Focus on effectively implementing the Dong Khoi Program for Startups and Business Development in 2025

Encourage businesses to save on electricity use

The Provincial People's Committee requests agencies, units and localities to base on their functions and tasks to well implement the following contents: Proactively specify, issue plans and implement the Dong Khoi Program for Startups and Provincial Enterprise Development in 2025 for agencies, units and localities. In particular, note that activities need to be closely linked to green economy, digital economy, circular economy, encourage sustainable business development, based on science and technology, innovation. Strengthen interaction, dialogue and contact between the government and businesses, to promptly remove difficulties and obstacles for businesses. Actively support businesses, business households and start-up projects to improve the quantity and quality of activities. Deploy to beneficiaries the content of business support stipulated in Resolution No. 09/2023/NQ-HDND dated July 5, 2023 of the Provincial People's Council on stipulating a number of specific policies to encourage and support business development in the province.

The Department of Finance shall preside over and coordinate with provincial departments, branches, sectors, provincial socio-political organizations, relevant agencies and units to continue to evaluate and select qualified enterprises to be recognized as enterprises in the leading source group and leading group; focus on attracting 400 million USD of foreign investment capital; attract domestic investment capital of about 8 trillion VND. Proactively advise and propose solutions for slow-to-implement projects, as a basis for accelerating the progress of attracting potential investors. Regularly connect with Associations, Clubs, and Business Clubs in the province to grasp the difficulties and propose recommendations of the business community, promptly advise the Provincial People's Committee. Review and advise on perfecting the membership of the Provincial Startup and Business Development Advisory Council.

The Department of Science and Technology shall preside over and coordinate with provincial departments, branches, and sectors, and People's Committees of districts and cities to research, develop, and effectively implement policies and activities to support and promote innovation and digital transformation in enterprises, focusing on Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation.

The Department of Industry and Trade shall take the lead in coordinating with provincial departments, branches, and sectors, and People's Committees of districts and cities to promote industrial promotion and trade promotion activities; regularly carry out communication work and organize training courses to raise awareness for start-up enterprises about e-commerce and innovation.

The Regional Tax Department XVIII (in Ben Tre) presides over and coordinates with the People's Committees of districts and cities to regularly review and evaluate the current status of business households and establishments belonging to enterprises; classify subjects with the potential to become enterprises to organize propaganda, dialogue, and mobilize them to become enterprises. Prioritize promoting propaganda and supporting enterprises to properly and fully fulfill their tax obligations. Resolutely and strictly handle acts of harassment and causing difficulties for enterprises.

The People's Committees of districts and cities coordinate with the Tax Department of Region XVIII (in Ben Tre) to effectively carry out tasks and solutions to mobilize business households to become enterprises. This is an important content, contributing to the successful implementation of Plan No. 432/KH-UBND dated January 21, 2025 of the Provincial People's Committee on socio-economic development and state budget estimates for 2025. At the same time, pay attention to the quality of operations of enterprises, cooperatives, and business households in the area. Closely monitor the implementation and development of plans to implement the Dong Khoi Startup and Synchronous Enterprise Development programs in communes, wards, and towns, in order to create changes in the entire political system from the province to the grassroots level.

Associations, Business Associations, and Business Clubs in the province proactively develop a 2025 action plan and send it to the Department of Finance and startup support agencies for monitoring and support. At the same time, periodically evaluate the implementation results, promptly make proposals and recommendations, promote the role of a bridge between Associations, Business Associations and state management agencies, strengthen the building and consolidation of members, connect members in the organization, and mobilize businesses to participate.

Note: For agencies and units that have merged or consolidated, review and receive previously issued contents of Plan No. 706/KH-UBND dated February 6, 2025 of the Provincial People's Committee on implementing the Dong Khoi Program for Startups and Provincial Enterprise Development in 2025.
