Strengthening solutions to effectively implement the National Target Program on Sustainable Poverty Reduction

STO - On the morning of May 9, the Working Group of the National Assembly's thematic supervision delegation led by Comrade Ta Thi Yen - Deputy Head of the National Assembly Delegation Work Committee, and other members had a working session at the Department of Labor, War Invalids and Social Affairs of Soc Trang to grasp the implementation of Resolution No. 24/2021/QH15, dated July 28, 2021 of the National Assembly on approving the investment policy of the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025. Attending the delegation were Comrade To Ai Vang - Member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of Soc Trang province; Comrade Nguyen Van Khoi - Member of the Provincial Party Committee, Vice Chairman of the People's Council of Soc Trang province; and representatives of leaders of relevant departments and branches.

In recent times, the Provincial Party Committee, People's Council and People's Committee of Soc Trang province have promptly led, directed and issued documents to organize, manage and implement the National Target Program on Sustainable Poverty Reduction in the province. The system of projects and sub-projects under the program has met the requirements for effective implementation of the set objectives. The central budget support, local budget counterpart and mobilization of other resources have basically met the needs for implementing the program's contents, thereby contributing to reducing the poverty rate beyond the resolution target.

By the end of 2022, the province had reduced 7,270 poor households (2.19%), including 3,031 Khmer poor households; reduced 3,527 near-poor households (1.07%), including 1,353 Khmer near-poor households. Currently, the province has 15,139 poor households (4.54%) and 26,242 near-poor households (7.87%). Created jobs for 946 workers from poor, near-poor and newly escaped poverty households; vocational training for 758 people from poor and near-poor households. The rate of poor households with safe and stable housing reached 90.67% of the plan; currently 90.66% of poor and near-poor households have access to hygienic water sources; 91.39% of poor and near-poor households have access to internet services...

At the meeting, the departments and branches also pointed out some limitations such as the slow implementation and disbursement of funds for projects and sub-projects under the program. At the same time, they proposed some issues to improve the effectiveness of the program implementation: focusing on promoting the disbursement of funds for program implementation; strengthening inspection and supervision of program implementation; arousing the spirit of self-reliance to escape poverty of the people...

The members of the Working Group also studied and clarified some contents, especially the limitations, shortcomings and difficulties. Comrade Ta Thi Yen, on behalf of the group, recorded all recommendations and proposals to report to the National Assembly 's supervision delegation in the coming time, with the hope of finding solutions to remove difficulties and obstacles in order to promote the most effective implementation of the National Target Program on Sustainable Poverty Reduction in the locality.
