Focus on removing barriers and bottlenecks to develop science and technology, innovation, and digital transformation

At the meeting, leaders of the Ministry of Science and Technology announced the Prime Minister's decisions to strengthen the Government's Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06, along with 3 decisions to establish 3 working groups to assist the Government's Steering Committee.

These working groups include: Working Group on implementing Project 06, administrative procedure reform, digital transformation associated with Project 06, headed by the Minister of Public Security ; Working Group on science and technology development, innovation and digital transformation, headed by the Minister of Science and Technology; Working Group on administrative reform, headed by the Minister of Home Affairs.

Delegates attending the meeting also listened to representatives of ministries and branches report on the results of implementing Resolution No. 57-NQ/TW of the Politburo, Resolution No. 71/NQ-CP dated April 1, 2025 of the Government in recent months and key tasks in May and June 2025; Official announcement and putting into use the System for monitoring and evaluating the implementation of Resolution No. 71/NQ-CP dated April 1, 2025 of the Government; results of implementing Project 06, administrative reform and key tasks. Notably, the Ministry of Public Security coordinated with the Central Propaganda and Mass Mobilization Commission to launch the movement and launch the "Digital Popular Education" platform on March 26, 2025.

At the same time, we have worked with the Ministry of Foreign Affairs, the Ministry of Justice, and the Supreme People's Court to urge the implementation of solutions to clean data and issue identification numbers for Vietnamese children born abroad; issued a plan to launch a 90-day peak period to clean marriage data and implement the reduction of procedures for confirming marital status...

Currently, ministries, branches and localities have completed the integration of 56/76 essential administrative procedures on the National Public Service Portal; 172 medical examination and treatment facilities in 29 localities have used electronic medical records (an increase of 30 facilities compared to March 2025); 26/63 localities have officially used digitized land data to resolve administrative procedures related to the field of residence (an increase of 16 localities compared to March 2025); 63/63 localities have paid social security benefits to 2.9 million subjects with more than 33 trillion VND; paid social insurance via ATM cards for about 80% of beneficiaries, receiving social insurance benefits, unemployment benefits, etc.

In particular, the Ministry of Finance has reviewed and submitted a report to the Government proposing a plan to balance and allocate a maximum of VND 25 trillion to meet the goal of allocating at least 3% of the budget for science and technology.

Many delegates participated in discussing, analyzing, and frankly and objectively evaluating the implementation of science and technology, innovation, digital transformation, administrative reform, and Project 06 activities in the past time; identifying shortcomings, limitations, weaknesses, obstacles, barriers, and bottlenecks, especially in terms of institutions, mechanisms, policies, and resource mobilization; clearly pointing out the contents that are still behind schedule, determining objective and subjective causes, and drawing lessons.

Speaking at the meeting, Prime Minister Pham Minh Chinh requested ministries, branches, agencies, units and localities to identify science and technology, innovation and digital transformation as the foundation for sustainable socio-economic development; to have great determination and drastic actions to successfully implement the goals set for 2025, especially noting that along with streamlining the apparatus, reorganizing administrative units at all levels and building a 2-level local government model, it is also necessary to focus on decentralization and radical delegation of power.

In addition, it is necessary to proactively identify existing problems, limitations, weaknesses, obstacles, barriers, and bottlenecks, especially in terms of institutions, mechanisms, and policies; clearly identify the contents that are behind schedule, analyze objective and subjective causes, draw lessons; clearly identify key tasks and solutions to promote the development of science and technology, innovation, digital transformation, and Project 06 in the coming time.

The Prime Minister also requested ministries, branches and localities to promptly register projects and tasks of science and technology, innovation and digital transformation to report to competent authorities to arrange funding in 2025, ensuring the target of 3% of total annual budget expenditure for science and technology, innovation and digital transformation...
