These are important tasks of Quang Ninh to promote the development of the digital economy , gradually making the digital economy play a leading role in the province's economic growth.
As of September 2024, Quang Ninh province has about 3.4 million personal electronic payment accounts, of which 2.5 million are active. On average, there are 2.5 active accounts/person aged 15 and over, in addition to nearly 802,000 Mobile Money accounts. The implementation of the Project on developing non-cash payments in Quang Ninh province in the period of 2022-2025 has achieved a number of important results, notably the "Market 4.0" model. The whole province has 19 class I markets, 11 class II markets and 13 class III markets that have implemented the "Market 4.0" model. Ha Long city alone has implemented the model in all markets, Cam Pha city has implemented it in all class I and II markets.

Through the process of changing the habits of both traders and consumers, up to now, an average of 83% of business households in the market accept non-cash payment methods such as bank cards, using smart mobile phones to scan QR codes, e-wallets, or Mobile Money... 100% of central markets accept payment of fees and make payment of electricity and water bills through non-cash payment methods. There are markets that use electronic tickets (vehicle parking tickets, mobile goods tickets...) at parking lots and goods entering and exiting the gates of business households and people coming to the market, such as Mao Khe market (Dong Trieu city).

Ms. Nguyen Thu Hang, a trader at Cam Pha central market, said that "scanning codes" for shopping has gradually become a habit: "I have been accepting payments by QR code since last year, firstly, I don't need to use cash in my pocket, I'm afraid of dropping or losing it, secondly, it's also very convenient for transactions". Regarding the peak period of implementing support for cashless payments at retail gas stations in Quang Ninh province from the beginning of June 2024 to present, according to statistics, the total value of cashless payments when buying gas by customers at 205 gas stations in the province accounts for about 51% of total monthly revenue. In addition to consumption, production activities also expand consumption through e-commerce channels, diversifying forms of delivery and online payment. Currently, 70% of OCOP products from 3 stars in Quang Ninh have been promoted and sold on popular e-commerce platforms such as Voso, Postmart, Shopee, Tiki, etc. Many cooperatives and production facilities organize seasonal livestream sales sessions at fairs. The Quang Ninh OCOP e-commerce platform alone is introducing nearly 400 3-5 star OCOP products of the province, helping specialties such as Ba Che golden flower tea, Tien Yen chicken, Binh Lieu vermicelli, Van Don fish sauce, Co To seafood... get closer to consumers nationwide. Mr. Nguyen Van Duy, Director of a unit specializing in producing products from Dong Trieu rươi, said: "Through the process of bringing products to e-commerce platforms, we have also achieved certain successes, such as being known by many customers in all regions. Many products have been shipped to Ho Chi Minh City, Ca Mau , and the Northwest. There are also businesses in Hai Phong that have coordinated to bring braised rươi to the Australian market and have been supported by people there". To promote digital transformation in the economic sector, Quang Ninh province continues to expand digital application models; Support farmers and production households to access and build online sales channels; diversify channels and payment methods for consumers, change behavior, improve access to banking products and services for people, especially in remote, border and island areas... By 2025, Quang Ninh's goal is to have 55% of the population participating in online shopping; 50% of supermarkets, shopping centers, modern distribution facilities, households and individuals using non-cash payment methods in shopping and consumption; 80% of businesses have websites, place orders or receive orders through electronic means.
