The Prime Minister stated that through the reports of the Vietnam Fatherland Front, the verification reports of the National Assembly agencies, the discussions in groups, in the hall and the National Assembly's questioning sessions, the National Assembly deputies, with their experience, had many opinions, assessments, analyses, sharing, and profound contributions of intelligence, enthusiasm, and practicality with a constructive spirit and high responsibility on the socio-economic situation of our country and the implementation of the National Assembly's thematic supervision and questioning resolutions in recent times.

Prime Minister Pham Minh Chinh said that most opinions highly appreciated the drastic participation of the entire political system, the support of the National Assembly, the efforts of the Government, all levels, sectors and localities in directing and operating the Government, and the important and quite comprehensive results in all fields, in the context of the world and domestic situation with many difficulties and challenges, contributing to consolidating and strengthening people's trust in the Party and State, enhancing the prestige and position of Vietnam in the international arena.

Along with affirming that the results achieved are fundamental, many National Assembly Deputies have accompanied the Government, frankly pointed out the limitations and shortcomings, and contributed to suggesting to the Government, ministries, branches and localities important, feasible and practical orientations and solutions in all fields. The Prime Minister respectfully thanked, listened to and seriously accepted the opinions of National Assembly Deputies and voters nationwide.

Reporting on a number of issues of interest to National Assembly deputies, compatriots and voters nationwide, the Prime Minister said that, regarding the socio-economic update, at the beginning of the session, the Government reported to the National Assembly on the assessment of the socio-economic development results in the first 9 months and the forecast for the whole year of 2023. The socio-economic situation continued to trend positively, achieving important results in all fields, inflation continued to be controlled, the average CPI in 10 months increased by 3.2%, the industrial sector recovered positively, the industrial production index in October increased by 5.5% compared to the previous month, up 4.1% over the same period. The agricultural and service sectors continued to grow well, agricultural exports in 10 months reached 43.08 billion USD, both firmly ensuring national food security and exporting 7.12 million tons of rice, worth 3.97 billion USD.

However, the socio-economic situation still has limitations and shortcomings, production and business face difficulties, the labor market and employment in some fields are declining, the youth unemployment rate is still high, and natural disasters and floods continue to have a major impact on the Central region.

The Prime Minister said that in the coming time, the Government will continue to direct the drastic, synchronous and effective implementation of tasks and solutions in all fields, both solving immediate problems and preparing the foundation and premise for the following years.

In particular, focus on promoting growth drivers such as investment, consumption, and export. Leading localities implement policies to support increased aggregate demand, especially fiscal and monetary policies, increase access to credit, land, expand markets, diversify products, supply chains, promote disbursement of public investment capital, attract social investment capital, private investment and foreign investment. Promote strong industrial development, especially processing and manufacturing industries, promote domestic market development and export, and take advantage of market opportunities at the end of the year and during Tet holidays.

In addition, it is necessary to ensure price and market stability, especially for essential goods, while closely monitoring and grasping the international and domestic situation, responding promptly, flexibly and effectively with policies to newly arising issues, striving to achieve the highest level of goals, targets and plans for 2023, including GDP growth reaching over 5%, creating momentum for implementing the 2024 plan.

Regarding the review and improvement of laws, policies and mechanisms, administrative procedure reform, and removing difficulties for production and business, the Prime Minister emphasized that this is a very important issue, contributing to unlocking resources, supporting businesses to overcome difficulties, promoting growth, creating jobs and livelihoods for people, ensuring the lives of workers, which is of special concern to the Party, State, National Assembly, and voters nationwide.

The Government continues to direct ministries, branches and localities to focus on reviewing, detecting and promptly handling shortcomings, difficulties and obstacles in terms of legal regulations, policy mechanisms and implementation organization. Since the beginning of the term, the Government has focused on this task and needs to further promote it in the coming time. Continue to propose competent authorities to promptly issue policies to remove difficulties for production and business, especially in terms of finance and currency, handle obstacles in the real estate market, corporate bonds, support workers, reform administrative procedures, improve the investment and business environment, etc.

However, as the National Assembly Deputies have pointed out, some regulations, mechanisms and policies are no longer suitable and are slow to be amended. Administrative procedures for production, business and enterprise activities in some areas are still complicated and cumbersome, and administrative procedures within each agency and between agencies sometimes and in some places do not meet requirements. Decentralization and delegation of authority in some areas are still entangled in institutions, especially with newly arising issues.

The Prime Minister said that many issues have been focused on by the Government in the past time, with specific results, however, there are also issues that need further research, and appropriate and effective solutions to focus on overcoming in the coming time. The Government and the Prime Minister look forward to continuing to receive the attention and contributions of National Assembly Deputies and voters nationwide.
