With the regular guidance and support from the Party Committee, professional leaders, and mass organizations of the Vietnam Electricity Group (EVN), the Party Committee of Vinh Tan 4 Thermal Power Plant has strengthened political and ideological education for a large number of cadres, Party members, and workers in recent years. This has contributed to helping the unit complete its tasks of safe and stable electricity production; ensuring energy security and the socio-economic development of the country, including Binh Thuan province .

Divide the Party branch appropriately.

With the factory's management area dispersed across three distant locations in the two provinces of Binh Thuan and Ninh Thuan , it poses difficulties for Party branches in disseminating, organizing study sessions, and implementing directives and resolutions from the Central Committee and higher-level Party committees; as well as in internal political security and Party member management. Furthermore, the number of Party members in these units is too small and unevenly distributed; many leading officials in the factory's departments and workshops are not Party members, thus limiting their ability to effectively direct various aspects of work.

The factory's Party Committee is studying the 2024 thematic topic: "Learning and following Ho Chi Minh's thoughts, ethics, and style on building Vietnamese culture, people, and corporate culture."

However, according to the leadership of the Party Committee of Vinh Tan 4 Thermal Power Plant, by the second quarter of 2024, the number of Party members in the branches will be sufficient to separate the two previously merged branches, creating favorable conditions for leading and directing the implementation of the plant's political tasks. The plant's Party Committee has passed a resolution to split the two merged branches, with each branch being split into two. The total number of branches under the plant's Party Committee is 8; of which only one remains a merged branch of the Planning - Materials Department and the Finance - Accounting Department. Currently, the Vinh Tan 4 Thermal Power Plant Party Committee has 8 branches under its direct control, with a total of 64 Party members; including 53 full members and 11 probationary members. In addition, the plant's Party Committee has reorganized the Party Committee's support team. This separation has improved the effectiveness of the branches' operations, the leadership role, and the fighting capacity of the grassroots Party organizations in relation to professional tasks. This ensures appropriateness in scale, number of party members, nature of work, and fulfillment of political tasks. Through this, the factory's Party Committee can more frequently inspect, supervise, and evaluate the performance of its subordinate party branches.

Party members and factory workers receive training to improve their professional skills in electricity production.

The factory's Party Committee directed the full and timely dissemination of resolutions and directives from higher-level Party Committees, internal documents and information from the Central Propaganda Department, the Party Committee of the Central Enterprise Bloc, and the EVN Party Committee; regulations and guidelines from the Central Committee; and the factory's charter and regulations to all cadres, Party members, and employees. This was done through various information channels: the D-Office electronic office, the factory's internal information website, and regular meetings of the eight Party branches and political and social organizations. In addition, the factory built a professional communication team, initially establishing a part-time communication team to closely manage the factory's communication activities on social media.

On duty operating electricity production.

Simultaneously, the Party Committee directed the 8 subordinate Party branches to implement the 2024 thematic program "Studying and following Ho Chi Minh's thought, morality, and style on building Vietnamese culture, people, and corporate culture"; and Resolution No. 33-NQ/TW on "Building and developing Vietnamese culture and people to meet the requirements of sustainable national development." The "Four Good Grassroots Party Committee" and "Four Good Party Branch" models were implemented in Party committee and branch meetings. The 8 Party branches strictly maintained Party activities, gradually innovating and improving quality, linking them to the factory's production and business tasks. As a result, cadres, Party members, and workers had stable jobs, access to modern equipment, and participated in training courses to improve their professional skills and work capacity.

Enhancing the role of the head of the Party committee.

Fortunately, key leaders and heads of Party committees have consistently demonstrated exemplary conduct, matching words with actions, maintaining integrity, and fostering collective consensus, leading to practical results in production and business. This has strongly influenced and clearly shown positive changes from awareness to action throughout the entire Party organization. The self-awareness in cultivating and refining the ethics of cadres and Party members has contributed to building each grassroots Party organization and the Party committee into a clean and strong entity, successfully fulfilling the task of producing electricity for the national grid. This is a solid foundation for the unit to ensure stable operation of the transmission grid in the region, further strengthening its determination to successfully accomplish the assigned tasks in 2024. In the past year, the Party Committee of Vinh Tan 4 Thermal Power Plant successfully completed its tasks.

Reportedly, the total electricity production of the Vinh Tan 4 Thermal Power Plant in the first six months of this year reached 4,965.36 million kWh, achieving 89.68% of the dry season plan of 5,536.7 million kWh; and 43.86% of the annual plan of 11,324 million kWh assigned by EVN in 2024. Electricity production in the first six months of this year was 2,681.9 million kWh higher than the same period last year.
