
Many outstanding achievements in various fields
On the afternoon of October 20, at the 10th session of the 15th National Assembly, Permanent Deputy Prime Minister Nguyen Hoa Binh presented a report summarizing the Government's work for the 2021-2026 term.
The report affirmed that, in the context of many unprecedented difficulties and challenges, the Government for the 2021-2026 term has been united, unified, acted resolutely, and excellently completed assigned tasks, leaving many outstanding marks.
During its term, the Government issued 116 programs and action plans, effectively implementing the Constitution and laws, ensuring discipline, order, decentralization and strong delegation of power according to the motto "locality decides, locality acts, locality is responsible".
Deputy Prime Minister Nguyen Hoa Binh stated that the Government has innovated its thinking on law-making in the direction of development creation, organized 45 specialized meetings on law-making, and submitted to the National Assembly for approval 180 laws, ordinances, and resolutions - the most ever.
The macro economy has been maintained stable and has high growth, bringing the economic scale from 346 billion USD (in 2020) to 510 billion USD in 2025, with an average income per capita of about 5,000 USD, putting Vietnam in the group of upper middle-income countries. The government has controlled public debt and inflation well, focused on disbursing public investment, expanding exports and increasing budget revenue.
The work of preventing and fighting the Covid-19 pandemic has been vigorously implemented, with an effective "vaccine diplomacy" strategy, free vaccination for the entire population, quickly moving to a state of "safe and flexible adaptation".

The Deputy Prime Minister said that social security received special attention, with 1.1 million billion VND (17% of total state budget expenditure) spent on social security policies; more than 334 thousand temporary and dilapidated houses were eliminated, completed 5 years and 4 months early. National target programs completed most of their targets; the multidimensional poverty rate decreased from 4.4% to 1.3%.
Strategic infrastructure development is breakthrough with 3,245km of highways and 1,711km of coastal roads completed by the end of 2025, along with key national projects such as Long Thanh airport and 500kV line 3. Digital infrastructure is strongly developed, bringing Vietnam's mobile internet speed into the top 20 in the world.
The fields of culture, education and health achieved many positive results: Human Development Index (HDI) increased by 18 levels, health insurance covered 95.2% of the population; tuition fees were exempted and reduced from the 2025-2026 school year.
Independence, sovereignty, and territorial integrity were maintained; security and social order were ensured. Foreign affairs were enhanced, and Vietnam's international prestige and position were consolidated. The Government also resolved many backlogged and weak projects, freeing up resources for development.
Continue to improve the apparatus, promote innovation and development

In organizational work, the Government effectively implemented the arrangement of two-level local government organization, building a "lean, compact, strong, efficient, effective, and efficient" apparatus to better serve the people.
Administrative reform has been promoted; the National Public Service Portal has become a centralized, single “one-stop shop”. The work of preventing and combating corruption, negativity, and waste has achieved many results; complicated complaints and denunciations have been promptly handled.
The Government has strengthened the protection of human rights, citizen rights, legal propaganda and education; promoted negotiations and signed 17 free trade agreements (FTAs) and more than 500 international cooperation agreements, and protected the rights of Vietnamese citizens abroad.
Reviewing the Government's work for the 2021-2026 term, Deputy Prime Minister Nguyen Hoa Binh assessed that in the context of many unprecedented difficulties and challenges, the Government has been united, unified, acted resolutely, and excellently completed assigned tasks, leaving many outstanding marks.
Accordingly, the macro-economy is stable, growth is maintained at a high level; social security is guaranteed, people's lives are constantly improved; institutions are strongly innovated; the "revolution" in streamlining the apparatus, making it streamlined, efficient, effective and efficient has been successfully implemented; strategic infrastructure has made breakthrough developments; national defense and security are maintained; the country's international position and prestige have been raised to new heights.
The Permanent Deputy Prime Minister affirmed that these comprehensive achievements have firmly consolidated people's trust, creating momentum and force for the country to develop rapidly and sustainably, firmly entering the new era.

In the coming time, to realize the two strategic goals of becoming a developing country with modern industry and high average income by 2030 and a developed country with high income following socialist orientation by 2045, Deputy Prime Minister Nguyen Hoa Binh stated that the Government will focus on 12 key tasks.
Including continuing to improve the organization, streamline the apparatus, and local governments at two levels; perfecting institutions and laws; promoting high growth associated with macroeconomic stability; developing science and technology, innovation, digital transformation; developing modern infrastructure; improving the quality of education and human resources; ensuring social security; protecting the environment; strengthening national defense and security; promoting foreign affairs, international integration, and preventing and combating corruption and negativity...
Affirming that in the 2021-2026 term, the Government and the Prime Minister have excellently completed the eight tasks assigned by the Constitution, on behalf of the Government and the Prime Minister, Permanent Deputy Prime Minister Nguyen Hoa Binh expressed his gratitude and hoped to continue receiving the leadership of the Party Central Committee, the coordination and companionship of the National Assembly, the Vietnam Fatherland Front and socio-political organizations, along with the sympathy and support of the people and overseas Vietnamese, as well as the support, cooperation and assistance of the governments and people of other countries, international organizations and friends around the world.
