Speaking with reporters, the Party Secretary and Chairman of the People's Committee of Tuyen Lam commune, Dinh Xuan Thuong, said: Tuyen Lam commune (formerly two communes, Lam Hoa and Thanh Hoa) has always focused on effectively implementing poverty reduction efforts. Given its characteristics as a mountainous commune located in the western part of Quang Tri province, with 4 out of 15 villages primarily inhabited by the Ma Lieng ethnic group (Chut people), Tuyen Lam has identified the first challenge in its poverty reduction journey as changing the mindset and practices of the people, especially those in ethnic minority areas.
Therefore, the commune has implemented many communication solutions to help people, especially poor and near-poor households, and people in ethnic minority areas, fully and promptly access poverty reduction policies and guidelines, raise awareness, gradually eliminate the mentality of dependence and reliance, and strive to improve their lives. In addition to mass media, through village meetings, Front Committee officials, political and social organizations, and influential community members have persistently visited each household and met with each target group to explain the multidimensional poverty standard, poverty alleviation criteria, and risks of falling back into poverty. Through these close conversations, people have gradually shifted from simply "listening to know" to "understanding to act," striving to overcome poverty.

Ms. Pham Thi Lam, Head of Cao village, shared: "The village has 53 out of 56 households of the Ma Lieng ethnic group. In recent years, thanks to the attention and support of the Party and the State, through national target programs and projects, the village has focused on raising awareness and changing people's perceptions regarding poverty reduction. Along with supporting seedlings and livestock, developing models for raising buffaloes and cows, pig and chicken farms, and growing cassava and bananas, the villagers have received practical technical guidance right at the production model, fields, gardens, and livestock pens. As a result, to date, 10 households in the village have escaped poverty; 8 households have been considered for support to build new houses or repair existing ones. The material and spiritual lives of the people have gradually improved."
Along with raising awareness and promoting the proactive participation of the people in poverty reduction, Tuyen Lam commune has implemented many important solutions to diversify sources of mobilized capital for the poverty reduction program; linking the poverty reduction program with job creation and new rural development. Using funds from national target programs, Tuyen Lam has invested in infrastructure, including roads to Ca Xen village, roads from Ca Xen village to Rao Tre village; rural roads serving production; and infrastructure construction, community centers, public lighting, etc.
To date, Thanh Hoa commune (formerly) has achieved 17 out of 19 criteria for new rural development; Lam Hoa commune (formerly) has achieved 12 out of 19 criteria. Maintaining two OCOP products with 3-star ratings (including Ma Lieng bamboo shoots and honey) has also contributed to promoting sustainable rural economic development in the locality. Currently, over 80% of ethnic minority households in the commune have land for production and know how to cultivate wet rice; 90% of households use clean water for daily life. The entire commune has supported the construction of 120 new houses and the repair of 20 houses, including 23 ethnic minority households. The poverty rate in the commune has decreased steadily each year, averaging a reduction of 1% to 2% per year; by the end of 2025, the poverty rate will be reduced to 13.23%.
Creating livelihoods and expanding employment opportunities.
Recognizing that sustainable poverty reduction must be linked to production development and creating stable jobs for the people, Tuyen Lam commune has reviewed and facilitated access to production capital for poor and near-poor households. Accordingly, the procedures for borrowing policy loans are implemented openly and transparently, simplifying them to facilitate access for the people. Thanks to preferential loans, hundreds of households in the commune have been able to develop production, expand their businesses, and increase their income. Annually, the commune provides employment for approximately 450 workers, including over 231 who go to work abroad under contract. This approach has proven highly effective, helping many families increase their income and reinvest in production.
Particularly, given its characteristics as a mountainous commune, Tuyen Lam has identified the development of planted forest economy as one of its strengths. According to Doan Anh Tuan, Head of the Economic Department of Tuyen Lam commune: In recent years, the commune has effectively implemented the restructuring of the agricultural sector towards increasing added value and sustainable development, with the development of planted timber forests yielding high economic returns. Many mechanisms and policies have been integrated by the locality to support economic forest planting, promoting the transfer and application of advanced techniques in planted forest development, especially the planting of large timber forests.

The Resolution of the First Party Congress of the Commune, term 2025-2030, affirms: “Promoting democracy and the strength of national unity; accelerating the implementation of breakthroughs, innovation, and strong application of science and technology; mobilizing and utilizing all resources for comprehensive and in-depth development of agriculture and forestry; continuing to build brands for distinctive local products, integrating production with processing and product consumption.”
Leveraging the potential and strengths of the commune, accelerating economic development, and creating a strong transformation in socio-economic development; strengthening the management, protection, and development of forests, striving to achieve an annual forest exploitation and planting area of 200-250 hectares; maintaining forest cover at 88.13%, contributing to meeting the requirements for disaster mitigation, environmental protection, and effective response to climate change.
Accordingly, the orientation for 2030 is that the total planned area of the three types of forests in Tuyen Lam commune will be 22,335.67 hectares, of which 2,834.21 hectares will be planted forests. This represents a potential strength for Tuyen Lam to develop its economy in the forestry sector, especially planted timber and ecotourism, mitigate natural disaster risks, and support livelihoods for the people through forest protection contracts.
Despite facing many challenges, with strong political determination, the consensus of the people, and a practical approach, Tuyen Lam is gradually affirming its correct direction, aiming for sustainable poverty reduction, comprehensive socio-economic development, and improved living standards for its people.
