Summarizing the outstanding results of the Provincial People's Committee Party Committee in the past time, comrade Le Thanh Do said: During the term, despite being heavily affected by the Covid-19 epidemic, with the high political determination of the Party Committees at the grassroots level, strictly implementing the direction of the Provincial Party Committee along with the outstanding efforts of agencies, units and enterprises, the Party Committee has focused on leading and directing the successful implementation of goals and tasks in the 2020-2025 term.

The work of building and rectifying the Party and the political system was led, directed and implemented with great determination. In particular, despite being implemented in a short time, the organization, arrangement and streamlining of the apparatus of Party agencies, provincial authorities and two-level government organizations ensured smooth, efficient, effective and effective operations.

After the reorganization, the number of specialized agencies under the Provincial People's Committee has been reduced by 26.3%; the internal structure has been reduced by 29.1% and the number of public service units under specialized agencies has been reduced by 17.5%; 84 communes have been reduced (reaching 65.1%); the arrangement of staff, headquarters, facilities, equipment, and working means has been completed to ensure conditions for the new commune level to come into operation from July 1, 2025.

The economy maintains its growth momentum (average 8.76%/year), the structure shifts in the right direction. Infrastructure, especially transportation, urban areas, and services, receives investment attention and is gradually being improved.

The socio-cultural field has made remarkable progress; the quality of education and health care has been improved; poverty reduction and social security have achieved many positive results. The great solidarity of ethnic groups has been consolidated. Political security and social order and safety have been maintained; foreign affairs and international cooperation have been expanded and effectively promoted.

Promoting the achieved results and inheriting the lessons learned from the previous term, at the congress, 100% of delegates voted to approve the consistent goal for the 2025-2030 term: "Strive to make Dien Bien a province developing in the direction of Green-Smart-Sustainable Economy by 2030".

To achieve that goal, the Congress of the Party Committee of the People's Committee of Dien Bien province has set out 9 key tasks and 5 breakthroughs, including: Promoting the effectiveness of mechanisms and policies and enhancing the province's competitiveness; perfecting the socio-economic infrastructure system; continuing to improve the quality of human resources; enhancing the application of science and technology, innovation, digital transformation to promote development; promoting the development of services and tourism to become a spearhead economic sector with many types; developing agricultural and forestry production towards quality, high added value, sustainability, and adaptation to climate change.

Speaking at the Congress, comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Dien Bien Provincial Party Committee, pointed out: The 2025-2030 term sets out new requirements and tasks for Dien Bien province in general and the Provincial People's Committee Party Committee in particular, requiring action with a higher sense of responsibility, more strength, determination and resoluteness, especially in the stage of building and organizing the implementation of new legal regulations according to the two-level local government model.
