The conference was held in person and online to nearly 2,100 connecting points, which are Party committees directly under Provincial Party Committees, City Party Committees, and Party committees directly under the Central Government.
Reporting on the situation and results of Party building work in 2025, comrade Hoang Dang Quang said that in 2025 and the 13th Congress term, the entire Party building organization sector has closely followed the Resolution of the 13th Party Congress, the resolutions of the Central Committee and Party committees at all levels, implemented tasks with the highest political determination, and successfully completed a huge amount of work; including many very new, sudden, complicated, sensitive, unprecedented, and especially important tasks of the Party.
Notably: Advising on the drastic implementation of the arrangement and streamlining of the apparatus in a comprehensive, thorough, extensive and synchronous manner throughout the country on the largest scale in modern history, exceeding the targets set by Resolution No. 18-NQ/TW by 2030; contributing to creating a new strategic and long-term development model; coordinating to advise and direct the successful organization of party congresses at all levels for the 2025-2030 term, completing early and achieving good results, making an important contribution to the preparation work for the 14th National Party Congress; advising on the promulgation of the Personnel Work Orientation for the 14th National Party Congress; planning the Central Executive Committee, Politburo , and Secretariat for the 14th term; In particular, the introduction of personnel to participate in the Central Executive Committee, Politburo, Secretariat, and Central Inspection Commission of the 14th term must ensure caution, thoroughness, strictness, democracy, objectivity, and a very high consensus within the Politburo, Secretariat, and Central Executive Committee of the Party.
Comprehensively, synchronously and effectively deploy all aspects of Party building and organization work; of which, 143 projects and tasks assigned by the Central Executive Committee, the Politburo and the Secretariat have been completed (44 projects more than the previous term, the term with the largest number of projects since the 11th term to date); in 2025 alone, the Central Organizing Committee advised on the completion of a large number of projects, accounting for 40.5%, and the Organizing Committees of Party Committees directly under the Central Committee advised on the completion of 58% of the total number of projects for the entire term.
There have been many innovations in personnel work, contributing to the development of a team of cadres at all levels that gradually mature and meet the requirements of the task. Timely completion and supplementation of key leaders of agencies, localities, units and senior levels of the Party, meeting the requirements of the task and proactively preparing personnel for the 14th Congress.
In particular, for the first time, the arrangement of 100% of provincial and municipal Party Committee Secretaries and Chairmen of Provincial and Municipal People's Committees who are not local people has been completed. The consolidation and building of grassroots Party organizations and improving the quality of Party members have been increasingly in-depth and have had many positive changes. Actively arranging the organizational apparatus, streamlining the payroll, restructuring the staff of the Party building organization sector after mergers and consolidations; innovating working methods, styles, routines and manners; improving the quality of advisory work; promoting the application of information technology, digital transformation in leadership, direction, management, and work organization.
At the conference, delegates exchanged, discussed, shared experiences, good practices from practice, and proposed and recommended focusing on groups of issues on organizational structure, staffing and job positions, operating the 2-level local government model; work on building and consolidating party organizations and improving the quality of party members; some new points in regulations on personnel work; internal political protection work...; and at the same time agreed on groups of solutions and tasks for 2026.
Sharing some experiences in the work of reorganizing the apparatus of the political system and leadership, Deputy Minister of Home Affairs Truong Hai Long presented 6 lessons, including "taking the people as the center" in reorganizing the apparatus; consistent and unified leadership and direction of the Central Government; consensus of the entire political system; institutions that are one step ahead, both timely and synchronous; strong decentralization, closely linking responsibility and controlling power; provincial level strengthening autonomy and self-responsibility, commune level being the frontline, important... All are aimed at the principle of consistency, all reforms in organization and operation are aimed at the people, for the people and based on the people.
Speaking at the conference, on behalf of the Politburo and the Secretariat, Standing Secretary of the Secretariat Tran Cam Tu highly appreciated and commended the results of the Party building organization sector in 2025 and since the beginning of the term.
He emphasized that 2025 will be a year of many important events for the country, in which the central task directly related to the Party building organization sector is to participate in serving and successfully organizing the 14th National Party Congress. The entire Party, the entire people and the entire army are striving to successfully implement the Resolution of the 13th National Party Congress and best prepare for the 14th National Party Congress.
Recalling the three questions that General Secretary To Lam had raised for the Party building organization sector, namely, how to make the Party apparatus and the State apparatus operate effectively, efficiently, and effectively; so that the cadres are enlightened, dedicated, and responsible for the country, the people, and the Party's cause; what must be done to make cadre work truly "the key of the key" as our Party has determined, the Standing member of the Secretariat requested the Party building organization sector to evaluate and verify the results that have been achieved.
