Strengthening friendly and cooperative relations between Vietnam and Japan in many fields

On behalf of the leaders of the Party, State and people of Vietnam, National Assembly Chairman Tran Thanh Man sent sincere thanks to Prime Minister Kishida Fumio, Speaker of the House of Representatives Nukaga Fukushiro, President of the House of Councilors Otsuji Hidehisa and members of the Japanese National Assembly for sending condolences on the passing of General Secretary Nguyen Phu Trong.

The National Assembly Chairman sincerely thanked former Prime Minister Suga Yoshihide, Senior Advisor to the Japan-Vietnam Friendship Parliamentary Alliance, as Special Envoy of Prime Minister Kishida, for leading the Japanese delegation to Vietnam to attend the State Funeral of General Secretary Nguyen Phu Trong.

At the meeting this morning, the National Assembly Chairman highly appreciated the important role of the Committee Chairman, Representative Tokai as well as the LDP's Policy Research Committee in formulating important socio-economic policies, including nearly 70 draft laws passed at the 213th session of the Japanese National Assembly.

The National Assembly Chairman stated that Vietnam is ready to effectively cooperate with Japan in these fields, for the common interests of the people of the two countries.

To promote the Vietnam-Japan relationship to continue to develop more substantially and effectively, the National Assembly Chairman suggested that Congressman Tokai continue to promote the exchange of delegations at all levels; increase exchanges between parliamentarians, especially young and female parliamentarians; and promote the exchange of legislative experiences between the two countries.

Regarding economic cooperation, the National Assembly Chairman proposed that Japan continue to support Vietnam in industrialisation, modernisation, economic independence and self-reliance, and deep international integration; improve the investment environment, and promote the resolution of difficulties in ODA and FDI cooperation between the two countries.

Specifically, the National Assembly Chairman asked Mr. Tokai to support and urge the Japanese Government to provide new-generation ODA to Vietnam with high incentives, simple and flexible procedures, focusing on large-scale strategic infrastructure development projects, such as urban railways and high-speed railways; promote investment and technology transfer of Japanese enterprises, support Vietnamese enterprises to participate more deeply in the global value chain of Japanese partners; consider opening the market for Vietnamese fruits.

On this occasion, Congressman Tokai sent his best wishes to National Assembly Chairman Tran Thanh Man, who was elected by the Vietnamese National Assembly with high confidence as Chairman of the National Assembly of the Socialist Republic of Vietnam; and expressed his belief that under the leadership and direction of National Assembly Chairman Tran Thanh Man, the Vietnamese National Assembly will continue to reap more achievements and results.

Congressman Tokai said that the delegation's visit this time took place at a meaningful time when the two countries have just celebrated the 50th anniversary of the establishment of Vietnam-Japan diplomatic relations and also the time when the relationship between the two countries is preparing to enter a new phase.

He also said that the visit aimed to focus on learning and expanding opportunities for exchange and cooperation in the fields of human resources, science, technology and innovation.

During the discussion, the National Assembly Chairman said that the historic milestone was the two countries upgrading their relationship to Comprehensive Strategic Partnership in November 2023; in addition, political trust continued to be consolidated, exchanges of high-level delegations and delegations at all levels took place regularly; economic, trade and investment cooperation continued to go into depth, substance and effectiveness...

The National Assembly Chairman also asked Congressman Tokai to strongly promote local cooperation, tourism and people-to-people exchange between the two countries; support and urge the Japanese Government to simplify procedures, aiming to exempt visas for Vietnamese people entering Japan to facilitate people-to-people exchange.

Congressman Tokai agreed with the proposals of National Assembly Chairman Tran Thanh Man in strengthening cooperation between the two countries in various fields, including exchanges, cooperation in human resource training; green transformation, digital transformation; cooperation in the field of semiconductors...

On this occasion, through Representative Tokai, National Assembly Chairman Tran Thanh Man sent his thanks to Speaker of the House of Representatives of Japan Nukaga and President of the House of Councilors of Japan Otsuji for sending congratulatory letters on the occasion of being elected by the National Assembly to hold the position of Chairman of the National Assembly of the Socialist Republic of Vietnam.

Thanking Congressman Tokai - Head of the LDP Policy Research Committee and the Delegation for sharing, proposing and recommending to strengthen the relationship between the two countries, the National Assembly Chairman requested the National Assembly's Foreign Affairs Committee, the Central Foreign Affairs Committee, and the Ministry of Foreign Affairs of Vietnam to study the proposals and recommendations of the Delegation to continue to strengthen the extensive and trustworthy strategic partnership for peace and prosperity in Asia between Vietnam and Japan.

Regarding cooperation in a number of new areas, National Assembly Chairman Tran Thanh Man suggested paying attention to and promoting cooperation between the two countries in the fields of green transformation, digital transformation, emission reduction, energy transformation, continuing to promote more cooperation programs and new projects within the framework of the Asia Zero Emission Community Initiative; supporting Vietnam in achieving the goal of training 50,000 semiconductor engineers by 2030...


Congressman Tokai expressed his pleasure at witnessing and highly appreciating Vietnam's socio-economic development achievements. Stating that there are currently more than 2,000 companies and enterprises operating in Vietnam, Congressman Tokai hoped that National Assembly Chairman Tran Thanh Man and the Vietnamese National Assembly would continue to promote improving the investment environment, simplifying procedures, and creating favorable conditions for Japanese enterprises to invest and do business in Vietnam.
