On October 19, 2023, the Government issued Decree No. 75/2023/ND-CP amending and supplementing a number of articles of Decree No. 146/2018/ND-CP dated October 17, 2018 of the Government detailing and guiding measures to implement a number of articles of the Law on Health Insurance, such as expanding the group of subjects supported by the State to pay health insurance; increasing support for the contribution level and the level of health insurance examination and treatment for a number of participating groups... Thereby, expanding the conditions for people to access and enjoy health insurance policies, towards universal health insurance.
According to Decree No. 75/2023/ND-CP, the group receiving at least 70% of the State budget support for health insurance premiums are ethnic minorities living in communes in regions II, III, and extremely disadvantaged villages in ethnic minority and mountainous areas in the period 2016-2020, and these communes are no longer on the list of communes in regions II, III, and extremely disadvantaged villages in ethnic minority and mountainous areas in the period 2021-2025 according to Decision No. 861/QD-TTg of the Prime Minister .
There are 3 groups of health insurance participants whose health insurance fund covers 100% of the cost of medical examination and treatment within the scope of benefits, including: People participating in the resistance war and defending the Fatherland; people serving, people with meritorious services to the revolution living at home; people residing in safe communes and safe revolutionary zones. The level of health insurance examination and treatment for the group "People serving, people with meritorious services to the revolution living at home" is increased from 80% to 95% of the cost of medical examination and treatment.

Add 2 groups to enjoy the regulation of 95% of medical examination and treatment costs within the scope of benefits, including: Ethnic minorities in the period 2016-2020 are supported by the budget for health insurance premiums; spouses of martyrs who marry another husband or wife and are receiving monthly allowances according to the provisions of the Ordinance on preferential treatment for people with meritorious services to the revolution. The Decree also allows people to present their CCCD card instead of the health insurance card with photo; other legal identity documents or documents that have been electronically identified at level 2 on VNeID when going for medical examination and treatment...
Mr. Dinh Thanh Tung, Deputy Director of the Provincial Social Insurance, said: The Provincial Social Insurance directs the District Social Insurance to advise the District People's Committee to implement Decree No. 75/2023/ND-CP; coordinate with relevant units to urgently review and make a detailed list of participants according to each labor group such as the group paid by the State budget, the group supported by the State budget, so that the Social Insurance agency can issue health insurance cards and convert the benefit level code in a timely manner for participants as soon as Decree No. 75/2023/ND-CP comes into effect. At the same time, organize extensive propaganda on mass media; coordinate with agencies, units, and organizations to propagate and mobilize people to participate in health insurance by flexible methods, especially in the communes for groups of subjects paid by the State budget, supported by the State budget to pay health insurance.
Along with that, the provincial Social Insurance issued a document guiding health insurance examination and treatment facilities to support medical examination and treatment costs for health insurance participants according to the provisions of Decree No. 75/2023/ND-CP. Through review, the whole province has over 200,000 ethnic minorities in 50 communes in region II and region III in the period of 2016-2020 but not in communes in region II and region III in the period of 2021-2025 according to Decision No. 861/QD-TTg of the Prime Minister, who are entitled to the policy.
Districts are urgently working with commune authorities to determine specific responsibilities in identifying subjects and making lists. On that basis, Social Insurance and collection service organizations will mobilize each household to persuade people to participate in health insurance. Ms. Quang Thi Dung, Deputy Director in charge of Social Insurance of Sop Cop district, said: Sop Cop district has 2 communes, Sop Cop and Dom Cang, which are communes in area II and area III in the period 2016-2020 but not in area II and area III in the period 2021-2025. The district Social Insurance has proactively advised the Steering Committee for the development of social insurance and health insurance participants in the district to issue a document directing the People's Committees of Sop Cop and Dom Cang communes to review and, through statistics, there are more than 10,000 ethnic minority people supported by the state budget for 70% of health insurance contributions. At the same time, the district Social Insurance has reissued health insurance benefit codes for over 6,280 participants, ensuring timely benefits for people when going for health insurance examination and treatment.
Ms. Lo Thi San, Huoi Dom village, Dom Cang commune, Sop Cop district, excitedly said: We are very happy to receive support from the State for up to 70% of the cost of buying health insurance, helping our family reduce the burden of annual expenses and feel secure in going to the doctor and getting treatment whenever we are unlucky enough to get sick.
The Government's issuance of Decree No. 75/2023/ND-CP, ensuring the rights of health insurance participants, demonstrates the Party and State's concern in the field of public health care. It creates motivation to complete the target of health insurance coverage in Son La province in 2023, reaching 96% of the population or more, of which the rate of students participating in health insurance reaches 100%; households working in agriculture, forestry and fishery with an average living standard participating in health insurance reaches 90% or more.