Regarding the direction and tasks for the coming time, he suggested that the entire Party building organization sector focus on advising on preparing well the personnel content and necessary conditions to successfully organize the 14th National Party Congress; coordinate in preparing for the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term, creating an important premise for building and perfecting the State apparatus for the new term, contributing to the successful implementation of the Resolution of the 14th National Party Congress, right from the first year of the new term.
Focus on completing and effectively implementing the new organizational model, including urgently advising on reviewing, supplementing and perfecting the institutions, functions and tasks of agencies, units and organizations in the political system to ensure smooth and synchronous operations; effectively implementing the decentralization and delegation mechanism between the Central and local levels in conjunction with enhancing the capacity for autonomy, self-determination and self-responsibility of localities; guiding and supporting localities to effectively perform decentralized and delegated tasks, especially improving the capacity for implementation; promoting administrative reform to ensure effectiveness and suitability with the 2-level local government model; strengthening inspection and supervision, promptly detecting and resolving difficulties, obstacles and newly arising issues; Continue to advise on the reorganization of the apparatus, focusing on reviewing and streamlining organizations within agencies and units of the political system to ensure effective, efficient, and smooth operations to serve the people and society well, meeting the requirements of national development in the new period.
The Standing Member of the Secretariat noted that the Party building organization sector should advise on timely, effective and synchronous implementation of the institutional framework for personnel work; in particular, focus on strictly implementing newly issued regulations, especially in the assessment, training and use of cadres, ensuring democracy, publicity, impartiality and objectivity in accordance with the policy of "in, out", "up, down"; well implement the policy of encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common interest. Pay attention to discovering, training, fostering and promoting talents, attach importance to building a team of scientific and technical cadres, female cadres, young cadres, ethnic minority cadres, state-owned enterprise management cadres, strategic-level cadres and grassroots-level cadres (communes, special zones); increase cadres for difficult areas and key fields; promptly replace, resign, or dismiss irresponsible, low-prestige, and incompetent officials without waiting for the end of their term or appointment; strengthen control over power and resolutely overcome shortcomings in personnel work.
Timely review, amend, supplement, perfect and well implement the functions, tasks, powers, responsibilities and working relationships of all types of grassroots party organizations. Build a comprehensive and strong grassroots political system. Continue to innovate the quality of party cell activities; improve the quality of party members, the quality of admission work and party member management. Continue to strengthen internal political protection work; link internal political protection work with the management of cadres and party members.
Comrade Tran Cam Tu suggested that Party committees and organizations at all levels pay utmost attention to reasonable policies and regimes, take care of material and spiritual life, and create favorable conditions for cadres, civil servants, public employees, and workers working in Party organization and building to successfully complete their assigned tasks. The workload ahead for the Party organization and building sector is very heavy and urgent, requiring great responsibility and great effort.
He deeply believes that the Party building organization sector will continue to strengthen solidarity and unity, make efforts, and complete assigned tasks with the highest quality and efficiency, contributing to the successful organization of the 14th National Party Congress and the successful completion of goals and tasks according to the Work Program for the entire term and 2026.
On behalf of the Party building organization sector, receiving the direction of the Standing member of the Secretariat, Head of the Central Organization Committee Le Minh Hung, suggested that the entire sector concentrate its highest intelligence and responsibility to advise on the preparation and successful organization of the 14th National Party Congress, especially the personnel work to report to the Politburo to present at the upcoming 15th Central Conference; draft the Political Report (content on Party building), the Summary Report on 15 years of implementing the Party Charter and Working Regulations, Election Regulations to present to the Congress; coordinate well in preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
Continue to advise on the operation of the political system's organization and apparatus to ensure smoothness and synchronization, meeting the requirements and tasks of national development in the new period. Seriously implement regular and quarterly assessments of cadres, especially the end-of-year assessment in 2025, as a basis for classifying the level of task completion for cadres, considering and deciding on transfers and other work arrangements for cadres with violations, shortcomings or failure to fulfill assigned duties and tasks, ensuring strict and substantial implementation...
Comrade Le Minh Hung noted that many contents under the direction of the General Secretary have been focused on and have achieved initial results, however, there are still many things that need to be focused on and implemented effectively in the coming time.
Regarding the recommendations of provincial, municipal, and central party committees, in 2025, the Central Organizing Committee organized conferences to disseminate and implement new documents on Party building and organization; at the same time, chaired and coordinated with the Ministry of Home Affairs to discuss and respond to 250 recommendations and proposals from localities and units.
At the conference, the leaders of the Central Organizing Committee announced the commendation decisions, including awarding the Emulation Flag of the Party building organization sector to 5 collectives; awarding Certificates of Merit of the Head of the Central Organizing Committee to 13 collectives and 41 individuals with outstanding achievements in 2025.
