From the beginning of 2025, Bac Lieu has built an economic growth scenario of 9%, along with that, issued a plan to assign departments, branches and localities to build their own growth scenarios. However, looking back at the first quarter of 2025, the province's economy still has a series of difficulties and challenges and has not created breakthroughs to contribute to growth such as: the growth rate of total product in the province increased by 6.39% (not reaching the growth target in the first quarter of 6.5%); the industrial - construction sector only reached 96.59% compared to the same period; wind power plants have joined the AGC system, limiting the ability to transmit to the grid, so electricity output has decreased sharply (commercial electricity decreased by 4.2%, wind power decreased by 21.42%, solar power decreased by 7.4% compared to the same period); The disbursement rate of public investment capital is low, reaching 9.19% and Bac Lieu has not attracted new investment projects in the area...

Entering April 2025, the economy has slightly improved; industries and sectors have developed and increased quite well compared to the same period such as: aquatic product output increased by 6.87%, total retail sales of goods and service revenue increased by 8.25%... However, compared to expectations, it is still quite low. The progress of disbursement of public investment capital is still low compared to the assigned plan and the plan to implement the 9% economic growth scenario of the province. The main reason is that some projects to renovate and repair the headquarters of agencies and units have stopped at the investment preparation stage due to the implementation of the project to continue to arrange and streamline the organizational apparatus, leading to the lack of capital allocation plan. The merger of departments and sectors leads to a change in investors, so the disbursement procedures are slow, payment and settlement work is interrupted...
DETERMINEDLY PERFORM ECONOMIC DEVELOPMENT TASKS
To solve current difficulties and achieve high growth, the Provincial People's Committee directs sectors and localities to urgently and resolutely carry out socio-economic development tasks and goals. In particular, continue to focus on key tasks such as: Promoting economic restructuring, renewing the growth model until 2025 and orientation to 2030. Restructuring production and service sectors towards modernization, improving productivity, quality and efficiency. Promoting the strong development of digital economy, digital society, green economy, circular economy, e-commerce, new and effective business models. Strengthening the mobilization and effective use of all resources to serve socio-economic development. Continuing to promote and improve the quality of communes that meet the criteria of advanced new rural areas, exemplary in the direction of quality and sustainability, gradually narrowing the development gap between urban and rural areas.
Along with that, promote the development of key and breakthrough industrial products such as renewable energy, electricity, and seafood processing industries. Focus on site clearance and investment promotion to call for and attract industrial production projects to invest in the province's planned industrial parks and clusters. Urgently implement new wind power projects by 2030 according to the Power Plan VIII and the Power Plan VIII Implementation Plan. At the same time, monitor and propose to the Central Government to supplement power source projects in the province to update and adjust the Power Plan VIII (wind power projects for export). Resolutely implement measures to promote the export of goods in a sustainable manner, as a driving force for the province's economic growth. Strengthen trade promotion to expand the market for local goods (seafood, rice, salt and OCOP products); Take advantage of national support programs and opportunities from Free Trade Agreements to expand export markets; exploit new and potential markets, Middle Eastern and African markets... Develop the domestic market and implement solutions to encourage consumption; increase the organization of fairs and markets to bring Vietnamese goods to serve rural areas...
