Ministries, branches and localities focus on making breakthroughs to achieve and surpass 15 targets and goals for 2024.
At the regular Government meeting in November 2024, the Government issued Resolution No. 233/NQ-CP, requiring ministries, branches and localities not only to focus on making breakthroughs to achieve and exceed 15 targets and goals for 2024 but also to urgently deploy new, important and urgent tasks.
The goal is to create strong growth momentum and maintain a higher pace to successfully implement the 2025 socio-economic development plan.
Streamlining the state apparatus and ensuring consensus
The Government requests ministries, ministerial-level agencies, and agencies under the Government, according to their assigned functions, tasks, and authorities, to thoroughly grasp the contents of the orientation and plan, and the progress of the arrangement and streamlining of the Government's apparatus organization according to the requirements of the Central Steering Committee to summarize the implementation of Resolution No. 18-NQ/TW.
Units focus on propaganda work, creating consensus and unity in the process of reorganization; propose plans to perfect the organizational apparatus; do a good job of political and ideological work for cadres, civil servants, public employees and workers in the process of reorganization and streamlining the organizational apparatus; have solutions to resolve regimes, policies and issues related to personnel work.
Ministries, ministerial-level agencies, and agencies under the Government shall immediately establish a Steering Committee headed by the Minister or Head of the agency to direct the reorganization of the apparatus; focus on giving the highest priority to all resources to fully and comprehensively implement tasks, orientations, and plans in accordance with the completion schedule specified in the Orientation Plan for the reorganization and streamlining of the Government apparatus and the tasks assigned by the Central Steering Committee with the spirit of "if you can't do it, no matter how difficult it is, you must do it," "only discuss doing it, no retreat," "put aside personal interests for the common good."
Units urgently complete tasks related to organizational restructuring, including: Developing a summary report on the implementation of Resolution No. 18-NQ/TW; developing a project and plan to reorganize and consolidate the organizational structure according to the requirements and directions of the Central Steering Committee and the Government Steering Committee; developing a draft Decree stipulating the functions, tasks, powers and organizational structure of ministries and agencies after restructuring; reviewing the system of legal documents directly related to organizational restructuring; developing a Project to establish Party Committees of ministries, ministerial-level agencies, and Government agencies directly under the Government Party Committee, and drafting the Working Regulations of Party Committees and agencies according to a specific deadline in December 2024.
State Bank and macroeconomic solutions
One of the important issues in 2024 is monetary and credit policy management.
The State Bank of Vietnam will preside over and coordinate with relevant agencies to manage exchange rates and interest rates, while maintaining the stability of the monetary, foreign exchange, and gold markets.
Credit institutions will continue to reduce lending rates, focusing on production and business sectors, supporting economic growth drivers.
In addition, the State Bank will also manage credit growth, with a credit growth target of 15% in 2024.
Banks must deploy flexible credit products to serve consumer needs and investment in production and business development in the context of the economy still recovering from the pandemic and other difficulties.
Ensuring energy security and sustainable agricultural development
With a key role in economic development, the Ministry of Industry and Trade will preside over and coordinate with agencies and localities to implement solutions to ensure national energy security. In the context of a strong economic recovery, providing enough electricity and gasoline for production, business and consumption is an important factor. The Government also requested the Ministry of Industry and Trade to preside over proposing plans to restart the Ninh Thuan Nuclear Power Project, an important project approved by the National Assembly.
Along with that, the Ministry of Agriculture and Rural Development will continue to preside over and coordinate with localities and relevant agencies to promote green, clean and sustainable agricultural production. In 2024, the goal is to develop high-quality agricultural production, ensure national food security and boost exports. The Ministry of Agriculture will also effectively implement the Project to develop 1 million hectares of high-quality rice in the Mekong Delta and promptly respond to the risks of drought and saltwater intrusion.
Promote consumption and develop domestic market
The Ministry of Industry and Trade shall preside over and coordinate with agencies and localities to proactively and drastically implement solutions to ensure national energy security, provide sufficient electricity and gasoline for production, business and consumption, and absolutely prevent supply shortages in any situation.
The Ministry shall preside over and coordinate with the Ministry of Foreign Affairs and relevant agencies to urgently propose the implementation of tasks related to the restart of the Ninh Thuan Nuclear Power Project according to the policy approved by the National Assembly at the 8th Session.
The Ministry of Agriculture and Rural Development shall preside over and coordinate with agencies and localities to strengthen management, monitoring and forecasting of agricultural production, direct the promotion of green and clean agricultural production, improve quality and food safety, both ensuring national food security and promoting effective exports.
The Ministry effectively implemented the Project on sustainable development of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta, while proactively responding early to the risk of drought and saltwater intrusion.
Social security and people protection
Ministries, agencies and localities, according to their assigned functions, tasks and authorities, shall synchronously and effectively implement solutions to stimulate consumption in each locality and nationwide; actively promote the implementation of the Campaign "Vietnamese people prioritize using Vietnamese goods", promote the distribution of goods through digital platforms and e-commerce.
The Ministry of Industry and Trade shall preside over and coordinate with agencies and localities to actively organize nationwide promotional programs at the end of the year and the Lunar New Year 2025; strengthen connections and distribution of OCOP products, bring goods to remote areas and industrial parks; synchronously and effectively implement solutions to open up the domestic market, linking production with distribution and consumption to promote the consumption of domestically produced goods.
The State Bank of Vietnam directs credit institutions to promote lending to serve production, business, and consumer needs at the end of the year and the Lunar New Year 2025; research and develop credit products and banking services specifically for the consumer sector, creating favorable conditions for people and businesses to access loans to promote consumption and economic development.
The Government assigned ministries, agencies and localities to fully, promptly, effectively, publicly and transparently implement social security policies, take good care of people's lives, especially those with revolutionary contributions, policy families, people in difficult circumstances, poor households, localities affected by natural disasters, epidemics, remote areas, border areas, islands, ethnic minority areas, ensuring that every household and every person has the conditions to enjoy Spring and celebrate Tet./.
