Strengthening forest management, protection and forest fire prevention and fighting in the province

On April 21, the Provincial People's Committee issued Document 1468 on strengthening forest management, protection and forest fire prevention and fighting in the province.

Accordingly, the Chairman of the Provincial People's Committee requested provincial departments, branches, People's Committees of districts, towns and cities to effectively implement the following contents:

Department of Agriculture and Environment: According to its authority, it shall effectively carry out state management of forestry, forest protection and fire prevention and fighting, prevent deforestation, forest encroachment, and illegal forest exploitation in the province; in cases beyond its authority, it shall report and propose to the Provincial People's Committee for consideration and direction of handling. Promote the application of information technology, GIS technology and modern technology in forest management and protection, early detection of deforestation and forest fires to ensure effectiveness; closely coordinate with the police, border guards, militia, forest owners and local authorities to carry out patrols, inspections, timely detection and prevention of violations of regulations on forest fire prevention and fighting, deforestation, and illegal forest exploitation; at the same time, strengthen investigation and strictly handle violations of deforestation, illegal encroachment of forest land and violations of forestry laws in accordance with the law. Closely coordinate with local authorities and relevant functional units to regularly propagate and mobilize households living in forests and forest edges, especially households around the Bird Garden special-use forest to raise people's awareness in forest management, protection and forest fire prevention and fighting. Strictly implement forest fire prevention and fighting according to the plan approved by competent authorities and according to the provisions of law. Strengthen patrolling, guarding, protecting forests and preventing and fighting forest fires; closely monitor and promptly detect fire spots; proactively direct and deploy fire fighting when forest fires occur. Always ensure the "four on-site" motto, promptly overcome the limitations and shortcomings that have been discovered, regularly maintain and inspect fire extinguishers and other fire-fighting equipment and tools according to regulations, ensuring readiness to respond to all situations if a forest fire occurs. Actively monitor forest fire warning information on the early warning system of the Forestry Department and Forest Rangers to check and detect forest fires early. Immediately report forest fires to the Forestry Department and Forest Rangers at the phone number: 0986.668.333 and the Provincial Forest Fire Prevention and Fighting Command to coordinate direction and mobilize forest fire fighting forces when necessary.

The Department of Finance coordinates with the Department of Agriculture and Environment to advise and propose to the Provincial People's Committee to arrange funds to ensure policies and regimes, and promptly mobilize the Forest Ranger force and forest protection force to perform the tasks of forest management, protection, and forest fire prevention and fighting in accordance with the law. The Provincial Police, the Provincial Military Command, and the Provincial Border Guard Command effectively organize the implementation of the Coordination Regulations between the Provincial Police, the Provincial Military Command, the Border Guard Command, and the Department of Agriculture and Environment. The coordination of the militia and self-defense forces proactively provides the highest support for forest fire fighting, is ready to mobilize forces, means, and equipment to participate in forest fire fighting when a fire occurs; closely coordinates with the Forest Ranger force, local authorities, and forest owners to strengthen patrolling, inspection, detection, prevention, and timely handling of illegal deforestation, forest exploitation, encroachment on forests and forestry land...
