of the Provincial People's Committee on strengthening prevention, fighting and suppressing crimes, ensuring security and order before, during and after the Lunar New Year 2024, Directive No. 16 /CT-UBND, dated May 19, 2023 "On strengthening the management and use of weapons, explosives, support tools and firecrackers in the province".
The Provincial People's Committee requested the Department of Education and Training to issue an urgent directive to implement measures to prevent and combat homemade fireworks among students in schools, especially for secondary school students. In particular, instructeducational institutions to focus on immediately implementing a number of groups of issues such as: informing students about accidents caused by homemade fireworks to warn them of the consequences on life, health, and legal consequences; encouraging students to voluntarily report and hand over homemade fireworks, chemicals, and tools they are storing for the purpose of making fireworks.
The provincial police directed the local police forces to coordinate with local schools to strengthen propaganda and mobilization activities to warn, combined with the mobilization to collect and recall all types of firecrackers, chemicals, and tools used for the purpose of making firecrackers. Focus on investigating and clarifying the cases, incidents, and related subjects, concluding the causes of particularly serious explosions caused by homemade firecrackers in the past according to the law.
The Provincial Military Command directs local military forces to closely and effectively coordinate with local police forces and educational institutions in guiding, receiving, recovering, collecting, and handling homemade fireworks, chemicals, and tools used for the purpose of making fireworks to ensure security and safety.
The Department of Information and Communications directs media agencies in the province to produce news, articles, and reports to widely disseminate and warn the public, especially school-age children, about not making or using illegal fireworks in any form.
The People's Committees of districts, towns and cities direct the work of detecting, handling, disseminating information, launching the collection and recall of homemade fireworks, chemicals and tools for making homemade fireworks in schools, especially local secondary schools.
