On the afternoon of November 9, the National Assembly voted to pass the Resolution on the Socio -Economic Development Plan for 2024. The electronic voting results showed that 447 delegates voted in favor (accounting for 90.49%). Thus, with the majority of delegates voting in favor, the National Assembly officially passed the Resolution on the Socio -Economic Development Plan for 2024.
The general objective of the Resolution emphasized by the National Assembly is to continue to prioritize growth associated with consolidating and maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy. Focus on removing institutional and policy bottlenecks; unblocking resources; effectively handling obstacles to develop stable, safe, healthy, and sustainable markets; and improving the effectiveness of organizing the implementation of laws, policies, and public service.
Strictly manage and effectively use land and resources, protect the environment, proactively prevent and combat natural disasters, and respond to climate change. Continue to improve and build a streamlined, effective and efficient apparatus, streamline the payroll, restructure and improve the quality of cadres, civil servants, and public employees...
The Resolution sets out 12 main tasks and solutions, including proactively responding to climate change, water security, natural disaster prevention and control, strengthening resource management and environmental protection; harmoniously resolving the relationship between economic development and environmental protection. The Resolution requires focusing on implementing Resolution No. 36-NQ/TW on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045.
Focus on completing and submitting to the National Assembly the National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050; prioritizing the allocation of resources, accelerating the implementation of key projects on climate change response, natural disaster prevention and control, especially drought, saltwater intrusion, subsidence, riverbank and coastal erosion, landslides, especially in the Mekong Delta, coastal areas, the North Central region, the Central Highlands, and the Northern mountainous region.
Focus on handling facilities causing serious environmental pollution; ensure water security, dam safety and prevent water resource degradation; promote cooperation with upstream countries and international organizations in protecting and effectively using water resources in transboundary river basins, especially the Mekong and Red Rivers.
Focus on implementing the Land Law (amended) and related laws after they are passed by the National Assembly and come into effect. Review and perfect mechanisms and policies to improve the efficiency of mobilizing and using financial resources from land and resources to serve investment in developing the socio-economic infrastructure system.
Resolutely implement strategies, plans, and action programs to implement commitments at COP26 in accordance with the direction of competent authorities, strive to bring net emissions to "0" by 2050 and implement the Political Declaration on a Just Energy Transition (JETP); promote green energy transition, develop renewable energy, hydrogen; complete surveys and assessments of offshore renewable energy.
Before voting to pass, the National Assembly listened to Chairman of the National Assembly's Economic Committee Vu Hong Thanh present a report explaining, accepting and revising the draft Resolution on the Socio-Economic Development Plan for 2024.
According to the Chairman of the Economic Committee, at the 6th Session, the National Assembly reviewed and commented on the draft Resolution on the Socio-Economic Development Plan for 2024. Based on 321 unanimous opinions and 63 participating opinions of National Assembly deputies, the National Assembly Standing Committee (NASC) directed the National Assembly agencies to study, absorb, revise and complete the draft Resolution.
The resolution sets out the following main targets:
1. Gross domestic product (GDP) growth rate from 6.0 - 6.5%.
2. GDP per capita is about 4,700 - 4,730 US dollars (USD).
3. The proportion of processing and manufacturing industry in GDP reaches about 24.1% - 24.2%.
4. Average consumer price index (CPI) growth rate 4.0 - 4.5%.
5. Average social labor productivity growth rate is 4.8% - 5.3%.
6. The proportion of agricultural labor in the total social labor force reaches 26.5%.
7. The rate of trained workers is about 69%, of which those with degrees and certificates is about 28 - 28.5%.
8. Unemployment rate in urban areas below 4%.
9. The poverty rate (according to multidimensional poverty standards) decreased by more than 1%.
10. The number of doctors per 10,000 people is about 13.5 doctors.
11. The number of hospital beds per 10,000 people is about 32.5 hospital beds.
12. Health insurance participation rate reached 94.1% of the population.
13. The rate of communes meeting new rural standards reached 80%.
14. The rate of collection and treatment of urban solid waste meeting standards and regulations reaches 95%.
15. The rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems that meet environmental standards is 92%.
