
On the morning of October 22nd, during discussions at Group 13 (National Assembly Delegation of Son La and Vinh Long provinces), delegates gave their opinions on the draft Law on Civil Aviation of Vietnam (amended) and the draft Law on Public Employees (amended).
Adding regulations on low-altitude aviation.
According to delegate Hoang Thi Doi (Son La), amending the Vietnamese Civil Aviation Law is essential to institutionalize the Party and State's guidelines and policies, while also addressing shortcomings and promoting the development of the civil aviation industry.

Delegates suggested adding regulations on "low-altitude air transport operations" and "operations of aircraft serving official duties" to accurately reflect the reality and development trends such as flying taxis or unmanned aerial vehicles.
Accordingly, it is necessary to clarify the concept of low-altitude air transport, including specifying altitude limits to avoid overlapping with existing regulations related to airspace management. At the same time, delegates proposed adding a regulation prohibiting the use of devices that jam GPS and radar signals in airspace, as this behavior can seriously endanger flight safety.
Delegates also proposed a mechanism for "administrative detention of aircraft" to handle emergency situations or serious violations of safety and security. This is a necessary measure to ensure deterrence and prevent violations.
To attract investment and promote socio -economic development in disadvantaged areas, delegate Hoang Thi Doi proposed adding a special mechanism for airports in remote, rural, and island regions. Tax and fee incentives or state budget support would create motivation for businesses to invest. Furthermore, it is necessary to clearly define the competent authority for selecting and approving airport project investors to avoid overlapping responsibilities and ensure investment progress and efficiency.

Delegate Thach Phuoc Binh (Vinh Long) emphasized the importance of issuing technical standards for cybersecurity in the operation system, passenger data, and digital aviation infrastructure, in order to protect information and ensure safety. The delegate proposed developing a specific roadmap for the sustainable use of aviation fuel, aiming for at least 10% for international flights.
We propose adding policies to attract talent in priority sectors.
During discussions on the draft Law on Public Employees (amended), many delegates offered important suggestions aimed at improving management efficiency and attracting talent in the public sector.

Representative Trinh Minh Binh (Vinh Long) emphasized the risk of overlapping responsibilities in management when civil servants undertake supplementary contracts. He proposed clear regulations on reporting and obtaining permission when signing external contracts to avoid conflicts of interest and ensure civil servants prioritize their primary duties. He also suggested coordination between the Ministry of Interior and the Ministry of Education and Training to develop a robust management mechanism.

Emphasizing the importance of transparent control when officials participate in external contracts, delegate Tran Quoc Tuan (Vinh Long) proposed clearly defining the responsibilities of leading officials to avoid neglecting their main duties.

Concerned about talent attraction policies, delegate Dinh Cong Sy (Son La) proposed adding policies to attract talent in priority areas such as semiconductor technology. According to the delegate, Article 21 of the draft on attracting high-quality human resources does not specifically regulate the types of contracts, salaries, and benefits. Improving these policies will contribute to retaining talent in the public sector.
Delegate Thach Phuoc Binh proposed adding a special recruitment process for outstanding individuals or skilled experts from abroad to enhance the pool of high-quality human resources.
At the same time, it is suggested that the boundary between strikes and other forms of public petitioning and criticism be clarified in accordance with the law. This will help protect the legitimate rights of public employees without affecting the overall operation of the public service unit.
