After the Prime Minister issued a decision approving the Adjustment of the Master Plan for the Construction of Van Phong Economic Zone (EZ) to 2040, with a vision to 2050, the Management Board of Van Phong EZ has focused its efforts on planning 19 functional sub-zones in the EZ. The unit strives to have all 19 functional sub-zone plans approved by competent authorities by the end of 2024, serving as a basis for attracting investment and developing the economy in the region.
Strive to complete zoning planning by the end of 2024
According to the report of the Van Phong Economic Zone Management Board, currently, 4 zoning plans as a basis for implementing key projects in the North Van Phong area have been completed by the unit and are being submitted for appraisal, including: Hon Lon Island Eco-tourism Area (sub-zone 1); Khai Luong Mountain Tourist Area (sub-zone 2); Dam Mon Seaport - Urban Center (sub-zone 3) and Co Ma - Tu Bong Urban Tourism Area (sub-zone 8). During the implementation process, the board has coordinated to collect opinions from the community and relevant agencies and units according to regulations; at the same time, it has worked with the Provincial Union of Science and Technology Associations to collect opinions from experts and scientists on these planning plans. After receiving explanations and completing the planning documents, the board will continue to advise the Provincial People's Committee to collect opinions from the Ministry of Construction . It is expected that these 4 planning plans will be submitted to the Provincial People's Council for approval and the Provincial People's Committee for approval by the end of this year.

For 8 sub-zones that have been approved for planning tasks, including: Vinh Yen - Mui Da Son urban and tourism area (sub-zone 4); Tuan Le - Hon Ngang urban, commercial and service area (sub-zone 5); Ninh Hai - Doc Let urban and tourism area (sub-zone 14); Tay Ninh An industrial urban service area (sub-zone 15); Northeast Ninh Hoa urban and residential service area (sub-zone 16); North Hon Heo urban and industrial area (sub-zone 17); Ninh Hoa central urban service area (sub-zone 18); Nam Van Phong industrial and seaport functional area (sub-zone 19), the Management Board of Van Phong Economic Zone is preparing the survey task and making the project estimate of the sub-zones to submit for funding. For Diep Son Island tourist area (sub-zone 6); Van Gia urban area and surrounding areas (sub-zone 11), the board has completed the planning task and submitted it to the Department of Construction for appraisal. The remaining 5 zoning plans will be implemented by the board in 2024, including: Dai Lanh Eco-Urban Area (Zone 7); Tu Bong Western Mountain Eco-Tourism Area (Zone 9); Van Gia Western Mountain Eco-Tourism Area (Zone 10); Nam Van Gia Urban Area (Zone 12); Van Hung Industrial and Urban Service Area (Zone 13). It is expected that the planning task will be submitted for appraisal and approval in the first quarter of 2024 and the planning will be submitted for appraisal and approval in the fourth quarter of 2024.
Focus on attracting investment
Speaking to reporters, Mr. Trinh Quoc Hong - Head of Planning and Construction Department, Van Phong Economic Zone Management Board said that according to the plan of the Provincial People's Committee, in 2023, the board must deploy the preparation, submission for appraisal and approval of the planning of 12 sub-zones. However, the simultaneous implementation of sub-zone plans with an area of thousands of hectares with a workload of many steps, including contents according to regulations that cannot be shortened in time, such as: Collecting opinions from the community; collecting opinions from agencies, bidding and consulting organizations; collecting opinions from the Ministry of Construction (regulations stipulate that sub-zone plans of 200 hectares or more must obtain opinions from the Ministry of Construction)... and arising work also affects the progress of planning implementation. Therefore, the Management Board of Van Phong Economic Zone has advised the Provincial People's Committee to adjust the plan to focus on submitting for approval 4 completed zoning plans in 2023. The zoning plans that have been approved will be submitted for approval in early 2024. With the timely direction of the Provincial Party Committee and the Provincial People's Committee; the efforts and focus of the consulting unit; the coordination of agencies and units in the province and the Ministry of Construction, up to now, the steps to implement the zoning plan in Van Phong Economic Zone have basically met the progress according to the plan of the Provincial People's Committee. It is expected that by the end of 2024, the planning of all 19 zoning plans in Van Phong Economic Zone will be approved to serve as a basis for calling for and attracting investment.
Mr. Nguyen Trong Hoang - Head of Van Phong Economic Zone Management Board said that in the coming time, the board will focus on attracting investment in many fields. In particular, for the construction of innovation centers, information technology, biotechnology, marine medicinal herbs and marine ecology, the investment capital scale of each project must be from 1,500 billion VND or more. For investment in construction and business of commercial and financial centers, each project must have an investment capital scale of 12,000 billion VND or more. For investment in construction and business of urban areas, each project must have a land area of 300 hectares or a population of 50,000 people or more. In addition, the clean energy industry, processing industry, high-tech manufacturing, precision mechanics, oil and gas processing, electronics, and healthcare service areas in Van Phong Economic Zone also only attract projects with an investment capital scale of more than 6,000 billion VND.
According to Mr. Hoang, in order to attract investment into Van Phong Economic Zone in accordance with the spirit of Resolution No. 09 of the Politburo on building and developing Khanh Hoa province to 2030, with a vision to 2045 and Resolution No. 55 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Khanh Hoa province, the implementation of the zoning plan for the construction of functional areas in Van Phong Economic Zone is very important for attracting investment into the economic zone. In the South Van Phong area, a number of large-scale industrial projects have been and are being implemented. Currently, there are many large enterprises interested in investing in Van Phong Economic Zone, such as: Sun Group Corporation, Flamingo Holding Company, SSI Joint Stock Company, Phuong Dong Petroleum Joint Stock Company, Shinec Joint Stock Company, Tan Cang Saigon Joint Stock Company, Trung Nam Construction Investment Joint Stock Company, Sonadezi Corporation, Becamex Corporation, VISHIP... The Provincial People's Committee has planned to select investors for 2 key projects and 9 large projects in Van Phong Economic Zone.
On March 27, the Prime Minister issued Decision No. 298 approving the adjustment of the master plan for the construction of Van Phong Economic Zone until 2040, with a vision to 2050. According to the plan, Van Phong Economic Zone has a total area of about 150,000 hectares. Of which, the water surface is about 79,178 hectares, the mainland and islands are about 70,822 hectares. The scope includes the entire natural area of the communes: Van Thanh, Van Tho, Dai Lanh, Van Phuoc, Van Binh, Van Long, Van Khanh, Van Thang, Van Phu, Van Luong, Van Hung and Van Gia town (Van Ninh district); wards: Ninh Hiep, Ninh Giang, Ninh Da, Ninh Thuy, Ninh Diem, Ninh Hai and communes: Ninh An, Ninh Tho, Ninh Phuoc (Ninh Hoa town). The plan is oriented to 2030, the population is about 350,000 - 380,000 people; By 2040, the population will be about 500,000 - 550,000 people. The planning aims to turn Van Phong EZ into a dynamic, smart economic center, with a connection between socio-economic development and ensuring security and defense, contributing to making Vietnam a strong maritime nation, with sustainable development and prosperity.
