Implementing the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the 2021-2025 period, up to now, sectors and levels have basically completed the development of mechanisms and policies for management and organization of program implementation; a number of target groups have been basically completed; the results of disbursement of public investment capital for the 2021-2025 period have been quite good. In addition to the achieved results, the implementation of ethnic work and ethnic policies still has shortcomings and limitations that need to be focused on overcoming in the coming period. Ethnic minority and mountainous areas in the Central Highlands are still difficult areas of the country; the poverty rate is high; socio-economic infrastructure is still poor (especially the transportation, telecommunications, electricity, irrigation systems, etc.); the number of people accessing social services is still low. Besides, the work of developing and promulgating a number of projects, mechanisms and policies is still slow compared to the proposed plan and practical requirements.
The implementation of national target programs for the 2021-2025 period in ethnic minority and mountainous areas of the Central Highlands, although improved, has not yet met requirements; the disbursement rate of capital to implement the 3 programs is still low, especially career capital. In the work of building mechanisms and policies, it is necessary to thoroughly grasp the characteristics of ethnic minority and mountainous areas (issue easy-to-understand documents, specific and meticulous instructions); be suitable for beneficiaries and implementing subjects; ensure timeliness and meet practical requirements.
All levels and sectors also need to review and propose to competent authorities appropriate training and human resource development policies for ethnic minority and mountainous areas. Localities must balance training and development policies with the arrangement and use of management staff and human resources in general. In this work, it is necessary to focus on and have specific and feasible solutions to improve the implementation capacity of the entire ethnic work management system and ethnic policies from the central to local levels; consolidate the staff and strengthen training, fostering, and improving qualifications and capacity to meet the requirements of tasks in the coming period...
