From May 5, 2025, Hoa Phat can export box steel products (LWRPT) to the US market and carry out the self-certification of origin process without being subject to anti-dumping tax. This success comes from the fact that Hoa Phat has proven that the origin of the base steel used to produce steel pipes exported to the US is from Vietnam.
Hoa Phat steel pipes are not subject to anti-dumping tax by the US in the evasion investigation
This is the information in the final conclusion announcement of the US Department of Commerce (DOC) on the administrative review of the anti-dumping (AD) and countervailing duty (CVD) investigation on steel box (LWRPT) imported from China into the US.
Hoa Phat participated in this administrative review to prove that the base steel used to produce square steel pipes exported to the United States during the review period (review period 2022-2023) originated from Vietnam. Accordingly, Hoa Phat steel pipe shipments are not subject to anti-dumping duties, the type of tax the United States had imposed on Hoa Phat in the 2022 evasion investigation.
According to DOC's conclusion, Hoa Phat used hot-rolled coil steel originating from Vietnam for LWRPT shipments during the review period. Therefore, Hoa Phat is allowed to participate in the self-certification process for future export shipments, effective from May 5, 2025.
Within 35 days from the date of the final conclusion mentioned above, DOC will send instructions to the US Customs and Border Protection (CBP) to liquidate the shipments without collecting the security deposit. DOC's decision creates favorable conditions for Hoa Phat Steel Pipe Company to promote the export of steel pipes to the US market in the coming time.
This is Hoa Phat's success in cooperating closely and proactively providing full relevant data to the US investigation agency. Transparent data and a clear system are among the factors contributing to Hoa Phat's success in this case.
Previously, in 2016, the United States International Trade Commission (USITC) also decided not to impose anti-dumping duties (AD) on carbon steel pipes from Vietnam to the United States.
