Strengthening strong cooperation between Vietnamese localities and Japan

On the morning of November 25, in Quang Ninh province, on the occasion of the Vietnam-Japan Local Cooperation Forum, Prime Minister Pham Minh Chinh received a number of Japanese delegates attending the Forum.

* Receiving Mr. Yamamoto Ichita, Governor of Gunma Prefecture, Prime Minister Pham Minh Chinh expressed his delight that this is the first large-scale cooperation forum between localities of Vietnam and Japan; and said that the Japanese Prime Minister is also very interested in the good progress in the relationship between the two countries, in which the relationship between localities is developing very well.

The Prime Minister pointed out that among the localities of Vietnam, Quang Ninh has close cooperation with Japan, in which the Bai Chay cable-stayed bridge is a typical example; cultural exchange between Quang Ninh and Japan is very close. Ha Long University has established a Japanese language department with the goal of developing into a typical Japanese language training place in Southeast Asia.

Thanking Prime Minister Pham Minh Chinh for taking the time to meet him, Governor Yamamoto Ichita sent his regards and condolences to the Vietnamese localities and people in the central region who are suffering the consequences of natural disasters and floods. He hoped that the Vietnamese Government and Prime Minister would always support and create favorable conditions for businesses in general, including Gunma province in particular, to invest smoothly in Vietnam.

Expressing his pleasure at participating in the Vietnam-Japan Local Cooperation Forum, the Governor hoped to continue to learn more about the situation of the provinces and cities to further develop the relationship between Gunma province and localities of Vietnam. He was pleased to know that the Prime Minister is also very interested in promoting cooperation between localities of the two countries, in which Gunma is a province with close relations with Vietnam; hoping that this relationship will develop more strongly and sustainably, bringing benefits to Gunma province and localities of Vietnam as well as to the people of the two countries.

Prime Minister Pham Minh Chinh hopes that Japanese enterprises will further increase investment in Vietnam in areas such as science and technology, innovation, digital transformation, and cultural exchange, in which Quang Ninh is home to two UNESCO-recognized World Cultural Heritages and a World Natural Heritage, creating favorable conditions to promote cooperation, tourism, and culture between the two countries; this is also a place with favorable conditions to promote the development of industrial parks.

The Prime Minister also asked Mr. Yamamoto Ichita to create favorable conditions for Vietnamese people to live, study and do business in the province. The Prime Minister hoped that the two sides would increase exchanges, learn from each other and develop together. Gunma needs to increase economic, trade and investment exchanges with Vietnam; actively promote cultural exchanges between the two countries to motivate and inspire the younger generation in a spirit of affection, sincerity and efficiency.

Gunma Prefecture is located in the center of Japan, the hometown of 4 generations of Japanese Prime Ministers (Obuchi Keizo, Nakasone Yasuhiro, Fukuda Takeo, Fukuda Yasuo). Currently, there are 56 provincial enterprises investing in Vietnam in fields such as: plastics, transportation equipment... The province is also supporting about 40 enterprises to seek investment and business opportunities in Vietnam. The Vietnamese community in Gunma Prefecture is about 16,000 people, the largest foreign community in the province.

* Receiving Mr. Takebe Tsutomu, Special Advisor to the Japan-Vietnam Friendship Parliamentary Alliance, Prime Minister Pham Minh Chinh appreciated that he has always been a good, sincere and trustworthy friend of the Vietnamese people in general and Quang Ninh province in particular; assessed that the Vietnam-Japan Local Cooperation Forum has great significance as this is the first time the two countries have organized an exchange event between localities of the two countries; wished to promote the relationship between the two countries to a new height in the spirit of sincerity, affection, trust and efficiency.

The Prime Minister hopes that Mr. Takebe Tsutomu will promote and take care of the development of the Vietnam-Japan University. Regarding Ha Long University, the Prime Minister hopes to build the Japanese language department of this university into a typical Japanese language training center in Southeast Asia, and invest in upgrading the Vietnam-Japan Cultural Center at Ha Long University to contribute to enhancing people-to-people and cultural exchanges, and promoting economic exchanges between Quang Ninh province in particular and Vietnam in general with Japan.

Mr. Takebe Tsutomu expressed that Japan has Hokkaido, the northernmost prefecture of Japan, which has many similarities, so Hokkaido has strengthened its cooperative relationship with Quang Ninh. In 2019, he contributed to the successful organization of the Vietnamese cultural festival in Hokkaido; followed by the successful organization of the Hokkaido festival in Ha Long.

He said that Ha Long University is also his passion, calling on Japanese organizations to support, especially Japanese language training for the school. Therefore, he proposed to form a human resource training project located at Ha Long University.

He also shared the idea of ​​establishing a training center on Japanese science and technology within the Vietnam-Japan University. Assessing that students trained at the Vietnam-Japan University who are fluent in Japanese are a source of quality human resources for Vietnam and Japan, he proposed forming a "circle" of human resource exchange by sending students from the Vietnam-Japan University to study in Japan or Vietnamese interns in Japan to study at the Vietnam-Japan University. Therefore, he hoped that Prime Minister Pham Minh Chinh would support the Vietnam-Japan University as well as Ha Long University to develop strongly and sustainably, making a worthy contribution to the cooperative and friendly relationship between the two countries.
