Minister of Education and Training talks about the new set of textbooks to be applied from the next school year

(Dan Tri) - According to Minister Nguyen Kim Son, the Ministry is developing a project on a new set of textbooks and will soon ask for the General Secretary's opinion, then submit it to the Prime Minister for approval, trying to have a plan by November.

On the afternoon of October 22, the National Assembly discussed in groups the draft Law on amending and supplementing a number of articles of the Law on Education ; the draft Law on Higher Education (amended); and the draft Law on Vocational Education (amended).

The Ministry of Education and Training is developing a project for a common set of textbooks.

National Assembly Delegate (NAD) Nguyen Anh Tri (Hanoi) expressed concern about the issue of a common set of textbooks to be used from the next school year, but in such a short time, will the Ministry of Education and Training (MOET) be able to do it in time?

Speaking at the group, Minister of Education and Training Nguyen Kim Son said that National Assembly deputies should not worry about this issue, because the Ministry is developing a project, which includes specific plans.

Regarding the new textbooks, Minister Nguyen Kim Son said he would ask for the General Secretary's opinion, then submit it to the Prime Minister for approval and try to have a plan by November. "I affirm that it will be on time," said Minister Nguyen Kim Son.

After the speech of the Minister of Education and Training, delegate Nguyen Anh Tri said that he was very reassured and excited to hear the Minister speak. However, the delegate noted that if using the textbooks in the textbooks currently in use, he should be very careful because "there are many errors".

Mr. Tri said that this issue is not something that the National Assembly delegates have just raised. Previously, many delegates had spoken, of which the one who spoke the most was delegate Nguyen Thi Kim Thuy (Da Nang).

He said he recently met with delegate Kim Thuy and discussed this issue, but delegate Kim Thuy was "bitter" because after speaking, someone stood up and said there would be an appendix to receive and edit, but then no edits were made. The delegate asked the Minister of Education and Training to pay more attention to this issue.

Emphasizing that "textbooks with errors are taboo", delegate Nguyen Anh Tri said that his nephew was able to buy a set of textbooks to study, but when he read a folk song in the book, "there was a wrong word". He said that at that time, he "shed tears".

Suggest specific guidance on selecting and using textbooks

Supporting the State to provide a set of textbooks for nationwide use, delegate Ma Thi Thuy (Tuyen Quang) requested clarification on whether this set of textbooks is "mandatory for nationwide use or just a standard set of textbooks compiled and distributed for free by the State", while other sets of textbooks are free to choose from.

"The Government is requested to provide specific guidance on the mechanism for selecting and using textbooks, avoiding rigid application that causes confusion and waste when investing in different sets of textbooks according to the current program," delegate Thuy suggested.

Regarding textbook appraisal, the draft law stipulates that the Minister of Education and Training shall establish a National Council for textbook appraisal for each subject and educational activity at each level and class for appraisal.

This regulation, according to Ms. Thuy, is "completely appropriate", but delegates suggested that there be regulations to ensure independence and transparency in the appraisal process to avoid the situation of both management and appraisal.

"There should be clear standards for council members and priority should be given to experts and experienced teachers who have no interests related to publishers," Ms. Thuy stated her opinion.

Regarding this issue, delegate Nguyen Huu Thong (Lam Dong) said that the agreement to provide a set of textbooks is in line with the Party's wishes and the people's wishes.

"However, there is an issue related to socialization, it is necessary to determine which stage to socialize, the issue of drafting, printing or distribution. Recently there have been many incidents in book distribution and printing, so it is necessary to consider socialization and general printing to determine which stage is appropriate to socialize," Mr. Thong commented.

Delegate Duong Khac Mai (Lam Dong) said that it is necessary to study fundamental solutions to the use of textbooks, to avoid the situation where a generation of students is tested but then abandoned. Along with that, it is necessary to study a set of books for this generation and the next to reuse, not wasting the country's resources and creating a burden for the people.
