Focus on implementing the goal of disbursing 100% of public investment capital by 2025

On the morning of May 20, Prime Minister Pham Minh Chinh chaired a conference to promote public investment growth momentum in 2025.

The conference was connected online from the Government headquarters to the People's Committees of provinces and centrally run cities.

Attending the conference were members of the Politburo , members of the Party Central Committee, Deputy Prime Ministers; representatives of leaders of ministries, branches, central agencies, provinces, cities, economic groups, and state-owned corporations.

Attending at the Dak Lak provincial bridge point were Vice Chairman of the Provincial People's Committee Truong Cong Thai; representatives of leaders of relevant departments, branches, sectors and units of the province.

In recent times, the Government and the Prime Minister have always paid attention to, resolutely and closely directed the promotion of public investment disbursement, the implementation of 3 national target programs and the implementation of projects using the annual increase in central budget revenue right from the first days and months of 2025.

Specifically, focus on perfecting the institutions on public investment, including submitting to the National Assembly for approval the Law on Public Investment No. 58/2024/QH15, dated November 29, 2024, and organizing its implementation from January 1, 2025 with many new regulations towards creating breakthroughs, promoting reforms, and enhancing decentralization and delegation of power.

The Prime Minister has issued 1 directive, 3 telegrams and many documents directing the acceleration of public investment disbursement. In addition, other telegrams and directives of the Prime Minister on promoting growth have all set out tasks and solutions to accelerate public investment disbursement.

As a result, in the first 4 months of 2025, ministries, branches, central and local agencies have allocated and assigned detailed 2025 investment capital plans for the list of tasks and projects of more than VND 817,968 billion (reaching 99% of the plan assigned by the Prime Minister), the remaining VND 7,954 billion has not been allocated in detail.

By April 30, 2025, the whole country had disbursed over 128.5 trillion VND (15.56% of the plan), lower than the same period in 2024 (16.64%), in which many ministries, agencies and localities had disbursement rates below the national average.

At the conference, delegates spent a lot of time reporting and sharing the existing problems, difficulties and obstacles in the process of disbursing public investment capital. The main causes were: difficulties in compensation, land acquisition, support and resettlement; scarcity and lack of supply of earth, sand and stone for construction; difficulties related to unit prices and norms for calculating compensation and site clearance costs; overlapping and obstacles in planning; prolonged and time-consuming bidding procedures and processes; land use revenue sources are not guaranteed; localities are still afraid of making mistakes and are not resolute in implementing and disbursing capital sources of national target programs...

Concluding the conference, Prime Minister Pham Minh Chinh requested ministries, branches, central and local agencies to focus on implementing the goal of disbursing 100% of public investment capital in 2025.

In particular, it is necessary to closely direct and supervise, at the same time urge and inspect to promptly resolve difficulties and problems in capital disbursement; flexibly and creatively apply resolutions, policies and regulations on public investment capital disbursement; promote the role and responsibility of leaders; units must be determined and assign work in the spirit of "6 clear" (clear people, clear work, clear time, clear products, clear responsibilities, clear authority); strengthen decentralization and delegation of authority in project management and implementation.

In addition, the entire political system needs to get involved in site clearance for projects. Regarding problems related to lack of construction materials for works and projects; difficulties related to unit prices and norms; problems related to planning, etc., relevant ministries and branches need to provide specific guidance and solutions for localities.
