On December 6, within the framework of the 14th Session of the 16th Hanoi People's Council, the Hanoi People's Council passed a Resolution amending regulations on fees for visiting scenic spots, historical sites, and cultural works in Hanoi as stipulated in Resolution No. 06/2020/NQ-HDND.

Specifically, the Resolution stipulates that the one-way entrance fee for each visitor to the Temple of Literature - Quoc Tu Giam is 70,000 VND; Ngoc Son Temple is 50,000 VND; Hoa Lo Prison is 50,000 VND; Thang Long Imperial Citadel Center is 100,000 VND; Co Loa is 30,000 VND; Huong Pagoda is 120,000 VND (including 2,000 VND for tourist insurance); Quan Thanh Temple is 10,000 VND; Duong Lam ancient village is 20,000 VND; Thay Pagoda is 10,000 VND; Tay Phuong Pagoda is 10,000 VND.
Previously, Resolution 06/2020/NQ-HDND of the Hanoi People's Council on promulgating regulations on fee and charge collection in the city under the authority of the City People's Council's Decision stipulates the entrance fee for each visitor as follows: Temple of Literature - Quoc Tu Giam relic is 30,000 VND; Ngoc Son Temple relic is 30,000 VND; Hoa Lo Prison relic is 30,000 VND; Thang Long Imperial Citadel Center is 30,000 VND; Co Loa relic is 10,000 VND; Huong Pagoda relic is the highest at 78,000 VND...
Thus, with the Hanoi People's Council passing this resolution, most of the entrance fees to scenic spots, historical sites, and cultural works in Hanoi have increased in price. In addition, regarding the management and use of fees, the Resolution stipulates that for the relics of Van Mieu - Quoc Tu Giam, Hoa Lo Prison, the Management Board of Monuments and Landscapes, and relics under the Thang Long Imperial Citadel Heritage Conservation Center (Imperial Citadel and Co Loa relics), the fee collection unit is allowed to retain 90% and pay 10% to the state budget.
For Huong Pagoda relic, the fee collection unit pays 85% to the state budget (including the cost of restoration and renovation of the relic site and the cost of organizing the festival for the Festival Organizing Committee, Huong Son commune); leaving 15% for the fee collection unit. For Quan Thanh Temple, Thay Pagoda, Tay Phuong Pagoda, 100% is paid to the state budget. For Duong Lam Ancient Village, 100% of the entrance fee is left for the fee collection unit.
The Resolution also stipulates that no fees will be collected on Cultural Heritage Day, November 23, for all relics; no fees will be collected on the death anniversary of the Saint on the 20th day of the 8th lunar month, and the first days of the lunar month every year at Ngoc Son Temple; no fees will be collected on the 30th, 1st and 2nd days of the Lunar New Year, Buddha's Birthday (April 15) at Huong Pagoda; no fees will be collected on the 30th day of the 12th lunar month, and the first and 2nd days of the Lunar New Year at Quan Thanh Temple, Tay Phuong Pagoda, Thay Pagoda, and Duong Lam Ancient Village.
On the same afternoon, the Hanoi People's Council passed a Resolution on the establishment and naming of new villages and residential groups in districts and towns in Hanoi in 2023. Accordingly, the city will establish 12 new residential groups from newly formed residential areas (including 5 residential groups in Cau Giay district; 1 residential group in Long Bien district and 6 residential groups in Tay Ho district).
The city also established 8 new residential groups based on the separation of 4 residential groups with large households (2 residential groups in Hoang Mai district and 6 residential groups in Nam Tu Liem district). In addition, in Nam Tu Liem, Tay Ho and Chuong My districts, 6 new villages and residential groups will be established based on the merger of 11 villages and residential groups with small households. Thus, it is expected that after the restructuring, the whole city will have 5,441 villages and residential groups (2,362 villages, 3,079 residential groups).
In addition, the Hanoi People's Council also passed Resolutions regulating support regimes for commune-level cadres, civil servants, public employees, and non-professional workers who are redundant or have stopped working due to the rearrangement of commune-level administrative units; non-professional workers in villages and residential groups who are redundant or have stopped working due to the rearrangement of villages and residential groups when rearranging commune-level administrative units in the period of 2023 - 2025 in Hanoi.
