Focus on investing in key universities to have the top school in Asia

Discussing in the afternoon group on May 22, National Assembly Deputy Nguyen Lan Hieu (Gia Lai) said that in order for Vietnam to have leading higher education institutions in Asia, it is necessary to focus on investing in key universities and the draft Law on Higher Education (amended) must reflect this orientation.

On the afternoon of October 22, Group 5, including the National Assembly Delegation of Gia Lai province and the National Assembly Delegation of Thai Nguyen province, discussed the draft Law amending and supplementing a number of articles of the Law on Education ; the draft Law on Higher Education (amended) and the draft Law on Vocational Education (amended).

At the discussion session, National Assembly member Nguyen Thanh Hai ( Thai Nguyen ) said that recently there has been an "explosion" in the number of schools and students studying health professions. In the period 2015 - 2020, the country established 20 more schools, with an increase of 15 - 20% of students each year. Previously, the entrance score for the medical profession was very high, but now it has been significantly relaxed, raising concerns about the quality of training.

Believing that practice is a very important factor in training doctors, National Assembly member Nguyen Thanh Hai raised the question: With the number of schools and students increasing rapidly as it is today, will the facilities and practice hospitals be able to meet the demand in time to ensure the quality of training?

National Assembly Deputy Nguyen Lan Hieu (Gia Lai) said that currently many schools do not have their own practice hospitals and must sign contracts with medical facilities to send students for internships. Meanwhile, in countries like France, medical universities are all attached to hospitals.

National Assembly Deputy Nguyen Lan Hieu proposed building an investment policy to develop a chain of excellent practice hospitals, becoming leading hospitals in training, scientific research, treatment of difficult diseases and technology transfer.

Regarding other contents, National Assembly Deputy Ly Tiet Hanh (Gia Lai) requested the drafting agency to ensure consistency and unity between the three draft laws as well as with related laws such as the Law on Science, Technology and Innovation; Law on Data; Law on Civil Servants... and other draft laws presented at this session. The delegate also conveyed the voters' recommendations, hoping that the legal system on education would ensure long-term stability, creating a solid foundation for the development of the sector.

Commenting on the draft Law on Higher Education (amended), delegates emphasized the need to supplement policies to detect, nurture and support good and excellent students, and at the same time have a mechanism to attract Vietnamese students studying abroad and Vietnamese people living abroad to return to work, research and teach, thereby promoting the role of universities in training and using high-quality human resources.

Regarding student support policies, delegates expressed many concerns about housing and dormitories, especially for students studying far from home. Delegates proposed to develop policies to develop dormitories and student housing systems, ensuring minimum conditions for students to study and practice with peace of mind.

According to National Assembly member Ly Tiet Hanh, it is necessary to pay attention to investing in developing the network of Vietnamese universities towards international integration. Currently, the number of Vietnamese students studying abroad is very large, causing the State and their families to pay significant costs, while in many countries, universities are both training places and academic tourism centers, creating a large source of income for the economy.

According to the delegate, Vietnam has the conditions to develop large-scale, high-quality universities that can attract international students to study and research. The delegate recommended issuing policies to support the formation of a regional university system, contributing to improving the quality of education and promoting Vietnam's image in the international arena.

Resolution 71-NQ/TW on breakthroughs in education and training development sets the target that by 2030, Vietnam will have at least 8 higher education institutions in the top 200 universities in Asia and at least 1 institution in the top 100 universities in the world according to prestigious international rankings.

Expressing his belief in this goal, National Assembly Deputy Nguyen Lan Hieu affirmed: “We can do it.” He proposed focusing on investing resources in a number of key universities, instead of “moving forward in a horizontal line”, to build educational institutions with real influence in the region and the world, and at the same time suggested institutionalizing this content right in the draft Law on Higher Education (amended).
