
Special significance
At the press conference, Deputy Foreign Minister Dang Hoang Giang said that so far, Vietnam has received nearly 100 registrations from UN member countries and more than 100 international organizations attending the signing ceremony of the UN Convention against Cybercrime. Currently, countries are continuing the preparation process to participate.
Affirming that Vietnam's hosting of the signing of the United Nations Convention on Cybercrime is very special, Deputy Minister Dang Hoang Giang said: "The signing ceremony is an important international event that Vietnam is hosting on the occasion of the country's major anniversaries such as the 80th anniversary of National Day and the 50th anniversary of national reunification. This hosting continues to affirm Vietnam's foreign policy as an active member of the international community, joining hands to deal with common international issues."
The signing ceremony will take place on the occasion of the 80th anniversary of the founding of the United Nations (October 24). The UN Secretary General confirmed that he will attend this event.
Pointing out the difficulties and challenges of participating in this convention, Deputy Minister Dang Hoang Giang said that since 2009, Vietnam has been one of the first countries to support negotiations on the international convention on cybercrime prevention. To have a safe and effective cyberspace and digital transformation, the first priority is to ensure cyber security and immunity to cybercrime. Given the extremely complicated situation of cyber security and cybercrime, Vietnam has identified it as a threat to Vietnam's socio -economic development process... Vietnam commits to the international community, first of all, requesting international and multilateral cooperation to respond to global risks... With this awareness and the cooperation of the international community, these are fundamental advantages for implementing the convention. In addition, the Party and State's policies are the guiding principles for Vietnam to participate in promoting domestic negotiations, having a strategy to respond to non-traditional security challenges, and preventing cybercrime.
Deputy Minister Dang Hoang Giang also pointed out objective difficulties such as: The international context is extremely complicated, national competition and conflicts hinder the spirit of cooperation, and weaken the role of the United Nations. However, this is also a secondary factor. The next difficulty is in negotiations due to differences between member countries. A common difficulty is that any international document or convention has a national legal system. Especially issues related to criminal matters. Vietnam has worked with other countries to reconcile this issue to reach consensus.
During the negotiation process, Vietnam made important contributions, which were welcomed by the international community... At the same time, considering the capacity of each country, based on national conditions and circumstances, it was welcomed by the international community, played a leading role and was highly appreciated by the United Nations.
"The Convention on Cybercrime, when adopted, is a very good legal framework to strengthen international cooperation and information exchange in preventing and combating cybercrime. It is the basis for us to cooperate with countries in the region as well as globally... Not only strengthening cooperation in preventing and combating cybercrime, but also promoting the improvement of the level and capacity of law enforcement and law enforcement forces... Not only raising the issue of Vietnam hosting but also taking the lead in promoting the implementation of the convention in the region as well as globally", Deputy Minister Dang Hoang Giang said.
Working together to solve international problems
Answering reporters' questions at the press conference, Major General Le Xuan Minh, Director of the Department of Cyber Security and High-Tech Crime Prevention and Control, Ministry of Public Security, said: "The situation of cyber security and cybercrime in Vietnam in recent times has been complicated, in terms of scale, nature, and level of influence. Last year, more than 100,000 cases were related to cybercrime. Cybercrime groups shifted from small-scale attacks to highly organized and international attacks. The goal is to attack key national systems and businesses that play a major role in the economy. At the same time, cybercrime has become complicated. Especially crimes with collusion involving countries. Fraudulent crimes are a concern, a danger, and an influence on countries around the world."
"Vietnam has many measures and coordination to fight these types of crimes. When the convention on combating cybercrime is signed, the ratifying countries will create a new legal corridor, a new legal framework for countries around the world to fight cybercrime together; share signs, coordinate in investigating crimes, handling and extraditing criminals... We always want to use cyberspace for the purpose of peace and development," said Major General Le Xuan Minh.
At the same time, Major General Le Xuan Minh also affirmed that the convention, when signed, will increase the awareness of national leaders about cybercrime. Only then will countries around the world have the most comprehensive and complete coordination, joining hands to solve the great threat to the world.
The Party and State have paid special attention to the fight against cybercrime in Vietnam. Resolution 57 on breakthroughs in science and technology development, innovation and national digital transformation has affirmed that cyber security has become a pillar that coincides with the general development of the country's development process. Along with that, the Ministry of Public Security has completed the legal system related to cybercrime, built a legal corridor that meets standards, complies with international regulations, and creates the most favorable conditions for domestic and international enterprises to best protect the investment environment for developing Vietnam's science and technology; Completed construction with forces participating in ensuring security in cyberspace; Deployed key and urgent national tasks, ensuring cyberspace in the best way, serving the national digital transformation process...
According to Major General Le Xuan Minh, identifying the root cause of cyber attacks is a question for all countries in the world. Therefore, coordination, exchange, sharing of criminal information, and documents to clarify especially the cyber attack subjects is a requirement for each country. With close cooperation between countries in the world, the problem of concealing and hiding criminals by information between countries will be better resolved in the near future.
