Focus on effectively implementing solutions to improve the PAR INDEX

According to the announcement of the Ministry of Home Affairs on the PAR INDEX in 2024, Ninh Thuan province achieved 85.98 points, ranked 55/63 provinces and cities (down 0.7 points and down 19 ranks compared to 2023. Through analysis and comparison of scores, 6/8 areas decreased in score. This result shows that departments, branches and localities in the province need to clearly identify the shortcomings and limitations in the process of performing tasks, the causes leading to the reduction in the index rankings in order to have effective solutions in 2025 and the following years.

Identify the cause

The PAR INDEX is an important tool to monitor and evaluate administrative reform (PAR) activities with the aim of assessing in a substantive, objective and fair manner the annual PAR results of ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities in the process of implementing the State PAR Master Program in each period. The set of criteria for determining the Provincial PAR Index is structured into 8 assessment areas, 37 criteria, 88 component criteria, with a scale of 100 points. In 2024, the province has made many efforts to direct and organize the implementation of PAR; units have developed specific action plans and programs according to assigned tasks... Thereby, gradually improving the investment and business environment, creating favorable conditions, reducing costs and time for implementing administrative procedures (AP) for individuals, organizations and enterprises, improving the effectiveness and efficiency of the State apparatus. However, the PAR INDEX results did not achieve the planned target. As a result, Ninh Thuan province had 2/8 areas with increased scores, while 6/8 areas with decreased scores compared to 2023 (institutional reform; administrative procedure reform; state administrative apparatus reform; civil service reform; public finance reform; building and developing e-government and digital government).

In terms of ranking, Ninh Thuan ranked 55/63 provinces and cities, down 19 places compared to 2023. In the 8 areas of the PAR INDEX, only 1/8 areas increased in rank, the remaining 7/8 areas decreased in rank compared to 2023 (administrative reform direction and operation; institutional reform; administrative procedure reform; reform of state administrative apparatus; reform of civil service regime; public finance reform; building and developing e-government and digital government).

There are many reasons for the decrease in scores and rankings in the PAR INDEX. Through analysis, it shows that: Institutional reform and implementation results of the province in writing have not achieved the maximum score. The reason is that the handling of recommendations on illegal documents has not met the requirements and the documents under the responsibility of the locality have not been updated on the National Database of Laws. At the same time, the survey results of provincial People's Council delegates, leaders of departments, districts and divisions have not been highly evaluated; the reform of the civil service regime still has cadres and civil servants at the commune level who have not met the standards in terms of qualifications; there are leaders of departments and divisions of departments and branches who have been disciplined; points have been deducted from public finance reform due to reports on the management and use of public assets being submitted later than the prescribed time... The reason for the above shortcomings and limitations is that some component criteria in the Index are under the implementation rights of organizations and citizens (submitting documents via online public services; online payment), so the results have not achieved the set goals; Some contents that do not achieve points or do not achieve maximum points are due to subjective errors of the consulting agencies and units. The administrative reform work of the province, through surveys and assessments of leaders and managers, has not yet met the requirements. This content depends on the assessment of leaders and managers of the province.

Determined to improve PAR INDEX

Based on the analysis of the achievements and limitations in 2025, Ninh Thuan province strives for the province's PAR INDEX to increase by 1 point or more; the PAR INDEX score to reach 86.98 points or more. In terms of ranking, the province's PAR INDEX strives to increase by 10 places or more; 6/8 component indexes to increase in score and 6/8 component indexes to increase in rank compared to 2024.

To achieve the above goals, in addition to the tasks and solutions set out in Resolution No. 05/NQ-TU dated September 28, 2021 of the Provincial Party Committee Standing Committee on promoting administrative reform in the province by 2025; Directive No. 39-CT/TU dated November 30, 2022 of the Provincial Party Committee Standing Committee on continuing to promote effective implementation of administrative reform in the province by 2025 according to Resolution No. 05-NQ/TU of the Provincial Party Committee, the Chairman of the Provincial People's Committee requested departments, branches, sectors and local authorities to strengthen leadership and direction, focus on effective and timely implementation of assigned tasks. In particular, enhancing the responsibility of heads of state administrative agencies in the province in performing administrative reform tasks. Tightening administrative discipline and order; improving the quality of public service ethics; Regularly inspect and supervise the spirit, attitude, working style, progress and effectiveness of public service and tasks of cadres, civil servants and public employees under management.

Continue to review, reduce and simplify administrative procedures related to people and businesses, deploy practical solutions to enhance the provision of online public services at levels 3 and 4 and receive and return results of administrative procedures through public postal services. Focus on promoting propaganda on economic and business development, attracting investment, improving the investment and business environment. Continue to promote the application of information technology in the operations of state administrative agencies at all levels, developing e-government, digital government, and digital data. Promote the role and responsibility of leaders in directing and organizing the implementation of digital transformation tasks. Pioneering and exemplary agencies and units use digital platforms in their direction and operation, contributing to innovating working methods and improving the quality of public service provision for people and organizations...

Regarding the contents of administrative reform, the Chairman of the Provincial People's Committee requested that 100% of legal documents of the People's Council and People's Committee at all levels be issued on schedule and inspected in accordance with regulations; 100% of administrative procedures be updated and published promptly as prescribed. Continue to strive to reduce the processing time for 10% of the total processing time for administrative procedures in all fields. The satisfaction level of people and businesses with the processing of administrative procedures reaches over 80%; 100% of administrative agencies and public service units are consolidated and improve the quality of operations in the direction of streamlining, efficiency, effectiveness, and efficiency, avoiding overlapping and omission of functions and tasks; 100% of administrative agencies and public service units have approved the Project on job positions and the structure of civil servant and public employee ranks according to current regulations; 100% of commune-level cadres and civil servants meet the standards according to the province's regulations; 100% of provincial-level civil servants and public employees have qualifications appropriate to the job position standards; 100% of agencies and units implement the staff reduction roadmap in accordance with the set policies and targets; the province's 2025 budget collection meets or exceeds the Government's assigned targets.
